On April 5, in the course of the meeting of the Economic and Social Council (ECOSOC) of the United Nations Organization, Turkmenistan was unanimously elected to three structures of this authoritative international organization: the UN Commission on Science and Technology for Development for the period 2017-2020, the Commission on Population and Development for the period 2016-2020, and the Commission for social development for the period 2017-2021.
Being committed to “open doors” policy and wide international cooperation, which is based on the principle of permanent positive neutrality, Turkmenistan consistently follows the chosen policy, developing constructive, mutually beneficial dialogue with the United Nations, playing a leading role in strengthening the “skeleton” of the global security system. New quality and highly productive experience, this partnership has acquired fruitful relations with leading agencies and specialized structures of the United Nations Organization within the past 10 years.
Thus, in autumn 2010, Turkmenistan is elected as deputy president of the Bureau of the UNECE Sustainable Energy Committee, and then for two years – the chair of SPECA - UN Special Program for Economies of Central Asian countries developed by the Economic Commission for Europe. In April 2011, our country was elected simultaneously to three other authoritative UN agencies - United Nations Commission on Population and Development for the period 2012-2015, the United Nations Commission on Narcotic Drugs for the same period, as well as on a permanent basis - the Executive Committee of the Program of UN High Commissioner for refugees. In April 2013, Turkmenistan is elected as vice-chairman of the Economic Commission for Europe (UNECE), and in November of the same year - a member of the UNESCO Executive Council for 2013-2017.
In April of the last year, our country was elected to the Executive Board of the United Nations structure on gender equality and empowerment of rights and possibilities of women for the period 2016-2018. In those days, in Ashgabat, it was held a presentation of the relevant approved by relevant Resolution of the President of Turkmenistan Gurbanguly Berdimuhamedov of “National Action Plan on Gender Equality in Turkmenistan for 2015-2020 years”, which was developed in consultation with the United Nations Population Fund (UNFPA).
The real fruit of successful joint activity of our country and its long-term partners - the leading UN agencies, including the United Nations Development Program, UN Children's Fund and the UN Population Fund, became the intended for five-year period - 2016-2020 - National Action Plan in the field of human rights in Turkmenistan, the Action Plan of the Country Program on cooperation between the Government of Turkmenistan and UNICEF and Action Plan of the Country Program on cooperation between the Government of Turkmenistan and the UNFPA approved by special Decree of President Gurbanguly Berdimuhamedov in the current year.
In total, over the last decade, Turkmenistan jointly with the UN specialized agencies in accordance with two previous five-year Framework Program has implemented 264 projects in various fields.
At the beginning of this month, in Ashgabat, it was held the signing of the Framework Partnership Program with a view of development between Turkmenistan and the United Nations Organization within 2016-2020, which fully meets the main objectives of the National Program of socio-economic development of our country for 2011-2030, as well as the Sustainable Development Goals for 2016-2030 adopted in September of the last year within the framework of the 70th session of the United Nations General Assembly.
Illustrative of the history of long-term relationship with the UNO was the fact that independent neutral Turkmenistan three times - in 2007, 2009 and 2013 - was elected Vice-Chairman, respectively, of the 62nd, 64th and 68th sessions of the United Nations General Assembly. From the high rostrum of this prestigious organization, the President Gurbanguly Berdimuhamedov has made a speech with important initiative, further consolidated with special Resolutions of the UN General Assembly "Reliable and Stable Transit of Energy and Its Role in Ensuring Sustainable Development and International Cooperation" and "The role of transport and transit corridors in ensuring international cooperation for sustainable development", that have become a major contribution of our country to the strengthening and expansion of effective international partnership on these priority areas.
The striving of our country to expand comprehensively and strengthen the multi-format cooperation with all interested countries, to make a contribution to the solution of global economic and social challenges of the present and thus, to realize maximally its enormous creative potential for the benefit of all mankind is appreciated highly and worthily by the world community, which is testified by the fact of election of Turkmenistan as a member of one of the six principal bodies of the United Nations - Economic and Social Council (ECOSOC) for 2013-2015, which took place in November 2012 at the session of the United Nations General Assembly.
The composition of the ECOSOC has a number of functional bodies and various commissions that supervise a wide range of issues related to its competence. Among them - the UN Commission on Science and Technology for Development, the Population and Development Commission and the Commission for Social Development, a full member of which was recently elected Turkmenistan. Previously, our country has already been a part of all these structures and re-election was another recognition of its contribution to the multifaceted activities carried out by them.
UN Commission on Population and Development, of which our country was part in 2012-2015, is a subsidiary body of ECOSOC and includes the representatives of 47 UN member states. Functional body established in 1946, consults on issues of common policy in the field of population and migration, assists the countries in development of demographic policy and organizes the holding of researches and distribution of information on interdependence of demographic, economic and social factors.

The United Nations Commission on Science and Technology established in 1992, is also a functional commission of the UN Economic and Social Council, which is urged to provide effective support to the Economic and Social Council as the coordinating center, promoting to draw attention to the role of science, technology and innovations, issues of their development as well as expansion of dialogue and strengthening of partnership in this important field at the national and global levels in the interests of universal development.
Established in 1946, the Social Development Commission, in turn, is engaged in development of system-wide social policy and its priorities as well as follows after the implementation of the main international standards in this area. Today, it is composed of representatives of 46 member states of the United Nations, being elected on a rotating basis, as well as members of the specialized agencies.
As President Gurbanguly Berdimuhamedov underlines, Turkmenistan, being elected to the authoritative United Nations agencies, will continue to fulfill with honor its ever-increasing and responsible mission in the Community of Nations, fully contributing to the strengthening of constructive international cooperation, having directed its peacekeeping and creative potential to the achievement of Sustainable Development Goals proclaimed by the United Nations for the next 15 years.
