The Integrating Global Energy Markets – Providing Energy Security International Conference was held in the conference hall of the Ministry of Oil and Gas Industry and Mineral Resources. The forum was organized in accordance with the Resolution of President of Turkmenistan Gurbanguly Berdimuhamedov with the assistance of the Organization for Security and Co-operation in Europe (OSCE).

The international forum on energy development, export and transit and the improved policy on energy security brought together the participants representing the governments of states, international organisations and concerns and independent international experts. The representatives of the Organization for Security and Co-operation in Europe commented on the significant role of the Ashgabat forum and Turkmenistan’s efforts in this sphere.

Lamberto ZANNIER, OSCE Secretary General:

“The energy demand increases with every passing year as well as the need for close cooperation between energy producing, transit and consuming countries. In this context the states seek to find a stable and reliable market and exporters to establish mutually beneficial partnership with exporters. The success of both sides is base don the active negotiation process, including regular consultations and meetings at various levels. Urging to intensify energy cooperation, the OSCE in its turn strongly supports the policy of diversifying energy transit pursued by Turkmenistan which has the profound reserves of mineral resources and highly evaluates the Turkmen leader’s initiatives and measures taken to facilitate achieving energy security and global strategic balance in this area.

”This should provide a platform for the development of modern, competitive, economically adequate and effective energy markets which will gradually integrate into a global market. International cooperation in this area will ensure a balance between the sovereignty of certain states and the mankind’s need for sustainable development, including access to energy products and services.

“Seminars, workshops and conferences on such issues as energy diplomacy, standardization of investment procedures in this area, etc. are conducted on a regular basis through intermediary and under the aegis of the OSCE. In the near future it is planned to organize a series of international meetings focusing on various options for the reliable development of energy markets and facilitating cooperation. In this regard, the Ashgabat conference became a significant contribution of the Government of Turkmenistan to justifying and addressing global challenges affecting the interests of all nations.”

Goran SVILANOVIC, Coordinator of OSCE Economic and Environmental Activities:

“Nowadays, the critical aspects of international cooperation include access to reliable energy as a source of stable global industrial and social development. In this regard, the major goal of the Ashgabat conference was to consider in a comprehensive manner global energy challenges in the 21st century and key issues of international cooperation, including global energy and environmental security, cost effectiveness of non-conventional hydrocarbon and alternative energy.

“A quantitative growth and qualitative development of global energy requires the economic, legal and institutional conditions conducive to investing. Demonstrating transparency and flexibility of the state energy policy and the reliable regulatory framework to the international community, Turkmenistan that initiated the elaboration of the UN Resolution on Reliable and Stable Transit of Energy and plays a leading role in sustainable development of the Central Asian region is continuously in the focus of attention of oil and gas partners and potential customers as responsible and dependable energy exporter. This vividly evidenced by Turkmenistan’s initiatives to extend pipeline network in various directions through the confirmation of abundant hydrocarbon reserves and the sustained increase in hydrocarbon production.

“Any global trends require the further development of energy and transport infrastructure and international energy trade. In this context the OSCE aims its activity to ensure the stable energy policy, encourage transparency and predictability of decision-making process in the sphere of oil and gas production and consumption and environmental protection and climate change. Encouraging the dialogue on energy transit and collaboration between states closely bound with strategic partnerships, the OSCE underlines the significance of regional and subregional cooperation and regular talks. This process will be continued in various formats and within the international organisations.”

Evaldas IGNATAVICHYUS, Deputy Minister of Foreign Affairs of the Republic of Lithuania:

”Since the issues regarding the integration of oil and gas exporters and diversification of reliable energy transit given the increased demand for these resources and products play a critical role in the global economy, the need to establish mutual confidence between partners - producers and consumers is obvious. According to experts, US$ 15 trillion worth investment will be needed over the next few years to meet the increasing needs of the global economy. Being aware of the vital importance of this issue for mankind, the OSCE emphasizes the need to conduct meetings and conferences between partner countries on the pricing and political energy strategy.

“Taking into account the Lithuanian Chairmanship in the OSCE, I can say that making energy transit stable and reliable is vitally important for all countries. The Ashgabat forum is a new step to adopt decision on a democratic and equitable basis to develop the mechanisms for sustainable energy. This high-level conference is a new contribution to jointly responding to modern challenges, an important step to concert global efforts to secure development for peace and progress.
