TURKMENISTAN-UNITED NATIONS ORGANISATION: priorities for cooperation in the name of peace, security and development

The conceptual document that fixes the key positions of Turkmenistan to be put forward at the forthcoming 67th session of the UN general Assembly was approved on August 17. The document reflects the foreign-policy approaches and views of our state in urgent directions of the global partnership in such basic area of global development as peace and security, sustainable development, energy safety, ecology and climate change, humanitarian dimensions.

Turkmenistan considers consolidation of joint efforts to promote the regime of nonproliferation and disarmament as one of the primary tasks set to the international community today. Acceding to a number of fundamental international treaties and UN conventions such as the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and other multilateral documents, Turkmenistan intends to continue providing comprehensive assistance to the disarmament processes in the world. In this regard, underlining the step-by-step nature of the first session of the Preparatory Committee for the 2015 NPT Review Conference held in Vienna this year, Turkmenistan considers it is important to continue the existing dialogue and suggests holding a top level meeting in 2013 to discuss the measures aimed at widening the international legal framework on non-proliferation.

Turkmenistan stands ready for active cooperation with the UN Office for Disarmament Affairs (UNODA) and participation in a number of initiatives in this sphere. The Turkmen side offers to establish a Regional Centre for Disarmament for Asia.

Turkmenistan stands for the practical implementation of the provisions of the Ashgabat final declaration of and the Joint Action Plan for Central Asian countries adopted on the outcomes of the High Level International Meeting for the states of Central Asia and other countries designed to strengthen counter-terrorist cooperation in Central Asia on the basis of the UN Global Counter-Terrorism Strategy taken place in Ashgabat on November 30, 2011. Turkmenistan also offered to consider the possibility of establishment of the UN information and coordination centers against terrorism in different regions of the world.

Turkmenistan will continue taking practical steps aimed at implementation of initiatives put forward by the President of Turkmenistan at the Rio+20, United Nations Conference on Sustainable Development in Brazil. It is important that the programmes on sustainable development should be adjusted given the comprehensive analysis and experience of particular countries and regions.

Turkmenistan will continue the course for enhancing partnership with the UN Economic and Social Council, the United Nations Conferences on Trade and Development, the United Nations Industrial Development Organization (UNIDO), and Bretton Woods Institutions.

The successive implementation of initiatives put forward by the President of Turkmenistan in the sphere of ensuring the reliable and stable supplies of energy resources to world markets will be continued within the framework of the 67th session of the UN General Assembly. Particular attention will be paid to further development of the provisions of the UN General Assembly resolution “Reliable and Stable Transit of Energy and its role in ensuring sustainable development and international cooperation”, adopted unanimously in December, 2008. The work on establishment of the Interregional energy dialogue under the UN auspices aimed at reliability and security of hydrocarbons supply to international markets as an essential component of sustainable development, including addressing the environmental risks will be continued. Turkmenistan considers it necessary to launch the process of creation of international and legal instruments, including a multilateral UN document (in the form of a convention or a treaty), an institutional mechanism (a relevant UN agency designed to monitor implementation of a multilateral document) and the information base. The first step in this direction should be development of an international expert group including representatives of all interested states, members of the United Nations Organisation in cooperation with the UN.

As a concrete step on development of a comprehensive dialogue in the environmental sphere, as well as following the provisions of the final document of the Rio+20 Conference, Turkmenistan will offer to consider the issue of preparations for an International Conference “Green Economy for the XXI century: national experience and international partnership” jointly with the United Nations Organisation.

In this context, Turkmenistan will continue paying significant attention to environmental issues related to the problems of the Aral Sea and protection of environment in the Caspian Basin. Special attention should be also paid to solution of water issues in Central Asia. Turkmenistan suggests considering the water-energy issues based on the universally recognized norms of the international law, mutual interests of all countries of the region and wide participation of international organizations.

The further development of the Turkmen leader’s initiative on creation of efficient international mechanisms to address the climate change will be considered during the forthcoming session of the UN General Assembly. To fulfill the goals, Turkmenistan will start the work on creation of a Regional center for technologies related to climate change in Central Asia and the Caspian Basin.

Turkmenistan strong supports consolidation of international efforts to guarantee and protect the rights of refugees and stateless persons. A significant event in this sphere was the International Conference “Refugees in the Muslim world” held on the initiative of Turkmenistan in Ashgabat in May, 2012. To discuss these issues Turkmenistan suggests holding a top level meeting in Ashgabat jointly with the UNHCR.

The large-scale work on implementation of international norms in the sphere of human rights and freedoms into the national legislation will be continued.

Turkmenistan considers it reasonable to discuss the issues on humanitarian problems into UN agenda as an independent direction during the 67th session of the UN General Assembly. In this context, Turkmenistan offers developing a Platform of UN Actions for humanitarian issues designed to become a political and legal basis for consolidation of the efforts of the international community in the human dimension.
