International experience of digitalisation of education in Turkmenistan in the context of the neutral status of the country

This year, proclaimed the «International year of peace and trust» by the United Nations General Assembly at initiative of Turkmenistan, marks an important historical date for our country: the 30th anniversary of its permanent neutrality.

This status, recognised three times by special resolutions of the UN General Assembly, not only defines foreign policy strategy of Turkmenistan but also contributes to the creation of a stable, peaceful environment necessary for large-scale reforms, including the development of education and science.

In accordance with the Concept for the development of the digital education system, Turkmenistan is integrating information and communication technologies, creating electronic educational platforms, and developing distance learning formats and electronic library systems. As a result, new disciplines are being added to curricula, and higher education institutions are introducing new specialties and expanding opportunities for study abroad.

Particular importance is attached to the development of the Academy of the Government Service under the President of Turkmenistan. As part of primary objective of the Concept of improving the performance of educational institutions, a series of master's programs was created here with the support of partners, including international organizations and universities: «Digital Governance», «Constitutional Law», and «Public Administration».

It should be noted that a series of training seminars for digitalisation specialists, IT experts, and university professors were recently organised as part of a comprehensive program to develop the digital competencies of civil servants, initiated by the United Nations Development Programme (UNDP) in collaboration with the Ministry of Communications of Turkmenistan and the Academy of the Government Service under the President of Turkmenistan.

This initiative is part of strategic efforts of Turkmenistan to digitally transform the country and develop its digital human resources. Effective collaboration with international colleagues strengthens the status of Academy of the Government Service under the President of Turkmenistan as a key centre for training, retraining, and professional development of civil servants.

Cooperation with leading foreign universities and international organisations, including specialised UN agencies, provides an opportunity to share best practices, implement innovative methods, and unlock the potential of the national education system in the international arena. The inclusion of higher education institutions of Turkmenistan in international university rankings demonstrates their commitment to addressing pressing global challenges.

A key step in the digitalisation of the education system was the creation of the eMekdep platform, which unites teachers, parents, and students, providing access to educational resources and professional development for educators. These measures contribute to the development of modern human capital capable of generating knowledge and responding to the challenges of the times.

In this way, neutrality and the active development of the education and scientific systems through international cooperation, the introduction of digital technologies, and reforms are strategic priorities for Turkmenistan, ensuring its stability and progress.
