On May 17, President Gurbanguly Berdimuhamedov held joint session of the Cabinet of Ministers and the State Security Council of Turkmenistan where topical subjects of the state life were reviewed.

During the session, the Head of the State signed the Resolution on appointment of O. Suhanov as the Minister of Automobile Transport. According to the Resolution of the President of Turkmenistan, he released from the post of the Head of Police Department of Dashoguz Velayat.
After, having highlighted existing shortcomings, the Head of the State criticized the work of Deputy Minister of Defence – the Head of the General Department of Civil Defence and Salvage Work of the Ministry of Defence Colonel R. Orazmammedov and announced the decision to release him from his post.

Gylyjov reported in the measures for development of trade sector, improvement of the volumes of foreign trade by the promotion of Turkmen goods in foreign markets and presented the proposal on amendments and addendums of the list of facilities planned to be built by the Union of Industrialists and Entrepreneurs.
Production potential and goods provision is steadily increased in Turkmenistan, gradual import substitution and reduction of volumes of imported goods are carried out. This is supported by the opening of the enterprises of private sector of the economy, which increase the variety of goods and develop production of new products.
The analysis made in this sphere allowed finding out that sufficient number of production facilities for certain production items have been already put into operation, therefore taking into account changing demands and proposals on internal market it is planned to correct the plan for construction of the facilities by the UIET for better correspondence with current requirements and for the future. In this regard, it was proposed to include new positions to the list, remove some of them and to amend certain points.
Development of small and medium business supports the competiveness of national economy, President Gurbanguly Berdimuhamedov said. Private sector has important role in the saturation of the market with goods and services, efficient development of local resources, implementation of advanced technologies in production, creation of working places and increase of export, the head of the State noted, having given instructions to the Vice-premier on presented proposals.

The Vice-premier also informed that due to the growth of volumes and spectrum of export production, the Ministry of Industry plans to expand the production of certain types of packing materials including polypropylene bags. The President requested to hold under permanent control all issues of the planning and tree planting of new living estates, permanent maintenance of living houses, schools, kindergartens and other social facilities, unstoppable operation of water and power supply systems.
Deputy Chairman of the Cabinet of Ministers M. CHakiyev informed on the course of construction of the airports in Kerky, Lebap velayat and Garabogaz, Balkan Velayat as well as on the regular session of the State Commission of Turkmenistan for Emergency Situation.
Summing up the report, President Gurbanguly Berdimuhamedov noted that civil aviation is important component of transport system of our state connecting its regions and integrating into the world space.
Construction of modern airports providing full spectrum of services to the passengers and runways able to receive any type of aircrafts is the part of overall strategy for establishment of developed infrastructure of air transport of our country, and its provision with advanced equipment for safety and reliability, Turkmen leader highlighted.
Continuing the subject, the Head of the State requested to hold under unremitting control the issues of organization, coordination and quality of works during construction of the airports, having addressed the number of instructions on this account. The President of the country also give instructions to the Vice-premier on the activities of the State Commission for Emergency Situation in current year according to working plan.
During the session, the Head of the State signed the Resolution on appointment of O. Suhanov as the Minister of Automobile Transport. According to the Resolution of the President of Turkmenistan, he released from the post of the Head of Police Department of Dashoguz Velayat.
After, having highlighted existing shortcomings, the Head of the State criticized the work of Deputy Minister of Defence – the Head of the General Department of Civil Defence and Salvage Work of the Ministry of Defence Colonel R. Orazmammedov and announced the decision to release him from his post.
The remarks were addressed to the number of other heads. The President demanded to enforce the control of the structures under their responsibilities and to arrange efficient work. The Head of the State reprimanded Vice-premier D. Amangeldiyev, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers H. Hajymyradov, Hyakim of Ashgabat Sh. Durdyliyev, Minster of Municipal Servcies M. Abilov, Head of Turkmenhowayollary Service D. Saburov for improper fulfilment of their duties and serious shortcoming admitted in their work.
Defence Minister Ya. Berdiyev was also reprimanded for improper fulfilment of his duties and loss of control of the activity of his personnel.
Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the situation in the branches under his supervision and on the measures for the increment of volumes of oil produced in the country by implementation of new technologies.
The Vice-premier reported to the Head of the State on investment project of improvement of the production capacity of oil and gas wells and the work of the State Concern Turkmennebit planned n this sphere.
President Gurbanguly Berdimuhamedov gave specific instructions to the Vice-premier on steadfast implementation of the Programme of development of oil and gas industry of the country until 2030, which is oriented to dynamic development of fuel and energy complex and expansion of international partnership.
Standing for the activation of business contacts, our country takes actual measures in this direction what stipulates growing interest of the world business structures to perspective Turkmen market, the President said, having highlighted that Turkmenistan is always open for the partnership on beneficial basis.
After, the floor was given to Chairman of Superem Control Chamber G. Mushikov who reported on the activity of his structure.
Having noted that national economic complex has important and responsible objectives, President Gurbanguly Berdimuhamedov addressed the Head of the Supreme Control Chamber with the number of instructions on relative inspections of different branches and control of the realization of development programmes.
Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported in the measures for development of trade sector, improvement of the volumes of foreign trade by the promotion of Turkmen goods in foreign markets and presented the proposal on amendments and addendums of the list of facilities planned to be built by the Union of Industrialists and Entrepreneurs.
Production potential and goods provision is steadily increased in Turkmenistan, gradual import substitution and reduction of volumes of imported goods are carried out. This is supported by the opening of the enterprises of private sector of the economy, which increase the variety of goods and develop production of new products.
The analysis made in this sphere allowed finding out that sufficient number of production facilities for certain production items have been already put into operation, therefore taking into account changing demands and proposals on internal market it is planned to correct the plan for construction of the facilities by the UIET for better correspondence with current requirements and for the future. In this regard, it was proposed to include new positions to the list, remove some of them and to amend certain points.
Development of small and medium business supports the competiveness of national economy, President Gurbanguly Berdimuhamedov said. Private sector has important role in the saturation of the market with goods and services, efficient development of local resources, implementation of advanced technologies in production, creation of working places and increase of export, the head of the State noted, having given instructions to the Vice-premier on presented proposals.
Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the preparation to ceremonial events on occasion of the professional holiday of the personnel of Turkmen carpet, textile industry as well as on the measures for establishment of new productions in import substitution spheres.
It was noted that it is planned to organize big forums on May 27 – 28 under the programme if celebration events in honour of the personnel of light industry including International Carpet and Textile exhibition and XVIII Conference of Turkmen Carpet Connoisseurs.
The Vice-premier also informed that due to the growth of volumes and spectrum of export production, the Ministry of Industry plans to expand the production of certain types of packing materials including polypropylene bags. For this purpose, it is planned to establish joint venture - Rysgally Horjun Business Entity with the participation of Türkmenmaşyngurluşy Concern and private entrepreneurs, the members of the UIET>
Having listened to the report, Presdient Gurbanguly Berdimuhamedov noted that our country produce wide variety of high quality textile goods from natural silk meeting international standards as well as handmade Turkmen carpets. Having highlighted the importance of careful protection and development of primordial traditions and cultural heritage of Turkmen people, the Head of the State requested to hold celebration events in honour of the personnel of textile and carpet industry on high level.
The President of Turkmenistan focused that improvement of import substitutive potential of national processing industry is very important for diversification of national economy. Construction of processing complexes, which would produce the goods that are highly demanded in our country and abroad, are to support the solution of the objectives in this sphere.
The Head of the State ordered to take necessary measures for timely opening of new industrial productions including those that are made on shared government and private basis actively involving the investment capabilities of Turkmen entrepreneurs.
After, Secretary of the State Security Council, Defence Minister Ya. Berdiyev reported on the work for the improvement of defence capability of the country and modernization of equipment and facilities base of all armed forces.
Having listened to the report, the President focused on the importance of the fulfilment of priority objectives of exclusively defensive Military Doctrine of independent neutral Turkmenistan. It outlines strategic basis of the provision of safety and firmness of sacred borders of the country steadily pursuing foreign policy course aimed at the assertion of peace and friendly relations on the planet, President Gurbanguly Berdimuhamedov noted.
Continuing the session, heads of military and law enforcement agencies reported on the situation in the services under their command, measures for the improvement of equipment and facilities base of these structures and improvement of law and order in all parts of the country.
The Supreme Commander of the Armed Forces of the country pointed out the necessity of close cooperation of the activity of all structures for successful fulfilment of responsible objectives. It is important to improve the work of security forces all the time, which have important role in support of peace and stability in Turkmen land, provision of law and order in the country, President Gurbanguly Berdimuhamedov noted.
Chairman of the State Custom Service A. Osmanov reported on the course of technical rearmament of the divisions under his supervision.
Coordinated activity of this department support the development of foreign economic relations with foreign states and is very important in consolidation of national economy, Turkmen Leader said, having addressed the Head of the Service with the number of relative assignments.
Chairman of the State Migration Service M. Gurdov reported on practical measures for fulfilment of the orders given by President Gurbanguly Berdimuhamedov for improvement of migration procedures, particularly on development of new edition of the Provision of registration and processing of entry and exit documents for foreign citizens and stateless persons.
Having listened to the report, the Head of the State highlighted that recently, owing to steadfast policy of peace, good neighbourhood and wide international cooperation, the interest of political and business circles of the planet and foreign citizens to neutral Turkmenistan is growing. This is reflected in the expansion of the spectrum of activity f the State Migration Service. In this context, having noted the importance of improvement of regulatory and legal acts regulating migration issues, the President gave specific instructions to the head of the Service.
Director of the State Anti-Economic Crimes Services M. Hudaykuliyev reported on the results of the analysis of the opportunities of improvement of transit and transport potential of the country.
Having listened to the report, the President of Turkmenistan highlighted that it is necessary to improve organizational, methodological, legal and personnel provision of the activity of the Service. It is necessary to develop proper plans, targeted measures aimed at the prevention of economic crimes, the Head of the State said, having requested to study and implement advanced international practice in this sphere.
Other subjects of the state life, on which relative decision have been taken, were reviewed at the session.
Finishing joint session of the Cabinet of Ministers and State Security Council, President Gurbanguly Berdimuhamedov wished the participants great success in their important and responsible work.
