Today - March 19 - Today marks the fourth anniversary of the inauguration of the popularly elected President Serdar Berdimuhamedov, under whose leadership independent neutral Turkmenistan continues to follow confidently the course put by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero Arkadag.
The presidential elections held on March 12, 2022 on a wide alternative basis, according to the current national legislation and conventional norms of international law, clearly attested to successful advancement of our country by the path of democratic transformations under circumstances of cohesion and unity of Turkmen people.
Turkmen nationals supported completely the initiative of Hero-Arkadag on promotion of young leaders possessing innovative creative thinking, advanced knowledge and wide erudition, capable to take a responsibility for the destiny of our native land.
Thus, the major political campaign, by the results of which, the candidate of Serdar Berdimuhamedov gained the overwhelming majority of votes, became really the epoch-making event, which opened a new stage in the life of our country and visually displayed a continuous link of times and continuity of generations.
According to article 68 of the Constitution of Turkmenistan, the President is the head of the state and an executive power, the higher official, who acts as guarantor of state independence and the status of permanent neutrality of Turkmenistan, its territorial integrity, observance of the Constitution, the rights and freedom of the individual and citizen, fulfilment of international obligations.
Speaking at the solemn ceremony of inauguration, which took place in the capital Rukhyet Palace on March 19, 2022, President Serdar Berdimuhamedov underlined that our native people showed a huge trust, which obliges him for self-denying work for prosperity and strengthening of the Turkmen state in interests of peace and safe life of compatriots and the happy future of descendants.
As was marked, in the Era of Revival of the new epoch of the powerful state, higher goals, pivotal of which - maintenance of stability and security, social and economic development of our fatherland, further increase of standards of living of our people, consolidation of peace and mutual trust on the planet were laid down.
Thus, it was especially underlined that in successful achievement of planned boundaries the head of the state counts, first of all, on his people, its unity, integrity, consciousness and courage.
«The Motherland is a Motherland only with the people! The state is a state only with the people!» , the principle proclaimed by President Serdar Berdimuhamedov defined an essence of the state policy, which possesses a strongly pronounced social orientation.
As known, the path to achievement of the target grandiose goals were underlined in the Program «Revival of the new epoch of the powerful state: the National program of social and economic development of Turkmenistan in 2022-2052», developed and adopted at the initiative of Hero-Arkadag, with whose name and activity impressing achievements of our country are inseparably linked.
Sovereign Turkmenistan, which successfully continues the policy of neutrality under the leadership of President Serdar Berdimuhamedov, as usual shows to the world its adherence to principles of peace-making, good neighbourhood and mutually beneficial cooperation.
The initiatives on solution of topical issues of the present time put forward within the framework of the United Nations Organization and other authoritative international structures, became a weighty contribution of our country to consolidation of peace and security on the planet, strengthening of mutual understanding, friendly and confidential relations, fruitful international cooperation for achievement of the global goals of sustainable development. Among these initiatives unanimously supported by the world community – adoption of the Resolution of the General Assembly of the United Nations on permanent neutrality of Turkmenistan for the third time and the Resolution on announcement of 2025 «International year of peace and trust».
Publication of the new book by President Serdar Berdimuhamedov «Neutrality of Turkmenistan - a bright path of peace and trust» became a gift to compatriots to the glorious date marked in the past year - to the 30th anniversary of permanent neutrality of our fatherland.
As the head of the Turkmen state invariably underlines, «we are open for all countries and nations of the world and aimed at development of trade and economic, cultural-humanitarian and scientific-educational relations».
Large-scale actions carried out in the past years, large international forums, tens of meetings and negotiations of the President of Turkmenistan with heads of foreign states and governments, heads of authoritative international organisations, top politicians and public figures testify to practical embodiment of these words.
The external and internal policy of any state are interconnected and are urged to create all conditions for steady all-around development of the country, realisation of the existing political, economic, resource and human potential.
So, being actively integrated with the system of world economy, relations, Turkmenistan counted on fundamental modernisation and the strengthening of competitiveness of national economy and accelerated development of its key economic branches, deep reorganisation of mechanism of management of economy, active introduction of digital technologies in all spheres of life.
Encouragement and support of the private sector, representatives of which successfully work in different branches, taking an active part in the projects promoting transformation of our country into the powerful and prospering power, is attached a great significance in formation of the national model of market economy.
Thanks to consecutive realisation of the adopted government programs of social and economic development of our fatherland for recent years, each of which was marked by powerful labour victories and achievements, the most remote corners of the country where industrial, social and cultural projects are regularly put into operation, changed beyond recognition.
The investments made in development of fuel and energy and construction-industrial complexes, transport-communication infrastructure, are considered as a basis for long-term economic growth and steady increase of standards of living of people, maintenance of its safe and happy life. Considerable means are annually allocated with the state for construction of systems of water, gas and power supply, treatment facilities and highways meeting high requirements of the present.
One of the main tasks defines maintenance of food abundance in the country. For these purposes, regular measures are taken to strengthen the material and technical basis of the agricultural branch, everything necessary is provided for productive work and improvement of social conditions of agriculturists. It directly promotes increase of volumes of yields of agricultural crops, import replacing and optimisation of processing sector.
Year after year modern manufactures on release of the competitive, non-polluting and high-quality production corresponding to international standards are created, volumes of its export steadily increase.
The stable growth of GDP, diversification of industries, import replacing and export oriented production created practically «from zero», realisation of large investment projects of international and regional importance became indicators of efficiency of cardinal reforms.
Speaking at the extended meeting of the Cabinet of Ministers, which took place on February 13 devoted to results of 2025, President Serdar Berdimuhamedov underlined that in the International year of peace and trust great successes were reached, the planned plans were fulfilled.
So, the high rate of development of economy was kept. GDP growth made up 6,3 percent, including in the industrial sector - 1,8 percent, sphere of trade - 9,6 percent, in agriculture - 7 percent. The volume of investments increased by 6 percent.
In 2025 at the expense of all sources of financing 116 industrial, social and cultural projects, 645 thousand square meters of housing were put in operation.
In his speech, the head of the state underlined that in 2026, it is planned to construct and put in operation apartment houses with a total area of more than 900 thousand square metres, general educational institutions for 3380 places, preschool centres for 1080 places.
All it once again confirms that the most important achievements lie in the social sphere. They consist in steady improvement of quality of life of people, strengthening of legal guarantees, and creation of opportunities for creative and intellectual self-realisation.
The care of people, its happy future dictates radical restructurings, which open new horizons of growth, advancement of our land into advanced positions, increase its international authority.
Along with development of key segments of national economy and hi-tech branches, which let out competitive production in the world market, considerable investments are made in «intellectual sphere» - science and education fields, which are deservedly recognised as engines of general progress.
As known, development of the highly educated, intellectually and physically developed younger generation, true patriots of our fatherland was and remains to be one of the strategic goals of state development.
In the Era of Revival of the new epoch of the powerful state, in Turkmenistan favourable conditions are created for education, development and personal growth of the youth, expansion of possibilities for maximum realisation of its intellectual, creative and spiritual potential, active participation in the political, social and economic and cultural life of the country.
According to requirements of the time, the national educational system is modernised, legislative and material and technical basis of the given sphere grow stronger. Consecutive measures are implemented to develop digital education that opens prospects for introduction and active use of interactive and remote methods of teaching. The great attention is given to the training of professional personnel, modernisation and technical equipment of the higher educational institutions. So, this year it is planned to open a new complex of buildings of the Turkmen state architecture and construction institute and Turkmen state teacher training institute named after Seyitnazar Seydi.
Public health services, culture and sports, which directly serve spiritual and physical perfection of Turkmen nationals act as all-important aspects of the state policy, which possesses accurately expressed social orientation.
Today, within the government program «Saglyk», a complex work is realized to protect public health, increase life expectancy, modernise the material and technical basis of the branch. So, in 2026, in the capital the International centre of Paediatrics, International scientific-clinical centre of oncology and Stomatology centre will be put into operation. In the sanatorium of Archman, a new complex for 400 beds will start to function.
Within the large-scale work aimed at strengthening public health, the special attention is given to creation of conditions for development of mass physical training and sports movement.
As a result of the complex strategy initiated by Hero-Arkadag and nowadays consistently realised by Arkadagly Hero Serdar, in the capital and regions of our fatherland large sports objects are put in operation, all conditions are created for practice of physical culture and various sports.
Having designated the strengthening of principles of healthy way of life as one of the priority areas of the state policy, National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty and the President of the country regularly go in for sports and participate in the annual mass actions timed to World Health Day and World Bicycle Day as an inspiring example for compatriots.
Large-scale measures aimed at maintenance of ecological well-being, preservation of flora and fauna for future generations, enrichment of their biological variety, effective and sustainable use of natural resources, and transformation of our fertile land into a blossoming land are also taken at the state level.
The respect for the cultural wealth, centuries-old traditions and customs of our ancestors acts as an important factor in maintenance of political and social stability, cohesion and unity of the nation in the country. Among them - all-round care of motherhood and childhood protection, support of large families.
So, as a token of special respect for women-mothers as to the relic and keeper of the family hearth playing a defining role in education of the worthy generation, called to provide the happy future of our sovereign fatherland, in the beginning of March of this year President Serdar Berdimuhamedov signed the Decree on conferral of the honorary title «Ene mähri» on many compatriots.
By the developed noble tradition, within the celebrations on the occasion of International Women's Day on the instructions of the head of the state, ceremonies of celebration of mothers of many children and presentation of large families with keys to comfortable apartments took place.
Considering a powerful contribution of the Turkmen people to development of universal civilisation, an active work is implemented in the field of perfection of the sphere of national culture in the world, profound study, protection and popularisation of unique and original national heritage, and careful preservation and study of historical and cultural objects, restoration of monuments.
In this connection, a great significance is given to cooperation with specialized agency of the United Nations Organization on education, science and culture – UNESCO, the member of which our country has become since 1993. Long-term fruitful interaction with this establishment - the integral component of the strategic partnership of Turkmenistan and the United Nations.
The adjusted meaningful dialogue possesses a number successfully realised and ongoing joint projects. So, in October, 2023, the white marble coated Turkmen capital - Ashgabat was included in the network of creative cities of UNESCO in categories "Design", and in 2025 - in the Global Network of Learning Cities of UNESCO.
At present, due work is carried out to join the unique smart city of Arkadag the Global network of creative cities of UNESCO and its educational institutions - the Network of associated schools of the given structure of the United Nations Organization. It will promote exchange of experience in urbanism and strengthening of international cooperation in the education sphere.
It is necessary to note that the "smart" city of Arkadag was the first one in the Central Asian region to have been recognised as a new word in the world of city planning industry. Having received a special legal status on a legislative basis - cities of state significance, today it is an integral symbol of the Era of Revival of the new epoch of the powerful state.
The city, which bears the name of its founder, by right, was recognised as the standard of innovative town planning, being, in fact, a conglomerate of modern IT technologies and non-standard architectural decisions. Now, according to the adopted Concept of development of Arkadag city for 2024-2052, the second stage of this large-scale project is implemented at an accelerated rate.
The number of nominations presented by our country included in the List of the World Heritage and the Representative List of Intangible Cultural Heritage of Humanity of UNESCO steadily grows. One of the recent one - «The Art of Akhal-teke horse breeding and tradition of ornament of horses» and «Art of cultivation Turkmen alabai» that became a recognition of our national cultural values at global level.
In recent years, purposeful measures are realized to augment the international recognition of unique breeds of dog and horses, which are the national property, and fruits of centuries-old national selection.
The motto of this year «Independent neutral Turkmenistan - the homeland of purposeful winged racers», which inspires Turkmen nationals into self-denying work for prosperity of our fatherland, became a reflexion of special approach to the heritage of our ancestors.
Undoubtedly, all high goals laid down in the new historical epoch will be successfully reached. As long-term practice has shown, cohered and united in their aspirations the Turkmen people are capable to put into practice the most grandiose plans for the happy life of the present and future generations.
