The priority positions of Turkmenistan at the 68th session of the UN General Assembly

Turkmenistan establishes its approaches to the work of the session of the UN General Assembly based on the goals and tasks set in the Concept of the foreign-policy strategy of the country for 2013-2017 as well as international initiatives put forward by the President of Turkmenistan. Undoubtedly, Turkmenistan will continue supporting the strategic vector for close and comprehensive cooperation with the UN. In this regard, it sounds reasonable for Turkmenistan to create a new mechanism of the political dialogue in the region - the Forum for peace and cooperation in the Central Asia. It is envisaged to use the positive experience of the Central Asian countries interested in the international and regional structures with the aim to establish the approaches to the important issues of the present and future development.

Paying particular attention to the settlement of any situations through peaceful means and international diplomacy methods in strict compliance with the UN basic documents, within the framework of the 68th session, Turkmenistan will initiate development of the Declaration on priority use of the political and diplomatic means for solution of international issues with further consideration within the UN General Assembly. Turkmenistan calls for continuation of the constructive collaboration between the states and international organizations to support the disarmament processes.

Today, Turkmenistan suggests the UN member states to initiate an international expert group to draft a new comprehensive document with the aim to launch the global cooperation in the power sector. In particular, Turkmenistan is ready to host the international meeting of experts in this area.

The ecological safety issue is very important for our country given that the Caspian region turns into a world largest centre for production and transportation of hydrocarbon resources. Turkmenistan considers it crucial to create a new mechanism of cooperation - the UN International ecological dialogue on the Caspian Sea. In regard of the Aral Sea, Turkmenistan suggests to develop a UN Special Programme on the Aral Sea to reflect the specific plans for stabilization and improvement situation in the region.

Given the problems on climate change, within the framework of the session Turkmenistan will express the willingness to make its contribution to strengthening the role of the multiaspect international mechanisms aimed at preventing the negative consequences caused by the global climate changes. In this regard, Turkmenistan suggests to host the Conference to consider the main issues of the United Nations Convention to Combat Desertification in 2014.

The programme of actions adopted during the International conference on population and development in Cairo in 1994 serves as an important vector of the international partnership within the framework of the UN Commission on Population and Development. To discuss the issues regarding the problems of population, Ashgabat will initiate an international meeting under the UN aegis next year.

The combat against the illicit traffic in narcotic drugs is an important issue of the state policy of Turkmenistan. As a member of the UN Commission on Narcotic Drugs, Turkmenistan will continue supporting the further expansion of the multisided dialogue on anti-drug issues and within the framework of the Turkmenistan President's initiatives will continue implementing the international conventions and treaties aimed at eliminating this threat. In particular, Turkmenistan will support the initiative to establish the UN Single drugs Strategy.

Turkmenistan also suggests to intensify the work of the Central Asian Regional Information and Coordination Centre for combating the illicit trafficking of narcotic drugs, psychotropic substances and their precursors and establish new forms of cooperation with the aim to develop and use the complete arsenal of legal, administrative, economic, cultural, educational and medical facilities to combat the illicit drug trafficking.

Turkmenistan sees the huge prospects in establishing a consultative group of experts, including the representatives of relevant state and public structures as well as international consultants. Given the great experience gained within the last years in this sphere, Turkmenistan suggests to organize the work jointly with the United Nations High Commissioner for Refugees (UNHCR) to to present the national experience of Turkmenistan on granting the citizenship to refugees and stateless persons. To discuss the issues on refugees and stateless persons, Turkmenistan expresses the willingness to hold a top level meeting in Ashgabat jointly with the UNHCR.
