The new version of the Basic Law reflects the strategic course and the political will of President Gurbanguly Berdimuhamedov focused on the consolidation of the achievements of the era of independence and the development of democratic institutions, constitutional rights and freedoms of man and citizen as the highest values of the Turkmen state, to maintain sustainable economic growth and more active integration of our country in the system of international relations. In addition, the new constitutional norms prescribed in view of the fact that Turkmenistan has in the past period has joined a number of key UN conventions. All this determined the essence and nature of the changes and additions made in the new edition of the Constitution of Turkmenistan. It includes 24 new articles, in four articles of acting norms stated in the new edition, the articles 107 is amended and supplemented.

For the first time in the history of constitutional development of Turkmenistan the institute of authorized representative for human rights is introduced.
The supreme legislative format, the State guarantees the protection of family, maternity and paternity, provides additional support and benefits for young families, large families, children without parents, veterans, creates conditions for the realization of the rights and freedoms of youth, its harmonious development.
The fundamental importance in the context of the policy of democratization is the new provisions in the section "Local self-government." In particular, Gengeshes (representative bodies) are now entitled to establish in the respective territory taxes, manage their property.
In order to promote sustainable economic growth in the new edition for the first time included a special section "Economics, financial and credit system." It sets the course for the development of market relations, promotion and support of entrepreneurship, development of small and medium-sized businesses.
