In May 2015, it was adopted a Program on improvement of the sphere of labor employment and creation of new working places in Turkmenistan within 2015-2020 and Plan of activities on its realization.
The chief of department of employment and professional education of the Ministry of Labour and Social Protection L. Berdygylyjeva tells about prospects of development of employment sphere.
- Population employment is in direct dependence on social and economic development. At present large-scale programs and projects of the international importance directed to achievement of steady rates of economic growth and increase of level and quality of life of people are successfully realized in Turkmenistan. Creation of industrially-innovative manufactures the production of which can be competitive in the world market is defined among priorities. In the field of social development, there is the issue of increase of real incomes of the Turkmen residents at the expense of provision of the maximum employment of able-bodied population.
In this connection there increases the urgency of rational use of an available human resources, creation of complete and modern system of provision of economy sectors and social sphere with skilled personnel, increases of functioning efficiency of labour market at observance of constitutional right of each person for work and a free choice of trade.
The program on perfection of sphere of labour employment and creation of new working places in Turkmenistan for 2015-2020 was developed taking into account present condition of labour market and development prospects of economy of Turkmenistan according to national programs, both at the state level, and velayats, Ashgabat city, economy branches.
Proceeding from balance of human resources, i.e. indications that reflect their distribution by activity kinds, patterns of ownership and other criteria, we have analyzed a condition of labour market and labour force. Besides, requirements of branches of economy for a work force and perspective directions of the further perfection of sphere of employment, taking into account strategy of development of regions, separate spheres and branches have been revealed. As a result of scaled work there has been collected a database, which allows to estimate requirement for labour, possibilities of its redistribution according to structural changes in economy, in order to operate on a labour market “pursue a preemptive tactic” at the decision of burning issues.
Increase of efficiency of functioning of a labour market will be carried out through introduction of new methods of state regulation. They are directed on actively to promote all available means to employment of the unoccupied population. So, it is provided to raise qualitative characteristics of personnel potential by modernization of system of training, conversion training, retraining and improvement of professional skill of staff. To assist in employment, first of all, to youth from among graduates of professional educational institutions. To stimulate the entrepreneurial activity of the population, including by means of creation of additional workplaces in sphere of small and average business, entrepreneurship. To provide essential conditions for citizens with low competitiveness on a labour market. To continue a work on informing the citizens on vacant places, an order of granting of services in employment by corresponding services.
Main line is the perfection of scheme of services on employment. The matter is about improvement of work with enterprises of different patterns of ownership on availability of vacant positions, and on this basis, about employment assistance of the population. In this direction, we have some work. Among the measures – the development of order on detection of quotas to employers for persons, who need in social assistance, and for those, who can not compete on the labor market. Here, we take into account women-mothers, who do not work in connection with care of child; persons, who have no professions, and others. The matter of job placement of people with disabilities rains to be vital as well. Employment of aforementioned categories demands additional measures and intensification of addressness of the services and social guarantees, being rendered by the employment service. For such citizens it was planned special events on their adaptation.
It is continued the work on improvement of informing about situation on labor market. Already during several years, we widely use in these purposes the mass media. Information about availability of vacant positions are published monthly in all vilayet newspapers and capital newspaper “Ashgabat”. Besides, it is regularly held fair of vacancies. The agenda also includes the issue of rendering distance assistance in employment.
Among priority measures, it is worth mentioning the improvement of teaching system, professional development and retraining of staff in accordance with needs of economic sectors. Here, it is particularly important to increase the interest of employers in training of essential specialists.
The plan also envisages to develop the stimulating measures aimed at securing due conditions for work of young specialists, to improve the order of determination of specialties and directions for training of professional staff in abroad. General coordination of all actions is realized by the Ministry of Labor and Social Protection of population.
Realization of the Program and Plan of Activities allows the situation on the national labor market during planned period to remain stable, predictable and manageable.
