Today, President Serdar Berdimuhamedov held an enlarged meeting of the Cabinet of Ministers via a digital system to discuss the urgent tasks of the country’s socio-economic development, and consider a number of draft documents and some other issues. Members of the State Security Council, khyakims of the velayats and Ashgabat city were also invited to the meeting.
Opening the meeting, the head of Turkmenistan noted that, as always, a campaign of pardoning citizens convicted of crimes, but sincerely repenting of their actions, is being carried out, and we continue to carry out such noble events as releasing them from punishment.
In this regard, the floor was given to the Secretary of the State Security Council, the Minister of Defense, the Chairman of the Commission for the Preparation of Proposals on Citizenship and Pardon Issues under the President of Turkmenistan B. Gundogdyev, who reported on the results of the work done by the Commission on pardoning citizens who committed crimes in honor of the 33rd anniversary of the sacred independence.
After hearing the report, the head of state, adhering to the noble tradition, signed a Decree on pardoning 736 convicted citizens of the country on the occasion of Independence Day of Turkmenistan.
The Secretary of the State Security Council, the Minister of Defense B. Gundogdyev was assigned to carry out the necessary work together with the heads of law enforcement agencies to ensure that the pardoned citizens released from prison are at home in the near future, among their families.
The head of Turkmenistan wished the released citizens to work hard, sincerely serve the Homeland and live an honest life.
Then, the Chairwoman of the Mejlis D. Gulmanova informed about the ongoing legislative activities.
As reported, the working groups are implementing the legal support of various spheres of the state and society, and draft laws that meet modern requirements are being prepared.
At the same time, it was informed about the meetings held in the Mejlis, in particular, with the Ambassador Extraordinary and Plenipotentiary of Hungary, who presented his credentials, as well as with the Ambassador Extraordinary and Plenipotentiary of the United States and the Special Advisor to the State Department, Ambassador Extraordinary and Plenipotentiary of Kazakhstan. Along with this, the deputies took part in working meetings organized by the UNDP, the UN Children’s Fund, the OSCE Center in Ashgabat together with the relevant government agencies of our country, and became delegates to the second Interparliamentary Forum of Central Asian States, held in Khiva city (Republic of Uzbekistan).
The Head of the Parliament reported on the progress of preparations together with the Halk Maslakhaty, the Cabinet of Ministers, ministries and industry departments, khyakimliks of the velayats, Ashgabat and Arkadag cities, public organizations for the upcoming national forum.
As noted, the people’s representatives participate in events to explain the general population the historical and socio-political significance of the sovereignty of Turkmenistan, the creation of the Halk Maslakhaty and its activities.
Summarizing the information, President Serdar Berdimuhamedov emphasized the need to develop bills designed to help strengthen the legal framework and economic foundations of our state. At the same time, it was noted the importance of proper preparation for the meeting of the Halk Maslakhaty and events dedicated to the 33rd anniversary of the independence of the Homeland.
Then Deputy Chairman of the Cabinet of Ministers H.Geldimyradov reported on the issue of construction of oncology hospitals in Balkan, Lebap and Mary velayats, in particular, the results of the relevant work carried out on financing the projects for the construction of the above-mentioned healthcare institutions.
After hearing the report, President Serdar Berdimuhamedov emphasized that the country attaches great importance to protecting and strengthening people’s health, affirming the principles of a healthy lifestyle. It is necessary to continue building clinics and medical centers in all velayats that meet world standards, which will facilitate the development of the healthcare sector in accordance with modern requirements, the head of Turkmenistan noted, addressing a number of specific instructions to the Deputy Prime Minister.
Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the state of affairs in the supervised fuel and energy sector.
As reported, the Türkmengaz State Concern and the Türkmengeologiýa State Corporation are taking practical measures to produce additional volumes of hydrocarbons, search for, and develop oil-and-gas fields in the country.
Thus, in accordance with the developed plan for the study and drilling of production and appraisal wells, it is envisaged to drill exploratory wells at the sites of Akhal, Lebap and Mary velayats. As a result of drilling operations at the Lebap velayat field, an industrial gas flow was obtained, which will increase the production of “blue” fuel.
Summarizing the report, the President of Turkmenistan noted the importance of producing additional volumes of oil and natural gas for the country. In this regard, Turkmen geologists are taking steps to explore and exploit new gas fields. In this context, it is necessary to continue drilling exploratory wells at oil and gas fields, the head of state said, instructing the Deputy Prime Minister to keep the work in this direction in the spotlight.
Further, Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the measures being implemented in the agro-industrial complex, as well as on the progress of seasonal agricultural campaigns in the velayats.
It was noted that at present, everything necessary is being done throughout the country to timely complete the sowing of wheat – the effective use of agricultural machinery, providing farmers with high-quality seeds, and vegetative irrigation of fields.
Along with this, the campaign to collect raw cotton within the established timeframe and without losses continues. Measures are being taken to ensure the uninterrupted operation of collection points and cotton ginning plants, special equipment and units.
At the same time, care for winter crops and harvesting of the grown crop continue.
It was also reported on the work being done to increase the livestock population and increase its productivity in the country’s livestock farms, improve the water supply of crop areas and the melioration of land, and the rational use of water resources.
After hearing the report, President of Turkmenistan Serdar Berdimuhamedov noted the importance of improving the country’s agro-industrial sector and strengthening its material and technical base.
Having emphasized the need for timely and high-quality sowing of wheat, effective use of agricultural machinery, providing farmers with high-quality seeds, the head of state instructed the Deputy Prime Minister to monitor the progress of the cotton harvest, as well as take measures to care for other agricultural crops.
Further, Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the steps taken to transform Turkmenistan into an industrially developed state, the creation of modern industries for the production of popular import-substituting and export-oriented products based on local raw materials.
It was reported that work is underway to supply large construction sites, sectors of the economy, and the population with building materials in the required volume.
Currently, due to the growing demand for ferroalloys in the country and abroad, the possibility of building a plant for its production in Turkmenistan is being studied. In this context, a corresponding proposal was submitted to the head of state for consideration.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of the implemented program measures for the industrial development of our country, the rational use of local raw materials.
In this regard, the head of Turkmenistan assigned the Deputy Prime Minister to carry out the relevant work for the purpose of a feasibility study for the project to build a ferroalloy plant in Turkmenistan.
Deputy Chairman of the Cabinet of Ministers B. Atdayev, who spoke next, reported on the activities carried out to increase the volume of exports and foreign trade turnover of the country.
As reported, the State Commodity and Raw Materials Exchange is working to develop foreign economic relations, organize exchange trade in accordance with the requirements of the time and using international information systems to monitor prices of export and import goods, including petroleum products, on world markets, etc.
Summarizing the report, President Serdar Berdimuhamedov noted that the country is taking effective measures to increase foreign trade turnover, expand the volume and directions of exports. In this regard, the head of state commissioned the Deputy Prime Minister to monitor the prices of exported and imported goods.
Then Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the Procedure for the main events and commissioning of social and cultural facilities in October of this year.
As emphasized, the organization of various conferences, creative meetings, exhibitions, song and music celebrations on the occasion of the 300th anniversary of Magtymguly Fragi’s birth, International Day of Older Persons, Remembrance Day, Healthcare and Medical Industry Workers’ Day, and the Turkmen Alabai Holiday are planned for the forthcoming month. It is also planned to summarize the results of previously announced creative competitions.
At the same time, it is planned to hold events to explain the tasks outlined during the upcoming meeting of the Halk Maslakhaty.
The following will also take place in October: an International Forum “The Interconnection of Times and Civilizations – the Basis of Peace and Development” as part of the celebrations on the occasion of the anniversary of the great Turkmen classical poet; Days of Culture of the Russian Federation and the Republic of Armenia; the 2nd Theater Festival of the member countries of the International Organization of Turkic Culture, etc.
After hearing the report, the head of Turkmenistan ordered to properly prepare for the main events dedicated to the holidays and significant dates celebrated in October, including the International Day of Older Persons, the Day of Health and Medical Industry Workers, and the Turkmen Alabai Day. Having emphasized the need to ensure a high level of celebrations on the occasion of the opening of social and cultural facilities, President Serdar Berdimuhamedov addressed the Deputy Prime Minister with relevant instructions.
Then Deputy Chairwoman of the Cabinet of Ministers of Turkmenistan B. Orazdurdyeva reported on the ongoing work to prepare the national teams of Turkmenistan for participation in the XXXIV Summer Olympic and XVIII Summer Paralympic Games, which will be held in Los Angeles (USA) in 2028.
As noted, in the era of the Revival of a new epoch of a powerful state, broad opportunities are being created for the development of the Olympic movement and various sports in the country. In accordance with the objectives of preparing domestic athletes for the upcoming global competitions, improving their skills, and creating the necessary conditions for them to achieve high results, the State Committee for Physical Culture and Sports of Turkmenistan proposes to create an Organizing Committee, develop a program for the comprehensive preparation of national teams for the Olympic Games, organize training and camps for athletes at the Olympic Park in Ashgabat and the sports complex in the Avaza National Tourist Zone.
Based on the above, the Deputy Prime Minister asked to consider the relevant proposal.
Summarizing the report, President Serdar Berdimuhamedov emphasized that the development of physical culture and sports in the country at the world level, the successful participation of Turkmen athletes in major international competitions are among the priorities of state policy.
In this regard, noting the importance of implementing urgent steps to prepare our athletes for participation in the upcoming 2028 Summer Olympic and Paralympic Games, the head of state instructed the Deputy Prime Minister to continue working in this direction.
Then Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the issues of accepting citizenship of Turkmenistan and granting a residence permit in our country.
As noted, one of the priority vectors of the state policy of the Homeland is the humanitarian sphere. In accordance with national legislation and international law, a lot of work is carried out on a regular basis to protect and guarantee the rights, freedoms and interests of all people living in our country. In the context of this activity, the Government of Turkmenistan, together with the UN and other international organizations, takes appropriate measures to ensure the rights of refugees and stateless persons.
As is known, over the years, according to the Decrees of the President of Turkmenistan, 30 thousand 998 people living in our country and not having citizenship of other states have been accepted into citizenship of Turkmenistan. To date, residence permits in Turkmenistan have been granted to 5 thousand 18 foreign citizens and stateless persons.
These humane decisions clearly demonstrate the Fatherland’s continued commitment to fulfilling its obligations arising from multilateral international documents, in particular, the UN Conventions “Relating to the Status of Refugees”, “Relating to the Status of Stateless Persons” and “On the Reduction of Statelessness”.
In the context of familiarizing the world community with the positive experience of our country in this area, the importance of the upcoming High-Level Regional Conference on the Eradication of Statelessness is increasing. This forum is scheduled to be held in Ashgabat on November 8 this year jointly with the Office of the UN High Commissioner for Refugees, based on the initiative of the head of state and the Priority Positions of Turkmenistan at the 78th session of the United Nations General Assembly.
The Ministry of Foreign Affairs and authorized government agencies have carried out the relevant work to accept 1,146 people into Turkmen citizenship based on the applications of these individuals permanently residing in our country and representing 29 nationalities. Applications for a residence permit in Turkmenistan were registered by 134 people – citizens of 6 foreign countries and representatives of 15 nationalities.
In this regard, on the occasion of the 33rd anniversary of the sacred independence of the Homeland, draft documents on accepting citizenship of Turkmenistan and granting a residence permit in our country were submitted to President Serdar Berdimuhamedov for consideration.
The ceremony of presenting passports and relevant documents is planned to be held in the coming days in the building of the State Migration Service with the participation of representatives of international organizations and foreign media accredited in Turkmenistan, domestic specialized ministries and departments.
After hearing the report and noting that effective measures are being implemented in our Fatherland in the field of protecting human rights and freedoms based on generally recognized norms of international law, President Serdar Berdimuhamedov signed a Decree on accepting 1,146 people into citizenship of Turkmenistan and a Resolution on granting 134 people a residence permit in our country.
The next speaker was the Director General of the Agency for Transport and Communications under the Cabinet of Ministers M.Chakyyev, who reported on the work being carried out regarding international road transport, increasing the volume of transit cargo, as well as expanding the range and improving the quality of cargo transportation services by road. As reported, in accordance with previously reached intergovernmental agreements, Turkmenistan continues to cooperate with foreign countries on the introduction of digital technologies and IT developments in the transport sector, which plays a special role in accelerating transport operations and creating favorable conditions for using the transport potential.
In this context, in order to accelerate the process of freight transportation, the expediency of studying the experience of foreign countries in switching to an electronic system has been determined.
Having heard the information, President Serdar Berdimuhamedov stated that within the framework of the intergovernmental agreements of our country on international road transport, cooperation in the field of transport is expanding. At the same time, great importance is attached to the use of the capabilities of the digital system.
The head of state emphasized that in order to further integrate Turkmenistan into the world transport system, work should be continued in this direction and, having approved the submitted proposals, gave the head of the Agency a number of instructions.
Then, addressing the participants of the enlarged meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov noted that significant events – a meeting of the Halk Maslakhaty, celebrations in honor of the 33rd anniversary of the independence of the Homeland would take place in the country next week.
Also in October of the year the “Fount of the Wisdom of Magtymguly Fragi”, a number of events are planned to be held. In particular, Ashgabat will host an International Forum on the occasion of the 300th anniversary of Magtymguly Fragi’s birth, “The Interconnection of Times and Civilizations – the Basis of Peace and Development.” High-ranking guests are expected to attend.
In this regard, the President of Turkmenistan ordered to take the necessary organizational measures and signed an Order on the establishment of an Organizing Committee in order to hold this International forum at a high level.
The Government meeting also considered a number of other issues of state life, on which relevant decisions were made.
