Regional ministerial conference “Proper Management and Economic Interrelation – Advanced Practice in OSCE Region”, which brought together representatives of Kazakhstan, Kyrgyzstan, Tajikistan, Uzbekistan, Afghanistan and well member states of the OSCE, started work in the capital.

Heads of diplomatic missions accredited in our country were also invited to the forum. Heads and leading specialists of relative departments took part in the conference from Turkmen side.

Composition of the delegations and themes of presented reports added statutory character to the conference, which became the ground for discussion of the main aspects of versatile cooperation. Purpose of the forum is to discuss the objectives aimed at the consolidation of regional cooperation by the support of political dialog in the economic management sphere. It includes the exchange of advanced practices in facilitation of commercial procedures, in the development of transport and improvement of regional transit by harmonization of immigration and custom procedures as well as the latest developments in digitization and modernization of the economy.

The participants of the meeting noted high level of current event organized by the Government of Turkmenistan and the Organization for Security and Cooperation in Europe. The guests of the forum especially the Ambassador, Coordinator of the OSCE Centre in Ashgabat Natalya Drozd, Minister of Economy of Afghanistan Dr Mastur Mohammad Mustafa, Deputy Minister of Economic Development of Tajikistan Gulru Jabborzoda and other expressed sincere gratitude to President Gurbanguly Berdimuhamedov for excellent conditions for fruitful joint activity and highly appreciated the input of our country to the expansion of fruitful partnership.

Speaking of the importance of the subject of the conference, the participants spoke for further consolidation of the efforts for the development of coordinated approaches to the solution of current problems and political, legal, practical and other issues related to this, which is directly connected with the provision of stable social and economic development of regional and global levels.

Integration of Central Asia to the world economic space plays the main role in successful counteraction against modern challenges. Growing importance of regional cooperation make influence of the improvement of the competiveness of the countries under rapidly changing situation in global economy.

It was mentioned in this regard that today, all countries are on the threshold of new stage of multilateral partnership. Large-scale changes in the world, current economic realities require international community to take efficient measures for improvement of global management structure. Maximum positivity and stable balanced development are only possible with the help of coordinated activities.

It was highlighted that proper management is the cornerstone in the consolidation of stability and security as well as in creation of favourable and investment climate. At the same time, it was stated that there is unlimited potential for the intensification of the partnership between the countries.

According to the general opinion of the speakers, the growth of integration of national economies improves the significance of coordination, transparency and predictability of general progress taking into account long-term perspective.

Equal economic partnership built on the balance of mutual interests is integral part of common progress taking into account long-term perspective for all countries. In this regard, the significance of the Decisions on Improvement of proper management and interrelation (Hamburg, 2016) and on Promoting Economic Participation in the OSCE Area (Vienna, 2017) was highlighted. The Decisions focus on the relevance of this subject for all 57 states, members of the OSCE. These documents define that improvement of business climate, expansion of partnership between the government and private sectors, strengthening of economic cooperation are the key factors supporting neighbouring relations and improvement of the trust in the OSCE area.

It was mentioned in the reports that cooperation in transport sphere is very important for rapprochement between the countries. Analysis of the development of the states of Central Asian region demonstrates that they benefited considerably in the last two decades from active integration to the world economy. Expansion of the trade is moving power of the growth supporting the increment of the incomes and modern prosperity.

At the same time, the role of transport in provision of development, relation and coordination of work of all branches of the economy was highlighted. Strategic targets of the policy of the President of Turkmenistan stipulate the realization of one of the most important national resources – the transit potential of the country. therefore, the formation of competitive transport corridors in our state meets both external and internal economic interests.

In this context, the heads of the delegations and regional representative offices mentioned that importance of Turkmenbashy International Seaport opened on May 2 goes far beyond national boundaries. The port is important link in the formation of modern system of maritime cargo transportation and making favourable conditions for entry to Black Sea basin, European, Middle East, South Asia and Asian Pacific states. Besides, opening of this facility will allow bringing economic and trade cooperation between eastern and western countries to new level.

Exchanging the opinions, the participants of the forum expressed the confidence that expansion of the partnership would support the creation of string markets, stimulation of commerce and investments, greater integration of Central Asian economies to the world economy and promotion of fundamental economic reforms. Speaking of the mid-term and long-term perspectives, the participants stated that the seemed to be favourable as the growth of demand on natural and labour resources of the region is expected.

Special stress was laid on the importance of the expansion of cooperation and coordination of trade and custom procedures, which is to provide successful development of national economies.

In general, it was highlighted that this conference is very important for the strengthening of the dialog and productive contacts between the states members on the most topical issues of the present, particularly in such as support of economic progress in the OSCE area via innovations, development of human capital and proper management.

Ministerial conference is to continue its work on the next day. It is planned to hold the sessions with the participation of international experts on the Role of measures for facilitation of trade procedures in consolidation of proper management in economic interrelation, on new technologies/innovations for safe transport management, Partnership between the Government and private sector in the projects of energy infrastructure and sustainable transport.
