Law of Turkmenistan «On Air Protection» is aimed at minimizing the negative anthropogenic factors

Over the past years, it was carried out a painstaking work to minimize the environmental problems caused by operation of energy, industrial and transport sectors. Thus, a few immovable emission sources have been reconstructed or moved outside boundaries of the city.

- Determination of the quality components of the environment is made up of the work outcomes of various specialists. State Committee of Turkmenistan for the environment and protection of land resources is authorized state body in the field of environmental protection. It takes measures to implement a unified state policy in the field of air protection.The role of the State Committee is to ensure the development of state programs in the field of air protection and monitoring of its implementation, establishment standards and norms of maximum permissible emissions of pollutants into the atmosphere, organization and conduct air monitoring, establishment of the order of inventory of emissions and of greenhouse gases into the atmosphere.

Standards of air quality in the cities, towns and settlements are within the competence of the Ministry of Health and Medical Industry of Turkmenistan; burnt fuel standards are under Oil and Gas, industrial and energy branch ministries. National Hydrometeorology Committee under Cabinet of Ministers of Turkmenistan is engaged in meteorology; State Committee of Statistics collects data on emissions into the atmosphere and publishes the data in the statistical compilations annually.

"The National Programme of socio-economic development of Turkmenistan for 2011-2030 years" defines the air protection as one of the priority issues. The monitoring results are collected in the form of daily bulletins and distributed to relevant organizations. In addition, it is getting prepared monthly and annual reports. What scientists are interested in these analisis? First of all, it is getting measured level and presence of dust in its various suspended particulars, and the presence in the air of harmful sulfur dioxide, nitric oxide, heavy metals and others.

The previous law in the field of air protection provides the basic framework and principles of the protection of air quality elements. Development of a new version of law was preceded by a multi-aspect work. It was made up a national list of sources and types of air pollution, prepared pollution control mechanism, developed recommendations to improve monitoring procedures to check the state of atmospheric air, revised permissible emission standards for strategic sectors of industries and others. Meantime, it was developed methods on coordination of this work. In short, the platform was first prepared for creation of national standards - legal and institutional framework and mechanisms to prevent the harmful effects of economic and other activities onto environment and health of population.

After adoption of the new Law "On Air Protection" it began regular inspections of the most important air pollutants that are comparable to air quality standards of the European Union (EU), World Health Organization (WHO). The studies will form the basis of calculation of the maximum allowable emissions for different industries of Turkmenistan. In this paper, the international fuel standards and norms of maximum permissible emissions will be used.

The new law for the first time was introduced the terms used in the field of air protection. It was rather concrete basic principles of state monitoring and its conditions. It is given classifications emission sources and pollutants, expanded and described in details the competent authority of the state body in the field of environmental protection, enhanced requirements for designing, location, construction, reconstruction and operation of facilities of economic activities. Also it was clarified the requirements for air protection during storage, disposal and decontamination of waste. The law defines the priorities for improving the state accounting of hazardous emissions.
