The health of citizens of Turkmenistan is an important element of economic, social and political life of the society. In view of improvement of public health, the law of Turkmenistan on protection of health of citizens from tobacco smoke and complications from use of tobacco products has been adopted.
The law defines the principles of state policy in the sphere of protection of health of citizens from the effect of tobacco smoke and complications from use of tobacco products, regulates relations arising upon import, realization and use of tobacco products in Turkmenistan. Realization of the new legal act is directed to achievement of goals put or envisaged in the acts of the law. In the given case, the law-making idea includes protection of the present and future generations of Turkmenistan from effect of tobacco smoke and complications from use of tobacco products, its effect on their lives and health.
Adoption of the new law is directed to ensuring of rights of citizens in the sphere of public health, prevention of diseases connected with tobacco, information of population on the danger of tobacco for life and health, implementation of measures for reduction of tobacco products maintenance of international cooperation of Turkmenistan in the sphere of protection of public health. The new law of Turkmenistan fully complies with the international standards. For example, rules of article 25 on prohibition of advertisement, encouragement of use, sale, promotion, and sponsorship of tobacco products comply with article 13 of the anti-tobacco frame convention of the WHO on advisement, promotion and sponsorship of tobacco products. Introduction of ban of advertisement, promotion of sale and sponsorship of tobacco may decrease use of tobacco. According to international experts, all-round ban of all types of advertisement may facilitate decease in use of tobacco on average by 7% and in some countries as much as 16 %.
Today, Turkmenistan has chosen its efficient model of scientific planning and management of sphere of health care and medical industry, introduction of innovative achievements of world medicine. The basis of the state policy pursued by the president of Turkmenistan in the sphere of public health makes up the scientific foundation, prevention, harmonic compliance of national traditions and achievements in the modern world experience and practice in this sphere, complex approach to the protection of public health with solution of issues on formation and promotion of healthy lifestyle. In the basic directions of social policy, further development and improvement of the health car sphere come up as a forefront one. So, in the state budget of the country for 2014 almost a billion manats are envisaged for this purpose and it exceeds tenth part of the total sum of means envisaged for financing the social and communal services.
In Turkmenistan, the value of health becomes the same national idea, which can today unite all for the sake of its realization. It would be rather appropriate here to cite the international European ministerial conference on prevention and control of non-infectious diseases in the light of provisions of the health policy -2020 held in Ashgabat on December 1-3, 2013 by the WHO which brought together representatives from more than 35 countries of the European. Upon completion of the conference, the Ashgabat declaration on prevention and control of non-infectious diseases was accepted and it shows a unique approach and similarity of views of Turkmenistan and the world community. This international document will become a basis for further development of interaction between countries for the upcoming years.
