Today, with participation of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero Arkadag and Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, First Vice Premier of the State Council of the People’s Republic of China, a stone-laying ceremony of drilling of production wells and the construction of a gas processing facility with a capacity of 10 billion cubic meters of commercial gas per year within the framework of the fourth phase of development of «Galkynyş» gas deposit was held.
In the morning, Hero-Arkadag arrived in the capital International airport. From the air harbour of Ashgabat, the airliner of the National Leader of the Turkmen people flew towards to Mary velayat.
The energy policy of Turkmenistan is aimed at not only increase in the export potential of the fuel and energy complex, but also at its technological modernisation in the Era of Revival of the new epoch of the powerful state. Successfully realising the strategy of diversification of routes of export of energy carriers, our fatherland considerably strengthens its positions as a reliable partner that provides energy security in the entire Eurasian space. As a result of consecutive development of large gas deposits and introduction of innovative methods of deep processing of hydrocarbon resources, Turkmenistan turns from the exporter of raw materials in to the country manufacturing production with high added cost.
In the modern world, a special significance is attached to adherence to ecological standards and development of "green" diplomacy. Active introduction of high technologies on reduction of emissions of methane and modernisation of gas-transport systems visually show a responsible approach of our state to ecology issues. As a result of realisation of the project of the gas pipeline Turkmenistan-Afghanistan-Pakistan-India and expansion of the eastern route of export of gas, our country, representing itself as a link between the East and the West, creates a strong basis for long-term economic well-being of the region.
Today, a start was given to realisation of the fourth phase of industrial development of the «Galkynyş» gas deposit. In March of the current year, «Türkmengaz" State Concern and China National Petroleum Corporation (CNPC) concluded the contract on designing and construction of objects of the given phase "on a turn-key basis". It will allow preparing 10 billion cubic metre of gas a year that will further expand export possibilities of Turkmenistan.
Among export routes of delivery of gas extracted at the «Galkynyş» deposit, the Chinese route occupies one of the key places. At present, three lines of the transnational gas pipeline of Turkmenistan-China deliver «blue fuel» annually. The resource base of the deposit is also a major factor for construction of the fourth branch (line D) of the gas pipeline that will allow increasing considerably volumes of gas delivered to China.
Technological modernisation of gas production is carried out in combination with the ecological policy of our country. In the territory of the deposit, "green" initiatives actively take root. Specialists works on the strengthening of sands around industrial platforms and enrichment of the flora that promotes decrease in influence of sandy storms on equipment functioning.
Development of the given gas deposit also acts as a driving force for other branches of national economy. Around deposits and processing facilities, a developed transport and social infrastructure is formed: modern housing estates for workers, roads and water supply systems that brings a big contribution to industrial development of Mary velayat are constructed.
«Galkynyş» is not only a gas deposit, but also the strategic resource that guarantees energy independence of our fatherland for upcoming decades. Its consecutive development opens new horizons for industrialisation of the country and strengthening of its positions as a large world gas power.

Further, Hero-Arkadag by helicopter arrived in the venue of the stone-laying ceremony of facilities for realisation of the fourth stage of development of the «Galkynyş» gas deposit, located in the territory of Yoloten etrap of Mary velayat.
At the international airport of Mary city, the airliner of Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, First Vice Premier of the State Council of the People’s Republic of China also landed. From there, the guest went to the venue of celebration.
At the venue of the ceremony, the atmosphere of high enthusiasm prevailed.
There, Hero-Arkadag was warmly met.
The National Leader of the Turkmen people warmly welcomed the leader of the delegation of PRC Ding Xuexiang.
The bright colours in celebrations on the occasion of the significant event were created by the literary-musical composition, which enlivened pages of the history of Turkmen-Chinese relations.
Before the main entrance to the venue of ceremony, children in national costumes welcomed Hero-Arkadag and the head of the delegation of the People’s Republic of China Ding Xuexiang with verses on Turkmen-Chinese friendship.
There, Hero-Arkadag and the high-ranking guest were photographed with representatives of the happy younger generation.
Then, Hero-Arkadag and the guest of honour went to the specially prepared hall of conference.
On his way, the National Leader of the Turkmen people and the head of the Chinese delegation saw works of decorative and applied art, in which the history and culture of our people, and its original traditions, which have developed for centuries, find a wide reflexion.
The exhibits presented at the exposition, including national costumes, ornaments and picturesque paintings, give an opportunity to familiarise with the rich history and modern achievements of dynamically developing Turkmenistan, with the values created by the Turkmen people.
The Turkmen carpets, which amaze with their beauty, fineness and harmony of colours, one can see all fine lines and national features of our people. In the works, carpet weavers revived unique paints of local nature and legendary "winged" racers.
Then, Hero-Arkadag and the guest of honour familiarised with the exposition organised on the occasion of today's celebration.
At the exhibition, the factory’s breadboard model on manufacture of 10 billion cubic metre of commodity gas a year was presented. Each of technological lines consists of installations on cleaning raw materials of carbonic gas and hydrogen sulphide, separation of liquid and manufacture of technical sulphur. There, the equipment applied at drilling of wells and allowing defining their exact location was also shown.
Besides it, the modern geophysical devices bought with support of the President of Turkmenistan were presented. They will be used to carry out corresponding works within the 4th stage of development of the «Galkynyş» gas deposit.
At the exhibition, the 3D-robotised welding device, the automated robot-inspector, a complex of equipment intended for increase of efficiency of wells, various chemical means were also shown.
Then, Hero-Arkadag and the guest of honour familiarized with specialised vehicles presented there and the powerful machinery, which will be involved in works on realisation of the fourth phase of development of the «Galkynyş» gas deposit.
The given technics differs with the fact that it functions on the basis of innovative technologies. Purchase of such modern technics on the instructions of President Turkmenistan will ensure the high quality of forthcoming works. It, in turn, creates conditions for conformity of the activity, which is carried out in the gas branch, to the international standards.
Hero-Arkadag and Ding Xuexiang passed into the conference hall specially prepared on the occasion of celebration.
The first floor was given to National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag.
Having warmly greeted participants of the ceremony, Hero-Arkadag pointed out that nowadays every day in our country is marked really by glorious events. And today a start to the next large scale and rather important project in further development of the national gas branch - the fourth phase of industrial development of the «Galkynyş» gas deposit is given.
At present, under the leadership of President Serdar Berdimuhamedov, the national economy develops with accelerated rates. Similar dynamics is observed in the course of introduction of innovations in economic branches. The adopted programs on creation of modern industrial productions are also successfully realised. Reforms carried out in the field open considerable prospects for expansion of mutually beneficial dialogue with foreign partners, in particular, on effective and fundamental transformation of the oil and gas complex.
- We give particular attention to expansion of international cooperation in the fuel and energy sector. And in this plan, in the given branch considerable investments, which go to its consecutive development and equipment of profile enterprises are made. Means allocated with us are also designated for maintenance of successful fulfilment of prospecting and drilling works, industrial development of new oil and gas deposits, - Hero-Arkadag said. Continuing his speech, the National Leader of the Turkmen people underlined that our country regularly acts with constructive proposals on uninterrupted supply of the energy markets by natural gas, and puts forward the initiatives favourable to every party aimed at essential expansion of interstate trade and economic relations, preservation of the environment and transition to non-polluting energy.
It was noted that enormous hydrocarbon resources of our sovereign fatherland are effectively used in interests of not only Turkmen nationals, but also other people. Such approach allows strengthening considerably the economic power of the Turkmen state and steadily raising the well-being of citizens.
Realised large investment projects also promote the further expansion of mutually beneficial international cooperation.
- The People’s Republic of China was among the first countries to have established diplomatic relations after Turkmenistan gained its independence. Our country attaches a huge significance to the strengthening and expansion of interstate dialogue with China, - Hero-Arkadag said and pointed out the importance of his recent friendly visit to the People’s Republic of China in the context of consolidation of Turkmen-Chinese partnership.
During his visit, a number of constructive meetings took place and important agreements were reached. Then, negotiations on cooperation in the oil and gas sphere, in particular, on the fourth phase of development of the «Galkynyş» gas deposit were held. Measures realised together with the friendly People’s Republic of China represent a special importance in the context of mutual relations and economic partnership.
- Joint large-scale projects carried out by us also attest to the confidence of both countries in tomorrow as this activity stipulates aspiration to close long-term interaction, - the National Leader of the Turkmen people continued his speech and in this connection noted the presence of big prospects for expansion of bilateral partnership.
- Their full effective practical realisation answers not only to interests of both states, but also to the goals of development of entire Central Asia. Proceeding from such position our country sees in China a strategic partner, including in the oil and gas branch. The given format of cooperation that develops in recent years rather advantageously and structurally, acts as a primary factor to strengthen mutually beneficial Turkmen-Chinese relations, - Hero-Arkadag stressed.
As was marked, the commissioning of the transnational gas pipeline Turkmenistan-China became in 2009 an important event in this sphere. And today Turkmen «blue fuel», runs through it for seventeen years, appreciably promotes development of economy of the friendly country.
Having designated among priority vectors expansion of the national export potential by means of diversification and creation of branched network of pipelines, the National Leader of the Turkmen people underlined that industrial development of one of the world's largest reserves of natural gas - «Galkynyş» plays a considerable role in successful realisation of the energy strategy of Turkmenistan and strengthening of its export-focused raw-material basis. This gas deposit located in the south of Mary velayat has become the largest one discovered by Turkmen geologists for years of independence. In December of 2009 its complex development started.
In 2013, with participation of Chairman of the leader of the People’s Republic of China Xi Jinping in the «Galkynyş» gas deposit, a complex of factories for preparation of commodity gas was solemnly opened.
- And today within its fourth phase of development, we start to construction of the facility for preparation of 10 billion cubic metre of commodity gas a year and operational wells for gas production in the same volume. The China National Petroleum Corporation acting as the general contractor to the order of "Türkmengaz" State Concern will be engaged in erection of the object, - Hero-Arkadag said.
Realisation of such significant project covers a full cycle of works, beginning from construction of gas wells and finishing construction of installations of collection, cleaning and processing of gas, gas pipelines, and external networks of supply, residential and public buildings. With its completion, 1041 workplace will be created.
New objects will allow to increase essentially volume of blue fuel delivered abroad and that, in turn, will create favourable preconditions for the further development of our state and substantial increase of standards of living of citizens, - Hero-Arkadag marked and underlined that our country will further provide a regular support to the activity of foreign partners and expansion of cooperation.
At the end of his speech, the National Leader of the Turkmen people warmly congratulated participants of the celebration on the beginning of the fourth phase of industrial development of the «Galkynyş» gas deposit in the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» and wished all sound health, family well-being and great successes in their work.
Then, the floor was given to Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, First Vice Premier of the State Council of the People’s Republic of China.
Having warmly greeted Hero-Arkadag and participants of the celebration, the guest underlined that a start to realisation of the project of the fourth phase of development of the «Galkynyş» gas deposit is given at present.
As was pointed out, it is an important event in deepening all-round interaction between China and Turkmenistan, including the strengthening of cooperation in the gas sphere.
Having underlined the importance of participation of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Gurbanguly Berdimuhamedov in today's celebration, Ding Xuexiang on behalf of the Chairman of the People’s Republic of China Xi Jinping and the Government of China warmly congratulated President Serdar Berdimuhamedov and Hero-Arkadag on the start of the fourth stage of development of the «Galkynyş» gas deposit.
It was noted that thanks to efforts of heads of two friendly states, along with other areas, a high level of cooperation between China and Turkmenistan in the oil and gas branch was reached.
Thirteen years ago with participation of Chairman Xi Jinping and Hero-Arkadag within the first phase of development of the «Galkynyş» gas deposit, a complex of factories was put into operation. This historical event gave a powerful impulse to interstate energy cooperation.
The important project started today will serve general interests of our people and will bring out bilateral partnership in the gas sphere to the qualitatively new level, Ding Xuexiang underlined.
As was marked, the fact that by the East calendar this year is the year of Horse and in Turkmenistan, the motto of 2026 is also connected with "winged" racers, deserves a special attention. It symbolises a generality of the values uniting our people.
At the end of his speech, having confirmed adherence of China to fruitful cooperation with Turkmenistan in various areas and to consecutive deepening of interstate relations for well-being of people of both countries and strengthening of sustainable development in the region, the guest wished successes in realisation of the next stage of development of the «Galkynyş» gas deposit.
Then, the video clips devoted to historical stages of development of this largest deposit, and to the successes reached in the oil and gas industry of our fatherland thanks to efforts of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty Turkmenistan Hero Arkadag and President Serdar Berdimuhamedov were shown.
On completion of display of video clips, Turkmen and Chinese specialists by means of digital system addressed Hero-Arkadag with the request to bless the beginning of works on drilling of the first gas well within the IV stage of development of the «Galkynyş» gas deposit.
With the blessing of Hero-Arkadag, the drilling unit was put into action.
Then, representatives of the younger generation addressed the National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan and Member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, First Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang with the request to make memorable notes in honour of the stone-laying ceremony of the new project.
Hero-Arkadag and the head of the Chinese delegation proceeded to the specially prepared place.
There, children in national costumes addressed Hero-Arkadag and the guest of honour with the request to give a start to construction of the new construction.
In the solemn conditions, Hero-Arkadag and the head of delegation of the People’s Republic of China lowered a capsule with memorable record into the foundation of the future object and put the first shovels of concrete, having given an official signal to the start of construction.
On the occasion of the beginning of realisation of IV phase of development of the «Galkynyş» gas deposit with participation of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag and First Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang a festive sadaka was given.
On completion of the celebration, Member of the Standing Committee of the Political Bureau of the Central Committee of the Communist Party of China, First Vice Premier of the State Council of the People’s Republic of China Ding Xuexiang, having said goodbye to Hero-Arkadag, headed towards the International city airport of Mary and left home.
Then, the National Leader of the Turkmen people, having warmly said goodbye to participants of the ceremony, arrived by helicopter in the International city airport of Mary, from where he left for the capital.
In some time, the airliner of Hero-Arkadag landed at the international airport of Ashgabat.
Thus, realisation of the fourth stage of development of the «Galkynyş» gas deposit will promote formation of a strategic basis for the strengthening of energy independence of our fatherland and the commissioning of new capacities into operation will expand export routes of Turkmen «blue fuel». In long-term prospect, this project will become a powerful driving force of industrial development of Turkmenistan and bring a powerful contribution to steady economic progress of the region.
