Ashgabat, 24 May 2026 — A high-level signing ceremony was held as part of the XXV International Universal Exhibition and Conference «White City Ashgabat 2026», bringing together senior representatives of the Government of Turkmenistan, municipal authorities, and leading international companies. The ceremony marked a significant step forward in strengthening multi-sectoral cooperation across digital technologies, energy, transport infrastructure, heavy industry, and urban development.

A key outcome of the ceremony was the signing of a multilateral Memorandum of Understanding between the Ministry of Energy of Turkmenistan, the Ministry of Communications of Turkmenistan, and the Ministry of Finance and Economy of Turkmenistan, together with Bitdeer Technologies Group of the Republic of Singapore. The agreement focuses on the development of advanced digital infrastructure and technological ecosystems aimed at supporting national economic diversification and accelerating digital transformation across strategic sectors.

In the energy sector, the Ministry of Energy of Turkmenistan signed an agreement on non-binding key terms with Japan’s Muroosystems Corporation, outlining cooperation on innovative technological solutions and modernization initiatives in the energy industry.

Significant attention was also given to industrial cooperation, where the State Concern «Türkmenhimiya» concluded a Memorandum of Understanding with an international consortium comprising Mitsubishi Heavy Industries Asia Pacific Pte. Ltd. and Mitsubishi Corporation Machinery Inc. of Japan, alongside Çalık Enerji Sanayi ve Ticaret A.Ş. of Türkiye. The agreement covers repair and technical maintenance services for the «Garabogazkarbamid» ammonia and urea production plant, aimed at ensuring long-term operational efficiency and reliability. In addition, «Türkmenhimiya» signed a separate Memorandum of Understanding with Hong Kong Richie Sweet Co., Ltd. of the People’s Republic of China, focusing on expanding industrial cooperation, production capacity, and investment-driven development in the chemical sector.

In the transport and infrastructure domain, the Ministry of Highways of Turkmenistan signed a Memorandum of Understanding with Inros Lackner SE of Germany, focusing on engineering consultancy and infrastructure modernization. Further agreements were concluded with Shantui Construction Machinery Co., Ltd. and Sinotruk Hong Kong Capital Holding Limited of China, covering the supply of heavy construction machinery, modernization of transport fleets, and strengthening of logistics capacity for national infrastructure development.

At the municipal level, the Ashgabat City Municipality signed a series of domestic contracts with the «Gök depeler» Economic Society for the design, construction, and landscaping of social infrastructure facilities in the Bagyr residential complex of the Büzmeýin district of Ashgabat. The projects include two secondary schools with a capacity of 720 seats each, as well as a kindergarten with a capacity of 320 seats. In addition, a contract was signed with «Hil merkez» Private Enterprise for the design and construction of a modern healthcare center, aimed at improving access to medical services for residents of the rapidly developing area.
Overall, the signing ceremony highlighted a comprehensive and integrated approach to development under the framework of «White City Ashgabat 2026», reflecting Turkmenistan’s commitment to expanding international partnerships while advancing national priorities in digital transformation, industrial modernization, infrastructure development, and sustainable urban growth.
