To value the intellectual property, involve it in economic use and attract investment for research developments – the achievement of these objectives is ensured by the major competitive advantages of the economy.
With the view of enhancing the economy’s competitive ability and protecting it from political, economic, financial, legal, sectoral, regional and natural, the Agency for Risk Prevention was established at the Ministry of Economy and Development. The Agency is charged with the collection of information about foreign legal aspects of the state-owned organisations, enterprises and institutions and the organisations, enterprises and institutions with the share of state capital selected to cooperate in investment projects in Turkmenistan. This is that the Interdepartmental Commission for Economic Risk Prevention is charged with as well.

The opening of the information technology laboratory at the Institutive of Physics and Mathematics of the Academy of Sciences makes it possible to apply geographic information system (GIS) in various economic sectors in the near future. These systems allow collecting information for analysis and development of the industrial development strategies. Consistent measures for modernisation, technological renovation and re-equipment being taken in the industrial sector contribute to increasing the efficiency of economic development and ensure stable GDP growth. In this regard, devising the mechanisms to encourage investment activity is a critical task. In 2012, the investment in various economic sectors increased by 38%.
New facilities which will contribute to increasing output of products, creating new jobs and improving the welfare of citizens are under construction throughout the country. These facilities include the plants that produce caustic soda, chlorine and its derivatives, potash fertilizers, polypropylene film, polyurethane building materials, facing ceramic tiles, building glass, insulation materials, etc. for the domestic market as well as for export. Ongoing reconstruction and modernization of the textile and carpet factories will contribute to increasing output of competitive products in world markets.
The outstanding achievements have been gained in the transport sector through the investment programmes and innovative technologies. The ongoing projects in this sector include the construction of transnational railways, highways and bridges. These also include the future construction of the transport and logistics centre in the seaport on the Caspian Sea and the international airport in Ashgabat designed to service 1,600 passengers per hour. The short term objectives to be achieved in the communications sector include the expansion of the television and radio satellite broadcast zone, frequency planning, the transition to digital broadcasting, the creation of the national satellite network and the launch of the national satellite in geostationary orbit. The national satellite will give a powerful impetus to develop the telecommunications systems and the Internet, television and other industries in the country.
