One of the key vectors of the state policy of Turkmenistan realised under the leadership of President Serdar Berdimuhamedov is a complex development of education system and science and its brining up to a qualitatively new level. In this context, a special significance is attached to a large-scale work on preparation of the highly professional personnel, capable to continue successful realisation of grandiose plans in the Era of Revival of the New Epoch of the Powerful State.

The tasks put by the President of the country in the given field, are aimed at strengthening of the intellectual potential of Turkmenistan and deep modernisation of the system of science.

At present, within the framework of the Program “Revival of the New Epoch of the Powerful State: National socio-economic development program of Turkmenistan for 2022–2052” and Programs of the President of Turkmenistan for the socio-economic development of the country in 2022-2028 considerably intensify interrelation of fundamental and theoretical scientific researches.

Among primary steps, which define the destiny of the country and happy future of people, - necessity of cultivation of aspiration to constant enrichment of knowledge and understanding of tendencies of world development in young citizens.

The fact that issues of development of education sphere, international exchanges in the given field are included in the agenda of almost all his meetings with foreign colleagues and enter into packages of governmental documents signed following the results of summit talks testifies to a great significance given by President Serdar Berdimuhamedov to the solution of this task.

Compliance of education with the level of world standards means whole series of measures which are successfully undertaken today in our country.

It, first of all, concerns establishment of international educational institutions, construction of buildings of higher educational establishments equipped with modern technologies and other teaching and educational establishments, introduction of latest information-communication technologies, including high-speed access to world database through the internet and electronic libraries in their activity.

In this connection, one should note that this year enrolment of students for the International academy of horse breeding named after Aba Annayev, established at the initiative of National Leader of the Turkmen people in the city of Arkadag is carried out for the first time. The training will be carried out here in such areas as horse breeding, veterinary science, veterinary-sanitary expertise, training of horses, equestrian sports and horse tourism, national horse games, circus art, economy and management of agriculture, accounting and audit in agriculture.

New profile educational institutions are opened taking into account requirements of various branches of national economy for qualified personnel. Among them - Pedagogical Secondary Vocational School named after Berdimuhamed Annayev and Medical Secondary Vocational School named after Sachly Dursunova located in the city of Arkadag.

At the pedagogical schoolteachers of primary classes with the right of teaching mathematics, computer science, geography, Russian and English languages in 5-6 forms as well as educators with the right of teaching of English language in kindergartens will be trained.

At the medical school, the medical staff specialized in such areas as “Nursing”, “Laboratory diagnostics”, “General medicine”, “Physiotherapy and rehabilitation”, “Midwifery “ and “

Orthopaedic Stomatology” will be trained.

Besides it, at the specialized school of arts named after Sahy Jepbarov in the city of Arkadag the youth can be trained in areas “Turkmen national musical instruments”, “String instruments”, “Wind and percussion instruments”, “History and music theory”, "Vocal art", “Art of bagshy“, “Choral conducting“, “Musical pedagogics”, "Piano", “National instruments” , “Art of choreography “, "Painting" and "Design".

In these educational institutions, which meet world standards, all conditions for training of well-educated, highly qualified experts, who should bring their worthy contribution to further social and economic development of our fatherland, are created.

It is remarkable that students of local higher educational schools and young personnel were actively involved in development of civil-engineering designs of the "smart" city of Arkadag. It visually attests to ample opportunities given today for the Turkmen youth to participate in large scale transformations developed in the country and practical realisation of creative ideas.

Also important is the fact that expansion of the list of areas of preparation of experts, along with strengthening of material and technical basis, educational and scientific processes, allows higher educational institutions to increase the scientific and practical scope of their activity. Indeed, the modern higher educational school is not only a basis for preparation of highly-skilled personnel in tens of specialities, but also a creative workshop, scientific laboratory of students and teachers, harmonious work of whom promotes maximum realisation of intellectual potential of the nation, prosperity of the Turkmen state and society.

The national system of higher education is not limited to the country. On the basis of international contracts our youth gets education in highly demanded areas in secondary professional and higher educational institutions of foreign countries.

So, according to “Program of cooperation in the sphere of education between the Ministry of Education of Turkmenistan and the Ministry of Education of Romania”, this friendly country has offered places for 2023-2024 for interested persons to receive higher vocational training in such spheres, as information technology, public health services and medical sciences, agriculture, mathematics, technical and natural sciences.

As President Serdar Berdimuhamedov marks, the state will further create all possibilities for training young Turkmen nationals in prestigious higher educational schools of the world. And henceforth work on perfection of national education system, modernisation of its material and technical basis, introduction of innovative technologies and advanced world practice in the training process will continue.

Our country consistently and purposefully gains valuable experience necessary for increase of competitiveness of Turkmen education, its entrance into world educational space. One of the facts that testifies to it is the signing of Agreements with the structure of the United Nations Educational, Scientific and Cultural Organization on creation of departments of UNESCO at the Turkmen state university named after Makhtumkuli “Cultural heritage: from the past to the future» and at the Turkmen state teacher training institute named after Seyitnazar Seydi “Ecological education for sustainable development”.

They are not usual chairs, but are international education and research centres, which differ from traditional educational process with their maintenance and work form. These divisions will also play an important role in exchange of experience, knowledge and information on all complex of the issues concerning higher education and development of science.

It is also necessary to point out that within cooperation, at joint participation of the National Commission for UNESCO of Turkmenistan and staffs of higher educational institutions, in higher educational institutions of our country UNESCO clubs “World Languages”, “Culture of the world” and “Environment Protection - the important concept of sustainable development” were opened.

In Turkmenistan, consecutive steps on all-round support of youth, development and realisation of its potential, perfection of legislative basis in the given field are undertaken. The corresponding Government program designated for 2021-2025 was approved.

In the current year, during the out of the office meeting of the Cabinet of Ministers, which took place on January 26, the initiative on preparation of long-term Strategy of international partnership of Turkmen youth was sounded. In particular, the proposal to study issues of creation of the International centre of young diplomats on the basis of Institute of International Relations of the Ministry of Foreign Affairs of the country as well as the opening of branches of foreign higher educational institutions at higher educational establishments of Turkmenistan was also made.

International cooperation in other areas connected with successful realisation of large scale educational policy develops actively. Seminars, educational trainings, lecture courses and other forms of joint activity of local educational institutions and some foreign states became traditional. Close partner connection between Turkmen and foreign educational institutions was established.

Teachers of schools, professors and teachers of high schools of our country, other experts of educational structures on a regular basis hold trainings abroad. So, for exchange of experience and improvement of professional skill 537 Turkmen representatives were sent to foreign countries in the first half of the year of the current year. 69 experts came to Turkmenistan on a business trip.

In the sphere of education, cooperation grows with authoritative international organisations, including with the United Nations, OSCE, EU, CIS and others.

At the extended meeting of the Cabinet of Ministers, which took place on July 14, President Serdar Berdimuhamedov designated further perfection of curriculums and plans, supply of schools by textbooks in necessary volume among priority areas of forthcoming work.

As was marked, for January-June efficiency of scientific research was raised, 1696 textbooks, manuals, programs were approved. They came close, on the one hand, to the international standards, and on the other hand - consider fully traditions and customs of process of national training.

A huge value is given by the head of the state to study of foreign languages by youth, as language – a basic communication medium between people and expressions of progressive ideas. In this connection, at all steps of education, from preschool centres, the effectual measures aimed at perfection of training of foreign languages, speech and language skills of pupils and also development and inclusion of innovative technologies in the field of linguistics in educational process are undertaken.

The education system of our country, which has been brought out to a qualitatively new level visually shows successful steps on the path towards the happy future, allowing receiving profound knowledge and skills. That fact that pupils of secondary schools and student's youth take an active part in international competitions and Internet Olympiads, where they win various medals, also testifies to this.

During the extended meeting of the Government, which we mentioned above, in the context of further work on integration of education with science and manufacture, President Serdar Berdimuhamedov instructed related authorities to prepare proposals on development and introduction of scientifically well-founded production technologies for production of competitive and import replacing goods from local raw materials.

The industrially innovative and information-technological researches carried out by research institutes, higher educational institutions, the Centre of young scientists at the Academy of Sciences of Turkmenistan, Central Council of the Youth organisation named after Makhtumkuli as well as discoveries of young scientists, engineers, technologists, and experts promote solution of major tasks of social and economic development of the country.

The International scientific conference “Science, technics and innovative technologies in the Era of Revival of the New Epoch of the Powerful State” dated to Day of Science marked on June 12 in Turkmenistan was called to promote this purpose. The forum united Turkmen scientists and representatives of scientific circles from tens of foreign countries.

Foreign participants of the conference expressed their readiness for wide partnership and noted presence of modern scientific infrastructure and the conditions created for innovative activity thanks to support and attention of President Serdar Berdimuhamedov in Turkmenistan.

Delegates of the forum also became participants of celebrations on the occasion of Day of Science, in particular, in the ceremony of awarding of winners of the competition of scientific works among the youth of Turkmenistan. Every year, the number of winners of hiss prestigious intellectual competition steadily grows. So, in 2023 theoretical researches and researches were conducted in six areas of science and technologies and 1 thousand 362 persons presented their research works.

From the total number of applicants for prize-winning places, the jury of the competition chose works of 67 young scientists. Importance and scientific novelty of projects, their urgency and demand from the point of view of practical implementation and introduction prospects in manufacture became defining criteria.

Science and education - a basis and major conditions for development of any state and society, including systematic strengthening of economic and scientific-educational potential of our fatherland.

Initiatives of President Serdar Berdimuhamedov proceeding first of all from a high responsibility for the destiny of the country and future of the present and succeeding generations of Turkmen nationals are aimed today at providing possibilities for maximum realisation of intellectual potential of the nation.
