President of Turkmenistan specifies the vectors of the progressive development of the country

Speaking during the enlarged meeting of the Cabinet of Ministers of Turkmenistan on April 11, the President of Turkmenistan specified the key tasks for the nearest future.

According to the Turkmen leader, the results of the first three months of the year vividly demonstrate that the national economy of the country continues developing in compliance with the state programmes. Since the beginning of the year, the GDP growth has remained at the level of 6.2 percent.

“As compare to the same period of 2017, we have increased the volumes of export products up to 14.2 percent, and decreased the volumes of imported products to 40 percent. Moreover, the wage rate has increased up to 9.3 percent.

“At present, over 1,600 large facilities are under construction in the country with the total amount of 42 billion US dollars, and about 99 percent of them are erected by Turkmen enterprises.

“In the first three months of 2018, the industrial and social facilities were built and put into within the target time frame. Among them are the apartment houses with a total area of more than 150,000 square meters, including luxury houses, a glass manufacturing plant in Ahal Velayat, an international airport in Turkmenabat, the Serhetabat-Turgundi railway, recreational and health-improving centers, kindergartens, as well as other social facilities.

“The reforms in the sphere of education and science are successfully continuing, and the production branches are being modernized in accordance with the adopted programmes. The transition to a market economy is taking place. The large oil and gas deposits are developed, the Turkmenistan-Afghanistan-Pakistan-India gas pipeline is built, and the preparatory work for the implementation of other international projects is carried out.

“Moreover, the construction of large industrial complexes on the production of carbamide and ammonia, a gas chemical complex on the production of polyethylene and polypropylene continues. Other important projects are being implemented using the advanced scientific and technological achievements.

“We continue providing support to the private sector development, actively involving our entrepreneurs in implementing sectoral reforms that contributed to increasing the number of new individual enterprises. In general, GDP share of the non-governmental sector of the national economy has increased and makes up 63.1 percent.

“The political system of the country continues improving. On March 25, the elections to the local authorities were held in the country with the participation of three acting parties. The elections were held on the equal basis, in a free and open environment, in compliance with the requirements of the national legislation. International observers highly assessed the organization of the elections that proves the development of the democratic processes in our country.

“The Cabinet of Ministers should pay special attention to the implementation of the National Programme of the President of Turkmenistan on the improvement of the social and living conditions in villages, settlements, cities in etraps and etrap centers till 2020 and the other national programmes.

“We are planning to widely celebrate the Turkmen Horse Day at the end of April. The festivities and the international conference dedicated to this day should be held at the high organizational level.

“In early May, a large seaport in the Caspian Sea will be put into operation. The port, which is one of the major projects on the creation of intercontinental transport corridors, is to ensure the implementation of our initiative in the field of transport. In accordance with the strategy, the seaport will give us the opportunity to enter the seaports of other states and to ensure the regional transit freight and passenger transportation.

“The Ministry of Foreign Affairs has to prepare well for the organization of the international conference on transport.

“This year, the construction of the large gas chemical complexes in Kiyanly and in Ahal Velayat will be completed. The complexes will enable to launch the production of polyethylene, polypropylene and other products in the shortest possible time, and significantly increase the volume of exports. The heads of the oil and gas complex should be ready for these opportunities, should find consumers and conclude agreements with them.

“All managers should continue the work on the creation of import-substituting enterprises, in particular, joint companies together with foreign firms, and at the same time to increase the volume of exported goods.

“Our country is rich in natural resources that need to be processed and put into industrial circulation. The Union of Industrialists and Entrepreneurs should be widely involved in this work. Moreover, it is necessary to provide such enterprises with certain benefits.

“Particular attention should be paid to the oil and gas complex and agricultural complex, as well as the new activity types to improve their work.

“I believe it is important to discuss the issues on the development of the agricultural sector at Halk Maslahaty with the participation of the elders and community leaders.

“Based on the best international practices, we should continue the successful implementation of the large-scale reforms in the spheres of science, education and health, and the special attention should be paid to training highly qualified specialists for all systems and industries.

“We should prepare for many cultural events scheduled for the near future on the occasion of the Turkmen Horse Day, the Victory Day, the Day of Constitution and the State Flag of Turkmenistan, the Ashgabat City Day, the Day of Workers of Culture and Art, as well as the Day of the poetry of Magtymguly Fraghi, the international conferences, etc. and organize them at the high level.

“As before, the main task of the media is to inform about the reforms being implemented in the country, and popularize the achieved successes. These tasks include the development of the sphere of culture based on the national spiritual values, traditions and customs, and increasing its significance in the context of the ongoing social and economic reforms.

“It is necessary to start preparing the health centres for the summer season. As for the work of the deputies, they should take an active part in the implementation of the social and economic programmes, especially in the regions of the country”.
