Economic relations and transport infrastructure of Turkmenistan: airfreight

Civil aviation in Turkmenistan is developing rapidly and has become one of the leading sectors of Turkmen economy in recent years. Aiming to fulfil the tasks set forth in the National Programme of Social and Economic Development of Turkmenistan for 2011-2030, Turkmen air transport workers successfully achieve the targets of cargo and passenger transportation. Moreover, they provide assistance to farmers, livestock breeders, oil and gas industry workers.

As is known the development of transport and communication infrastructure as an important condition for diversification of the national economy and continuous progress of the state is a key priority of this programme. It includes construction of new airports, terminals, engineering and technological facilities as well as modernization and reconstruction of the existing ones and regular replenishment of the aviation fleet. In this regard, in accordance with the Resolution of the President of Turkmenistan, the Turkmenhowayollary State National Service drafted the National Civil Aviation Development Programme for 2012-2030.

The Programme includes three stages: the first stage – 2012-2015, the second one – 2016-2020 and the third – 2021-2030. Within the framework of the programme it is planned to increase the existing production capacities, supply the industry with the most advanced equipment, train highly qualified specialists, purchase modern airliners, increase the culture and quality of services rendered to passengers as well as the safety of flights, and, of course, to build new airports and reconstruct existing air terminals in compliance with the high requirements set to such objects.

The aviation fleet is planned to be replenished within three stages: the first stage includes a network of domestic air services of Turkmenistan, the second stage - the international network of medium- haul air traffic - up to 5200 km and the third stage - the international network of long-haul air traffic - more than 5,200 kilometers.

In the near future it is planned to organise tours by helicopter for foreign tourists and citizens of our country to the monuments of antiquity in Turkmenistan to familiarize the world with priceless cultural and spiritual heritage of the Turkmen people as well as establishment the air taxi services –“air taxi”.

Turkmenistan was the first among the CIS countries to purchase Boeing aircrafts, and within these years the flying and engineering staff of Turkmen aviators have gained the high level of professionalism in operating American aircrafts. Currently, the national air fleet includes 19 planes - Boeing-757, Boeing 737 and Boeing-717. While implementing the National Civil Aviation Development Programme for 2012-2030 the number of such aircrafts will reach 39 new planes. Old aircrafts will be replaced by new ones.

It is also planned to bring air harbors in regions and surface equipment in compliance with international standards. Along with construction of new airports with all necessary infrastructure in Ashgabat, Turkmenabat, Dashoguz, a new passenger air terminal in Mary, and modernization of the airport in Balkanabat, the air terminals in Atamyrat, Magdanly, Gazachak, Urgench, Khazar and Karabogaz will be reconstructed. New runways will be laid in the velayat administrative centers that will allow aircrafts of all types to land there.

Based on the favorable terms of the geographical location of Turkmenistan, given the large-scale construction in the Avaza National tourist zone, putting the North-South railway into operation, the reconstruction of the Turkmenbashi International seaport, construction of motor roads, etc., there is a possibility of wide using of the air harbor in the seaside town as a cargo center and creating the Türkmenistan Airlines Cargo Company of the Turkmenhowayollary State National Service.

Currently, the aircrafts of the Turkmenhowayollary State National Service besides domestic airlines, regularly fly to 15 cities in 11 countries including Abu Dhabi, Amritsar, Almaty, Bangkok, Birmingham, Delhi, Dubai, Kiev, London, Moscow, Minsk, Beijing, Istanbul, St. Petersburg, Frankfurt.

The National Civil Aviation Development Programme for 2012-2030 envisages opening new air flights on economically sound routes in three stages. In 2012-2015: from the airport of Turkmenbashi to Istanbul (the Republic of Turkey), Moscow (the Russian Federation) and Aktau (Kazakhstan) from the airport of Ashgabat - to Urumqi (China), Phuket (Thailand), Novosibirsk (the Russian Federation), Milan (Italy), Antalya (the Republic of Turkey), Seoul (South Korea), Kuala Lumpur (Malaysia).

The further modernization of the fleet of the civil aviation of Turkmenistan and purchase of up to 31 Boeing aircrafts during the period of 2016-2020 will allow opening new flights from Turkmenbashi to St. Petersburg (the Russian Federation), and from Ashgabat - to Jeddah, Medina (Saudi Arabia), Cochin, Ahmedabad (the Republic of India), Samara (the Russian Federation), Hanoi (the Socialist Republic of Vietnam), Vienna (the Republic of Austria), Sofia (Bulgaria), Budapest (Hungary), Manama (the Kingdom of Bahrain), New York (the United States of America), Toronto (Canada).

The fact that in 2021-2030 the fleet of the civil aviation of Turkmenistan will include 39 modern aircraft will promote opening new routes from Ashgabat to Paris (France), Madrid (Spain), Jakarta (Indonesia ), Muscat (Oman), Kuwait (Kuwait), Singapore (Republic of Singapore), Sharm el-Sheikh, Hurghada, Cairo (Egypt).

As is known, in April 1993, Turkmenistan became a full member of the International Civil Aviation Organization (ICAO), a UN specialized agency coordinating international cooperation in all areas related to civil aviation. At present, Turkmenistan is preparing to enter the International Air Transportation Association.
