Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers, at which a number of issues of state life were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on the work on further modernisation of legislation of the country, was the first to take the floor at the meeting.
As she informed, at present, the national parliament makes amendments and additions to the current laws connected with protection of human rights and freedoms, perfection of accounting and financial reporting in establishments, organisations and enterprises, increase of security of industrial objects, protection of fishery and preservation of water biological resources, regulation of relations of licensing of separate kinds of activity, increase of productivity of work of migration and customs services.
In addition, the Mejlis held the meeting with the Regional Director of the International Labour Organization for Europe and Central Asia. Representatives of the parliament took part in seminars and meetings organised by corresponding state institutions of the country jointly with structural divisions of the United Nations Organization.
Summing up the information, President Serdar Berdimuhamedov pointed out the importance of conduction of further work on improvement of legislation of the country according to realities of the time.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on measures implemented to intensify the foreign trade activities of Turkmenistan and strengthen interaction with economic international organisations and financial institutions.
As he informed, as a result of the work carried out in the given sphere, drafts of Government program on development of foreign trade activities of Turkmenistan for 2026-2030, the Action plan for development of cooperation of Turkmenistan with international economic organisations for 2026-2028, the Road map for joint activity of Turkmenistan with international financial institutions for 2026-2028 were developed.
In that connection, for consideration of the head of Turkmenistan drafts of the given documents were submitted.
Summing up the report, President Serdar Berdimuhamedov underlined that an efficient work is realized in the country for expansion of foreign economic partnership and approved the documents aimed at its further development and instructed the Deputy-Chairman of the Cabinet to carry out corresponding work to that end.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on results of meetings between heads of the oil and gas complex of the country and the China National Petroleum Corporation (CNPC), held on the sidelines of the friendly visit of the National Leader of the Turkmen people to the People’s Republic of China.
As he reported, the issues connected with further development of productive cooperation in the gas sphere became the subject of discussion. In that connection, the Deputy-Chairman of the Cabinet submitted the draft of the document prepared with a view of further development of the gas branch of the country and promotion of its export potential, development of the 4th phase of the Galkynysh gas deposit for consideration of the head of the state and expressed his warm gratitude to the head of Turkmenistan and Hero-Arkadag for created possibilities for realisation of this important project.
Addressing participants of the meeting, President Serdar Berdimuhamedov marked that the recent friendly visit of the delegation of our country under the leadership of Hero-Arkadag to the People’s Republic of China and emphasised the significance of the visit in development of Turkmen-Chinese partnership. As he underlined, on the margins of the visit, fruitful meetings were held and important agreements were reached. At the same time, negotiations, in which prospects of cooperation in the oil and gas sector, in particular, in development of the 4th phase of the Galkynysh gas deposit were considered, were held.
Realisation of this historical project is urged to promote the substantial growth of extraction of natural gas in the country, creation of numerous new workplaces, the head of the state said and signed the Resolution on development of the 4th phase of the Galkynysh gas deposit. In that regard, the head of the state gave the Deputy-Chairman of the Cabinet corresponding instructions.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal agricultural campaigns in agricultural fields of the country.
As he reported, within the given work, wheat fields of the country are applied by mineral fertilizers and vegetative watering.
Proceeding from goals for increase in volumes of agricultural crops and maintenance of the population with this produces, velayats carry out the sowing of potatoes, vegetables and gourds and provide due care of sown fields.
At the same time, with a view to sow cotton in the established agro-technical terms, agricultural machinery and equipment, which will be involved in the forthcoming campaign as well as seeds for cotton growers, were prepared.
In this connection, the Deputy-Chairman of the Cabinet requested the President of Turkmenistan to appoint date and bless the beginning of the cotton sowing.
Having heard the report, the head of the state instructed the Deputy-Chairman of the Cabinet to develop further and modernise the agricultural branch and to ensure proper care of wheat fields according to agro-technical standards.
Then, addressing participants of the meeting, the President of the country focused attention on the fact that the cotton sowing comes nearer. This campaign - rather responsible task, which cotton growers face, President Serdar Berdimuhamedov said and gave his blessing to start the cotton sowing in all velayats of the country on March 25.
The head of the state addressed honourable elders with the request to begin the forthcoming campaign with words «Bismilla», and wished hard working cotton growers and workers of agriculture great successes in their work.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the activity of the subordinate complex, in particular, the Ministry of Industry and Construction Production.
As he informed, at present, the proper work is carried out with a view of successful fulfilment of the production plans of the Ministry, maintenance of uninterrupted functioning of its enterprises, supply of branches of national economy and the population by necessary qualitative building production in sufficient volumes.
In that regard, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov stressed the significance of continuation of work to increase in volumes of production of the construction-industrial complex. Having approved the proposal on involvement of the total power of operating cement works, the head of the state instructed the Deputy-Chairman of the Cabinet to carry out necessary work in this sphere.
Deputy-Chairman of the Cabinet N.Atagulyev reported on the activity of the subordinate complex.
As he reported, complex measures are implemented to fully supply of home markets of the country by food production, maintenance of affordability of the prices, increases in volumes of output at enterprises of agricultural and food-processing industry and export of those produces.
In that connection, the Deputy-Chairman of the Cabinet submitted a proposal for consideration of the head of the state on further improvement of the work conducted in this field.
Having heard the report, President Serdar Berdimuhamedov noted that the program work is realized in the country to create food abundance, to enhance supply of food products and approved the proposal prepared with a view of maintenance of stable supply of internal consumer goods by foodstuff and instructed the Deputy-Chairman of the Cabinet to take corresponding measures.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on the course of preparation for the International tourist exhibition and conference «Turkmentravel - 2026».
As she informed, the exhibition will be held in Ashgabat in April of the current year. Within the forum, the World tourist organisation plans to organise seminars, round table working meetings and a scientific-practical conference. Registration for interested persons to take part in forthcoming actions proceeds at present.

Having heard the report, President Serdar Berdimuhamedov underlined that in our country a great significance is attached to the development of tourism, strengthening of international cooperation in this sphere and instructed the Deputy-Chairwoman of the Cabinet to prepare properly for the International tourist exhibition and conference «Turkmentravel - 2026» and to ensure their high level.
Deputy-Chairman of the Cabinet B.Mammedov reported on preparation for competitions and health improving actions on the occasion of World Health Day in the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers».
As he reported, with a view of introduction of principles of the active way of life, wide attraction of the growing generation to practise sports, strengthening of health of population, popularization of physical culture and sports in society, mass bicycle races, and various events will be organised.
Besides, velayats of the country, Ashgabat and Arkadag city will host scientific-practical conferences, educational, physical training and sports, health improving and cultural actions in April 1-7. With participation of schoolchildren of general educational high schools, students of higher and professional educational institutions, workers of establishments and enterprises and sportsmen will hold competitions in various sports and solemn sports actions.
Having heard the report, President Serdar Berdimuhamedov underlined the importance of World Health Day for active introduction of norms of healthy way of life in society and development of sports. In that regard, the head of the state instructed the Deputy-Chairman of the Cabinet to prepare properly for sports, health improving actions, mass bicycle races and their organization at high level on the occasion of World Health Day.
Further, Deputy-Chairman of the Cabinet B.Annayev reported on the work carried out to strengthen the material and technical basis of the sphere of communication.
As he informed, being guided by the instructions earlier given by the President of Turkmenistan, a large-scale work is realized to introduce modern technologies and digital economy in this area, to improve the quality of telecommunication service, to expand Internet network, and increase in throughput of international transit data links.
In this connection, the Deputy-Chairman of the Cabinet submitted a relevant proposal for consideration of the head of the state.
Having heard the report, President Serdar Berdimuhamedov pointed out that the country carries out a fruitful work to strengthen the material and technical basis of the sphere of communication, to introduce modern technologies widely. Having approved the proposal on modernisation of the communication system and improvement of quality of services in the sphere, the head of the state instructed the Deputy-Chairman of the Cabinet to take corresponding measures.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on results of the friendly visit of the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag to the People’s Republic of China.
As he marked, in the foreign policy realised by the President of Turkmenistan, a special place is attached to cooperation with China. National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Hero-Arkadag has carried out a great deal of work throughout many years on a consecutive and complex basis to develop political-diplomatic, trade and economic and cultural relations with the Peoples Republic of China. The head of the state makes due efforts to strengthen and promote Turkmen-Chinese cooperation.
In that connection, with a view of further development of all-round strategic cooperation between Turkmenistan and China, on March 17-19 of the current year, Hero-Arkadag has made a friendly visit to the People’s Republic of China.
Within his visit, the National Leader of the Turkmen people held an official meeting with Chairman of the People’s Republic of China Xi Jinping, in which a great number of issues connected with the further strengthening of multilateral partnership between two countries and its development into a qualitatively new level, were considered.
During the meeting interstate relations in the area of foreign policy and diplomacy, based on mutual trust and respect were noted. The Chinese party consistently supports the legal status of permanent neutrality of Turkmenistan, and our country, in turn, completely supports the large-scale initiatives put forward by the Peoples Republics of China.
At the same time, both states effectively co-operate within the United Nations. The Chinese party acts as co-author of 29 resolutions adopted by the General Assembly of the United Nations at the initiative of Turkmenistan, and our country is the co-author of 46 resolutions offered by the People’s Republic of China.
Along with it, during negotiations, the exchange of opinions on regional and international issues of mutual interest took place.
The rich experience was obtained in the area of trade and economic relations. Thus, it is necessary to note an exemplary level of joint activity in the gas sphere. The Chinese party has carried out a large-scale work in Turkmenistan to produce natural gas, create systems of its processing and gas deliveries. In the given context, the issues, concerning development of a new turn of the Galkynysh gas deposit and further development of cooperation in the gas branch were discussed.
The transport sector acts as one of the priorities of mutual relations. The parties confirmed their adherence to the strengthening of cooperation in this area.
At present, taking into account opening new possibilities for promotion of transport-logistics cooperation, in particular, transport corridor of the East-West, the agreement on intensification of partnership in this area was reached.
Besides, an emphasis was made on the significance of corresponding work to increase volumes of bilateral goods turnover.
With a view of development of cooperation in agriculture, the exchange of opinions on adjustment of practice of exchange of experience between specialists of two countries in cultivation of cotton and other agricultural crops took place.
The attention was also attached to the strengthening of cooperation in the humanitarian area. In particular, necessity of activization of partnership and realisation of joint projects in the scientific-educational sphere was stated.
Within his visit, Hero-Arkadag held a meeting with Chairman of the Board of Directors of the China National Petroleum Corporation, at which the issues connected with bilateral cooperation in the gas branch, were discussed.
During the visit, the meeting between Ministers of Foreign Affairs of Turkmenistan and the People’s Republic of China also took place. Besides, members of the Turkmen delegation held 13 bilateral meetings with representatives of China.
The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs also noted that the President of Turkmenistan considered the significant issue, concerning the further increase of economic power of the country and signed the important Resolution aimed at development of the oil and gas sector and realisation of the large and long-term project in this are at the meeting of the Cabinet of Ministers today.
Results of the work, which will be carried out in the near future on the basis of this important document, will serve for the benefit of our fatherland and our people, provide well-being and prosperity of the state and Turkmen nationals throughout many years, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs said and on behalf of all members of the Cabinet congratulated the head of Turkmenistan and Hero-Arkadag on this historical event.
The head of the state marked that the reached agreements on development of the fourth phase of the Galkynysh gas deposit show a new stage in the Turkmen-Chinese relations and will stimulate development of interstate interaction.
As President Serdar Berdimuhamedov underlined, in the foreign policy of the country, a special place is given to cooperation with the People’s Republic of China. The present friendly visit has a huge significance in development of multilateral partnership between two countries, the head of the state said and instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue the work aimed at promotion of the Turkmen-Chinese relations.
Then, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the work carried out to develop cooperation of our country with the European Bank for Reconstruction and Development (European Bank for Reconstruction and Development).
As he informed, Turkmenistan is a member of the given bank since 1992. By this time, more than 80 projects on introduction of modern experience in the financial system of our country, development of trade, manufacture were realized. In that regard, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs sounded a number of the proposals prepared for the purpose of strengthening of mutual relations.
In particular, it is proposed to prepare a definitive variant of the new strategy of areas of cooperation of Turkmenistan with the given bank for 2026-2030. This document will serve as a reliable basis to attraction of long-term capital investments in the projects, which are carried out by state structures and private enterprises. In this connection, it is considered expedient to create the working commission as a part of representatives of the establishments of the financial and economic complex of Turkmenistan.
Along with it, it is proposed to make active cooperation with the European Bank for Reconstruction and Development in the transport-logistics sphere, in particular, realisation of projects of construction of railway lines and highways and their reconstruction.
According to the strategy «Global Gateway», it is considered expedient in the near future to carry on negotiations with the European Bank for Reconstruction and Development for attraction of foreign investments to our country.
In that connection, in March-April of the current year, it is proposed to prepare the working plan on expansion of interaction of Turkmenistan with the European Bank for Reconstruction and Development with assistance of heads of the Ministry of Foreign Affairs, Central Bank, Ministry of Finance and Economy, Bank of Foreign Economic Relations.
Having heard the report, President Serdar Berdimuhamedov pointed out that our country gives a great significance for strengthening cooperation with authoritative financial institutions and international banks. Having approved the proposal on expansion of cooperation with the European Bank for Reconstruction and Development, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work in this sphere.
Taking an opportunity, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs once again warmly congratulated the head of the state on the next anniversary of the assumption of the post of the President of Turkmenistan.
As he marked, for the past years, President Serdar Berdimuhamedov has successfully realised undertakings of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag and carried out huge work of state and international significance in the internal and foreign policy of our fatherland.
Further, it was underlined that the popular saying «Toýlar toýa ulaşýar» finds a reflexion these days. Today, the Turkmen people with all the Muslim community mark the Oraza bayramy, which is an indissoluble component of national traditions, cultures, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs said.
Tomorrow, on March 21, the Turkmen people with all fraternal people mark Novruz bayramy, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs said and underlined that this holiday symbolises the arrival of spring and renewal of nature, the beginning of a new cycle of life and, taking an opportunity, warmly congratulated the President of Turkmenistan and Hero-Arkadag on the Oraza bayramy and the holiday of Novruz.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov underlined that today in our country the Oraza bayramy is widely celebrated, and tomorrow, the national holiday of spring will be celebrated as International Day of Novruz.
On March 21, with a view of transformation of our fatherland into a blossoming land we will also take part in the national tree planting actions, the head of the state said and, taking an opportunity, warmly congratulated participants of the meeting and all Turkmen people on the national holiday of spring - International Day of Novruz.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and successes in their work for further prosperity of our sovereign fatherland.
