Today, President Serdar Berdimuhamedov held the off-site meeting of the Cabinet of Ministers, at which goals of social and economic development of the country, including those of Lebap velayat as well as a number of other issues were considered.
Chairwoman of the Mejlis D.Gulmanova, who informed on results of the work to further improve the national legislation, was the first to take the floor.
As she informed, at present, preparation for the next, twelfth session of the Mejlis, at which the bills developed according to articles of the Constitution of Turkmenistan and the standard norms of international law will be discussed, is carried out.
Following drafts of standard legal acts will be submitted for consideration and subsequent adoption: «On amendments and additions to the Code of administration offences of Turkmenistan»; «On amendments to the Law of Turkmenistan «On industrial safety of dangerous industrial objects", "On amendments and additions to the Law of Turkmenistan «On accounting and financial reporting»; «On amendments to some acts of Turkmenistan»; «On amendments and additions to the Law of Turkmenistan «On fishery and preservation of water biological resources", "On amendments and additions to the Law of Turkmenistan «On migration».
For students of the Academy of Public Service under the President of Turkmenistan seminars devoted to modern methods and principles of legislative activity were organized with participation of deputies of the Mejlis.
Relations with parliaments of foreign states and international organisations are consistently increased. With a view to familiarize the world community with adopted measures on all-round expansion of possibilities of women in Turkmenistan and exchange of target experience, the Mejlis hosted the conference "The year of Independent neutral Turkmenistan - the homeland of purposeful winged racers»: the role of women in modern society». Women-heads of profile agencies of the United Nations Organization, diplomatic representative offices accredited in our country and female workers of various sectors took part in it.
Besides it, representatives of the Mejlis made a working visit to Samarkand (Republic of Uzbekistan) for participation in the first Inter-parliamentary forum «Central Asia-European Union». The action’s purpose - assistance to the political-diplomatic and cultural-humanitarian dialogue between Central Asian countries and EU by means of parliamentary diplomacy, strengthening of multilateral relations in the area of legislature, as well as exchange of experience in the legislative and parliamentary activity.
Deputies of the Mejlis, including deputies elected from Lebap velayat, show direct interest in population’s standards of living, participate in reception of citizens by applications in velayat, etrap and city khyakimliks.
Having heard the information, President Serdar Berdimuhamedov pointed out that development of new bills, which meet the requirements of time, is one of the topical goals. Speaking of it, the head of the state emphasised the necessity to continue the work in the given sphere.
Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the measures adopted in the January-March period of 2026 on social and economic development in Lebap velayat.
As he informed, as compared with the similar period of the past year, the industrial production growth in the region made up 0,2 percent; bread and bakery production - 0,8 percent; flour production - 13,9 percent; vegetable production - 28,9 percent; fruits and berries - 8,8 percent; milk - 3,1 percent; eggs - 2,4 percent; tinned fruit and vegetables - 2,1 percent.
The rate of increase of turnover of goods by all types of transport in the region was equal to 3,9 percent, passenger turnover - 0,6 percent.
The growth of retail goods turnover in comparison to the same period of the past year made up 11,3 percent.
For three months, the revenues plan of the local budget was executed by 113,4 percent, expenditures part - 98,8 percent.
Within the national rural redevelopment program in the considered period in the region construction of 20 buildings of social infrastructure, 7 water-purifying and treatment facilities, 4,5 thousand square metres of housing, engineering systems and objects proceeded.
For the first quarter of the current year, the plan for incomes of branches of the banks located in the region was fulfilled by 124 percent.
Having heard the report, President Serdar Berdimuhamedov underlined the importance of consecutive work for social and economic development and considerable improvement of standards of living of citizens of the country, including in Lebap velayat.
The head of the state also instructed to keep control over timely realization of the investments provided for the current year.
Then, Deputy-Chairman of the Cabinet G.Agajanov reported on the work carried out in Lebap velayat within perfection of activity of the oil and gas complex.
As he informed, along with other regions of the country, necessary measures in the given branch are also realised there. In particular, for safe delivery of natural gas to consumers, State Concern "Türkmengaz" provides effective service of gas pipelines of various pressures, gas distribution stations and gas regulation equipment.
With a view of exploration and discovery of deposits of natural riches as well as increase in reserves of underground waters, hydro geologists of State Corporation "Türkmengeologiýa" also carry out drilling activities in the territory of Lebap velayat.
In addition, due work is carried out in the region for industrial development of the contractual territory «Bagtyýarlyk», gas deposits of Malay, Nayip, Kukurtli, Balguyi, Gazojak, Kirpichli, Bagaja, and maintenance of internal consumers with natural gas and its export.
Necessary steps are also taken to involve efficiently capacities of Seydi oil refining factory and profile objects for manufacture of liquefied gas in Bagaja and Nayip located in the territory of the velayat.
Having heard the report, the President of Turkmenistan focused attention on the significance of further perfection of work of establishments and enterprises of the complex for effective utilisation of natural riches and oil and gas reserves of our country, including Lebap velayat.
The head of the state instructed the Deputy-Chairman of the Cabinet, widely introducing modern technologies, consistently modernizing the activity of Seydi oil refining factory, raising productivity of drilling activities and repairing gas wells in due time.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the course of seasonal actions in the agricultural sector of the country, including in Lebap velayat.
He informed that in regions of our fatherland due work is carried out to provide proper care of wheat fields and cotton sowing, and lambing campaigns and youngs of camels proceed.
In wheat fields of Lebap velayat, top dressing with mineral fertilizers and irrigation are carried out according to agro-technical standards. Along with it, preparation of profile enterprises, elevators, and combine harvesters for the forthcoming season of harvest is carried out.
At the same time, in the velayat, due measures are taken for observance of terms of the cotton sowing campaign, effective operation of agricultural machinery and equipment involved in sowing, vegetative irrigation. Appropriate care of silkworm is also carried out.
For the purpose of increase in volumes of output of potato, vegetables and gourds, maintenance of the population with this produces in sufficient volumes, in agricultural fields of the velayat, given crops are provided with proper care.
Summing up the report, the head of the state noted the necessity of timely and qualitative fulfilment of all agro-technical activities.
In this connection, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to continue the work carried out in the country, including in Lebap velayat to produce vegetables, gourds, and other food production and to hold increase of productivity of agricultural crops in the centre of attention.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on the work carried out by the construction-industrial complex for social and economic development of Lebap velayat.
As he informed, according to the Order of the President of Turkmenistan, in the current year, in this region 8 buildings and facilities are planned to be opened. To ensure a high quality of construction and commissioning of objects into operation in target dates, their erection is carried out with high paces.
The Ministry of Industry and Construction Production carries out corresponding work with a view of further development of the given sector, manufacture of building materials replacing import analogues, and increases in volumes and assortment of exported production.
In the given context, he pointed out that in the city of Dostluk in Dovletli etrap, construction of a factory of joint economic society «Türkmengips» for production of dry building mixes and gypsum plasterboards with an annual capacity of accordingly 250 thousand tons and 20 million square metres is implemented at rapid paces.
With a view of maintenance of reliable and uninterrupted electrical supply of consumers in Lebap velayat, establishments and enterprises of the Ministry of Energy, a planned work is realized to build new power stations and transmission lines, and reconstruct the existing ones.
Enterprises and establishments of the Ministry of Motor Roads, carry out a planned repair and reconstruction of roads of state and local significance and bridges along them as well as streets and sidewalks in villages and settlements in the region.
"Türkmenhimiýa" State Concern carries on construction of a complex for manufacture of 350 thousand tons of superphosphate and 100 thousand tons of sulphate of ammonium a year in Turkmenabat chemical plant named after S.A.Niyazov. The given object is urged to promote maintenance of the agricultural sector with necessary phosphoric fertilizers and expansion of assortment of mineral fertilizers in the country.
Besides it, corresponding works are also implemented to achieve the designed capacity of the Garlyk potash mining complex located in Koytendag etrap of Lebap velayat.
Summing up the report, President Serdar Berdimuhamedov underlined the importance of maintenance of full functioning of the chemical and building enterprises of the country, including in those Lebap velayat and further adoption of measures to adjust new manufactures in the given region.
In that regard, the head of the state instructed the Deputy-Chairman of the Cabinet to hold the quality of construction and terms of commissioning of the projects to be completed this year in Lebap velayat under strict control and continue modernisation of roads in the region.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on the work carried out in Lebap velayat within development of the trade complex of the country.
As he informed, today, in all etraps and cities of the given region, maintenance of the population with the highly demanded goods is ensured by enterprises of the Ministry of Trade and Foreign Economic Relations as well as profile enterprises of members of the Union of Industrialists and Entrepreneurs of Turkmenistan.
Appropriate measures are taken to maintain high indicators of quality of trading services rendered to the population and modernise the material and technical basis of the sphere of retail trade. Modern shopping centres, shops and markets are constructed and put in operation. With development of digital system, a large scale of electronic trade and delivery services extends.
As a whole, in the velayat, 860 trading and industrial points, points of public catering of enterprises of the Ministry of Trade and Foreign Economic Relations operate.
In Lebap velayat, 6 manufacturing enterprises as well as 5 shops of textile products of the Ministry of Textile Industry also function. «Türkmenhaly» State Association also run a carpet weaving enterprise and its 4 workshops in Khalach etrap.
In the region, 79 enterprises of the sphere of manufacture, trade and services of members of the Union of Industrialists and Entrepreneurs of Turkmenistan also function.
Within decision of the goals defined by the corresponding Program of the President of Turkmenistan, in Lebap velayat it is planned to open 12 production enterprises of the private sector that will allow creating 311 additional workplaces.
In the given context, the Deputy-Chairman of the Cabinet submitted for consideration of the head of the state a proposal of the Ministry of Trade and Foreign Economic Relations on construction of a new modern market in Farap etrap of Lebap velayat.
Having heard the report, President Serdar Berdimuhamedov focused attention on the necessities of constant control over home market maintenance with food and other goods. The head of the state also gave instructions to further expand a spectrum of trading services given to the population of the country, in particular, in Lebap velayat.
Having approved the proposal on construction of the new modern market in Farap etrap of Lebap velayat, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet to carry out corresponding work.
Then, Deputy-Chairwoman of the Cabinet B.Seyidova reported on undertaken steps to further improve the activity of establishments of the sphere of culture in Lebap velayat.
She noticed that as a result of initiatives and ample opportunities created by the President of Turkmenistan and Hero-Arkadag, work of the given establishments in the region are regularly improved and all conditions for cultural leisure of inhabitants are provided. Culture centres are constructed and put into operation.
Lebap velayat is rich in historical and cultural sites. At present, 196 monuments located in its territory, have been registered with the state and are studied from the scientific point of view. The most part of the discovered archaeological finds is exposed in museums in the territory of the velayat and accessible for the wide public.
"Inscription of the 'Silk Roads: Zarafshan-Karakum Corridor' transnational serial property on the UNESCO World Heritage List in 2023" confirms a recognition of the historical and cultural monuments, which are in the territory of Lebap velayat, at the international level.
Today, the region holds the State music and drama theatre named after Seyitnazar Seydi, culture centres, museums and libraries, Lebap velayat specialised school of arts, children's schools of arts and art schools where all possibilities are created to offer corresponding services and training of young people in the given profile.
The International Festival “Handicrafts and Decorative and Applied Arts in the Heritage of the Peoples of the World” held in October 2022 in Turkmenabat city, Weeks of culture in 2014 and in 2021 promoted acquaintance of world community with activity carried out and favourable conditions created in the region, and its labour achievements.
Summing up the report, President Serdar Berdimuhamedov pointed out the necessity of organisation of work of modern centres of culture, libraries, museums and theatres in Lebap velayat according to requirements of time, regular educational activity among the youth to widely disclose the value of national traditions, cultural and cultural wealth of our people.
The head of the state also instructed the Deputy-Chairwoman of the Cabinet to continue realisation of measures on careful preservation and deep study of historical and cultural monuments located in the region.
Then, Deputy-Chairman of the Cabinet B.Mammedov reported on the work carried out in the subordinate sphere within social and economic development of Lebap velayat.
As he informed, an efficient work is implemented to increase standards of living and public health care of the region, popularisation of healthy way of life, education of comprehensively developed younger generation.
Within social and economic development of Lebap velayat for 2022-2028 11 modern high schools and 2 kindergartens were put into operation. Today, construction of a new complex of buildings of the Turkmen state teachers’ training institute named after Seyitnazar Seydi is carried out.
Along with it, research establishments render constant scientific and practical support for the further steady economic growth.
The reforms aimed at public health care of Lebap velayat as well as enhancement of capacities of local pharmaceutical industry are carried out.
In velayat, ample opportunities are opened for development of sports of higher achievements, mass physical culture and sports movement, and training of national teams for world championships and large international competitions. Modern sports constructions, stadiums and specialised sport schools form a reliable basis for education of the talented youth.
Having heard the report, President Serdar Berdimuhamedov underlined the significance of improvement of quality of work in educational institutions operating in the country, including in Lebap velayat and complete timely construction of a new complex of buildings of Turkmen state teachers’ training institute named after Seyitnazar Seydi in Turkmenabat city.
Along with it, the head of the state instructed to hold the strengthening of the material and technical basis of operating establishments of the sphere of public health services in the centre of attention and to take appropriate measures for effective utilisation of sports constructions.
Further, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the 7th meeting of the Turkmen-Chinese intergovernmental committee on cooperation.
As he informed, in the foreign policy of our fatherland realised under the leadership of President Serdar Berdimuhamedov a great significance is attached to interaction with states-strategic partners of Turkmenistan, in the list of which is the People’s Republic of Chin.
In enhancement of interstate all-round partnership, a key role is attached to visits and summits. In that connection, the working visit of the President of Turkmenistan to the People’s Republic of China, made from August 31to September 3, 2025 for participation in the Summit of the Shanghai Cooperation Organisation and the celebrations devoted to the 80th anniversary of the Victory were marked.
With a view of further development of multiplane interaction, on March 17-19, this year the friendly visit to Beijing was made by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag.
During these visits important agreements on considerable expansion and strengthening of mutually beneficial Turkmen-Chinese partnership in political-diplomatic, trade and economic, cultural-humanitarian spheres and in other areas were reached.
Guided by instructions of the head of the state on further implementation of regular steps with a view of enhancement of constructive bilateral cooperation within the above-named Committee, orientation of its activity on realisation of the agreements reached within summits, corresponding work now proceeds.
In this plan, the 7th meeting of the Turkmen-Chinese intergovernmental committee is planned to be held on April 16 of the current year in Ashgabat. He also pointed out that meetings of its six subcommittees are held regularly, on mutually agreement, including via the digital system.
In particular, on January 15, 2025, in Ashgabat, the 10th meeting of the subcommittee on cooperation in the field of security, on July 3 of the same year – 8th meeting of the subcommittee on trade and economic cooperation took place, on March 9, 2026 in Beijing the 9th meeting of the subcommittee on humanitarian cooperation was held, on April 9 of this year the 2nd meeting of the subcommittee on cooperation in the transport and logistics sphere took place.
In the second half of 2026, it is planned to hold the 10th meeting of the subcommittee on energy cooperation and 3rd meeting of the subcommittee on scientific and technical cooperation.
The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs informed that during the forthcoming next meeting of the Committee it is planned to consider a number of issues concerning priority areas of further development of strategic partnership between Turkmenistan and China.
Cooperation visually testifies to the high level of mutual trust in the security sphere. In the given aspect, the parties continue interaction on maintenance of cyber and biological security.
In the context of energy partnership, today, development of strategically significant gas deposits act as priorities new projects.
Transport cooperation also has a great significance. In this aspect, with the Chinese party issues of modernisation of railway infrastructure will be considered. At the same time, considering a favourable geographical location of Turkmenistan, activization of logistical partnership is considered especially important. In that connection, the issues of enhancement of interaction in the transport-logistics sphere in by priory routes like China-Turkmenistan-Caspian sea-Europe, Turkmenistan-China-South and East Asia-Asian-Pacific region will be included.
The issue of continuation and intensification of bilateral cooperation in the field of communication and digitalization will be also considered.
Among priority vectors is also exchange of experience and intensification of interaction in the sphere of information-communication technologies and artificial intelligence.
There are wide prospects for development of cooperation in the area of agriculture.
The deepening of relations in the field of preparation and improvement of professional skill of specialists in educational, scientific, and technical spheres, introduction of results of scientific researches are also considered significant.
Following the results of the meeting of the Committee, it is expected to sign the corresponding protocol. In addition, a number of the documents aimed at strengthening the legal framework of the Turkmen-Chinese relations.
At the same time, other documents for signing by results of the meeting of the Intergovernmental committee are studied.
In this connection, the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs submitted for consideration of the head of the state a draft of the corresponding Resolution.
Having heard the report, President Serdar Berdimuhamedov noted the importance of the recent friendly visit of Hero-Arkadag to the People’s Republic of China in the history of interstate relations. Speaking of it, the head of the state underlined the significance of maintenance of high organizational level of preparation and conduction of the 7th meeting of the Turkmen-Chinese intergovernmental committee on cooperation.
Having signed the Resolution prepared with a view of further development of fruitful Turkmen-Chinese partnership, the President of Turkmenistan instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out corresponding work.
Deputy-Chairman of the Cabinet B.Annayev reported on the work implemented in Lebap velayat within perfection of activity of the national transport and communication complex.
As he reported, the rate of increase of turnover of goods by all types of transport in the given region as compared with the corresponding period of the past year made up 103,9 percent, the share of the velayat in the country - 13,3 percent.
For the accounting period, the rate of increase of passenger turnover by all types of transport in Lebap velayat was equal to as compared to the similar period of the past year 100,6 percent, and the regional share in the country - 14,4 percent.
By the Ministry of Communications in velayat due measures are realized to connect to the system numbers of wire and cellular communication, improvement of quality of services rendered to users, modernisation of the material and technical basis of operating profile objects. In the region, a large scale work is implemented according to the national rural redevelopment program.
During the considered period, by the Ministry of Railway Transport, the share of Lebap velayat in turnover of goods by the country made up 14,6 percent. This indicator in passenger turnover was equal to 4,2 percent.
The modern, well-equipped motordrome of the Ministry of Motor Transport put into operation in Turkmenabat and passenger road service station allowed to raise considerably quality and availability of transport services rendered to the population. Production Association "Lebapawtoulag" carries out regular bus service by total of 119 routes.
Public service «Türkmenhowaýollary» takes regular measures on effective involvement of transit potential of international airports of Turkmenabat and Kerki, and provides the population with high quality transport services.
Open joint-stock company "Derýaýollary" created at with the individual share of Public Service of Marine and River Transport, conducts works on repair of ships and improvement of the corresponding material and technical basis.
Having heard the report, President Serdar Berdimuhamedov noted the necessity of optimum use of logistic possibilities of the country, including Lebap velayat by creation of favourable conditions for international transport-transit routes, regular perfection of activity of international airports of Turkmenabat and Kerki, appropriate functioning of the passenger road service station located in Turkmenabat city.
The head of the state also instructed the Deputy Chairman of the Cabinet to continue work on renovation and modernisation of railways.
Further, the floor was given to khyakim of Lebap velayat D.Genjiyev who reported on the state of affairs in the region.
As he informed, today, in the agricultural areas of the velayat, cotton-sowing proceeds, uninterrupted operation of agricultural machinery is provided. Measures are implemented for timely completion of the sowing campaign according to agro-technical standards, in places of emergence of young shoots for their normal growth interrow cultivation is carried out.
With a view to yield a rich harvest of wheat, top dressing with mineral fertilizers and watering are carried out. At the same time, in the velayat, proper care is taken to ensure good growth of potato and onions. Silkworm cultivation is also conducted properly.
According to the national rural redevelopment program, in the region, social, cultural and industrial projects, which should be opened the current year, are erected.
On behalf of inhabitants of the velayat, the khyakim expressed to the President of Turkmenistan and Hero-Arkadag his sincere gratitude on the occasion of the solemn commissioning of the Mary-Turkmenabat section of the Ashgabat-Turkmenabat autobahn with the blessing of the head of the state.
Summing up the report, President Serdar Berdimuhamedov underlined the importance of successful realisation of the adopted programs and investment projects on social and economic development of Lebap velayat and specified the necessity of continuation of complex work on steady increase of well-being of inhabitants of the region.
In this connection, the head of the state gave the khyakim concrete instructions for further improvement of maintenance of the population with pure drinking water, electric power, natural gas and apartment houses.
At the meeting, a number of important issues of state life, on which corresponding decisions were made, were also considered.
Concluding the out-of-office meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for further prosperity of our sovereign fatherland.
