The basic parameters and directions of social policy have been identified by President Gurbanguly Berdimuhamedov. First of all, the focus on the creation of a legal mechanism was made to strengthen social services and ensure targeted and effective protection of the interests of citizens. Under the personal supervision of the head of state it was designed and adopted the Code "On Social Protection of the Population", which significantly strengthened the social protection of the older generation of persons, participants and invalids of the war of 1941-1945., families and widows of veterans, the disabled, as well as mothers and children. Law of Turkmenistan "On State Pension Insurance" provides an opportunity for every citizen to accumulate pension capital from the amount of which will depend on the amount of pension.

The main directions of the state employment policy are reinforced by the law "On Employment". The State shall encourage the creation of new jobs, development of enterprise initiative and direction of the educational system for training based on demands of the labor market and the prospects for socio-economic development of Turkmenistan. To ensure employment of population is involved state and non-governmental employment services, employers, trade unions, educational institutions.

From the real guarantees of human rights on labor, safe and healthy working conditions enshrined in the Constitution laid the foundation on the Labor Code, developed in accordance with International Labour Organization conventions ratified by Turkmenistan. Economic growth and strengthening of social services are contributed the Laws "On State Support of Small Medium Enterprises", "On Education", "On health care of citizens", "On Physical Culture and Sport", "On Science and Technology Parks" and others.

To address social issues in Turkmenistan under the leadership of President Gurbanguly Berdimuhamedov, it has developed and is implemented a comprehensive public program. So, a significant role in the implementation of employment policy has played a program for improving the sphere of employment and creation of new jobs in Turkmenistan for 2015-2020 years and Action Plan for its implementation.

Creation of new jobs promotes "State program to support small and medium-sized enterprises in Turkmenistan for 2011-2015". As a result, the number of jobs created in the private sector companies increased by 29.5 times from 2008 to 2015.

Employment and decent wages are a source of income for every citizen and family to maintain a decent standard of living. The scope of employment of the population is the sphere of realization of their abilities and knowledge. The growth of the educational level of the population, the quality and availability of services in this sphere are the most important parameter of the progressive development of the state. Transition to 12-year secondary education marks a qualitatively new stage of development of a national model in accordance with international educational standards.

By 2015, the number of preschool facilities will be increased by 22.5 percent compared with 2011 year, and schools – by five percent. Trends of modern information society responds work on strengthening material-technical base and the creation of a multimedia cluster in education facilities. Successfully implemented jointly developed with UNICEF, a national program for early childhood and re-school developments.

The competitiveness of the national education system is clearly demonstrated the success of the young generation to participate in international Olympiads and special prizes awarded to two Turkmen universities: State Medical University of Turkmenistan "for achieving high-quality educational services in accordance with European standards" was awarded "European Quality" award. Turkmenistan chooses the path of economic modernization and effective integration into the global world economy, the continuing significance is to develop domestic science, its improvement and quality growth. Resuming the work of the Academy of Sciences, it is put forward clear and reasonable reform program in this sphere, defining the main goals, objectives and key areas of Turkmen science; the leader of the nation has achieved to let the national science enter innovative boundaries. An important role in the further strengthening scientific and technological potential of the country is to play Center for Technology, established in 2014, as well as the "State program for improving the efficiency of research and innovative technologies in Turkmenistan for the period of 2017- 2021 years."

Among priorities of state development is improvement of the system of national health care. A powerful impetus is to develop State Program "Health", developed by President Gurbanguly Berdimuhamedov. During the period from 1995 to 2014 in this sector it was invested 1billion 167 million US dollars and 38 million Manats on large-scale construction and reconstruction of existing health facilities, including the purchase of modern medical equipment from leading manufacturers. From 2009 to 2015, Turkmenistan had been built, equipped and commissioned 43 large health care facilities of health care. Obvious successes of Turkmenistan in the sphere of public health have been received the high appreciation by the World Health Organization (WHO). "Increasing life expectancy, reducing infant mortality, morbidity, and much more - all this testifies that the social orientation of public policy pursued by President Gurbanguly Berdimuhamedov, is based on all-round care of the people, its happiness, health, well-being," - notes in a meeting with President Gurbanguly Berdimuhamedov, Margaret Chan, the Representative of the WHO Director-General and Zsuzsanna Jakab, WHO Regional Director.

The priority in this area reflects and is widely spread in our country the movement for a healthy lifestyle. Targeted feature of mass physical culture and sports movement has given the adoption of the National Support Programs and Development of Physical Culture and Sports for 2011-2020. During the period from 2009 to 2015, 157 schools and sports facilities, a system of special sports and sports organizations have been built, including children's and youth sports schools, each year from April 5 to May 5 gives a month of "Health", involving in sports and socio-cultural events thousands of Turkmen citizens.

A special emphasis in the implementation of social policy is to provide support to the national residents to acquire modern, comfortable housings. Today, in the capital it is fulfilled the 15th Phase of construction development. Large-scale housing construction covers all regions and district centers.

An important aspect of social policy is to improve the quality of life for rural residents. In 2007, for the first time in the history of the country it has adopted a National Programme for the improvement of social and living conditions in villages, towns, cities, districts and district centers for the period up to 2020. From 2007 to 2014 according to the document, it has been built 832 social facilities, commissioned 4.5 million square meters of housing, laid eight thousand kilometers of water pipeline, 12.2 thousand kilometers of gas pipeline, as well as thousands of kilometers of roads, power and telephone lines. For this purpose it was allocated to more than 6.5 billion US dollars.
