On April 7, 2026, a telephone conversation took place between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, and the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.

First of all, Hero-Arkadag, on his own behalf and on behalf of President Serdar Berdimuhamedov, warmly congratulated the Speaker of the upper house of the Russian parliament on her birthday, wishing her strong health, happiness, and great success in her state, political, and international activities. Hero-Arkadag emphasized the significant personal contribution of the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation to strengthening the bonds of friendship between Turkmenistan and Russia, as well as to expanding multifaceted bilateral cooperation.

Expressing her gratitude for the congratulations and kind wishes, the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation noted the considerable contribution of Hero-Arkadag to further strengthening the traditionally friendly relations between the Russian Federation and Turkmenistan based on mutual respect.

Continuing the conversation, Hero-Arkadag highlighted Turkmenistan’s chairmanship in the Commonwealth of Independent States this year and thanked Valentina Matvienko for her special attention to the forums, meetings, and events planned to be held in Turkmenistan during the current year. He also expressed appreciation for supporting the initiative to hold in October this year, in the Avaza National Tourist Zone, a Women’s Dialogue, a Conference on Demographic Issues, and a high-level event under the auspices of the Interparliamentary Assembly of the CIS.

As noted, these events will take place ahead of the meeting of the Council of Heads of State of the Commonwealth, which will further enhance their significance.

Taking the opportunity, Hero-Arkadag conveyed warm greetings to the President of the Russian Federation, Vladimir Putin.

At the conclusion of the telephone conversation, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, and the Chairperson of the Federation Council of the Federal Assembly of the Russian Federation, Valentina Matvienko, exchanged wishes for good health and success in their responsible state activities.
