Today, President Serdar Berdimuhamedov held an online meeting of the Cabinet of Ministers and summed up the work carried out in the country for five months of the current year.
Chairwoman of the Mejlis D.Gulmanova, who informed on results of the activity of the national parliament for the January-May period, was the first to take the floor.
As she informed, for the past five months 6 Laws of Turkmenistan and 10 resolutions of the Mejlis were adopted.
At the same time, respective amendments and additions were made to laws in force in the considered period. Amendments to regulatory legal acts were focused on protection of the rights and legitimate interests of citizens, maintenance of industrial safety of industrial objects, perfection of accounting and financial reporting, licensing of separate kinds of activity. Amendments and additions were also aimed at increase of efficiency of operation of highways and road activity, preservation of the environment and water bio-resources and migration policy.
In the specified period, Ambassadors Extraordinary and Plenipotentiary of the Republic of Chad, Republic of Indonesia, Argentina Republic and the Arabian Republic of Egypt to Turkmenistan handed credentials.
In addition, 13 meetings with representatives of parliaments of foreign states and foreign missions in Turkmenistan, in which issues of bilateral cooperation were discussed, were held. Deputies and specialists of the Mejlis took part in 51 seminars organised by international organisations together with profile ministries and departments of our country. With a view of study of international practice, 13 business trips of local members of the parliament were made abroad.
So, the Turkmen delegation took part in the Second Asian Forum of Women and the session of Dialogue of women-leaders of countries of Central Asia and Azerbaijan held within its frameworks in Bukhara (Republic of Uzbekistan). Besides it, the delegation of Turkmenistan participated in the 60th plenary meeting of the Inter-parliamentary Assembly of the Commonwealth of Independent States and the next meeting of the Council of IPA CIS, which took place in St.-Petersburg (Russian Federation). Within the business trips aimed at advancement of the policy of peaceful disposition and humanism of our fatherland by means of parliamentary diplomacy, a number of meetings were held.
Having heard the information, President Serdar Berdimuhamedov focused attention on the significance of continuation of the activity to strengthen and perfect the legislative base of the country.
Then, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on macroeconomic indicators for five months of the current year.
He reported that during the accounting period, the pace of increase of GDP made up 6,3 percent, including in the industrial complex this indicator was equal to 2,6 percent, construction - 6,4 percent, transport-communication sector - 10,2 percent, trade - 7,9 percent, agriculture - 1,3 percent and in the sphere of services - 8,4 percent.
In the January-May period of the current year the volume of production as compared to the similar period of the past year, grew by 10,4 percent. In all sectors of economy, positive industrial indicators were reached.
During the considered period, retail goods turnover as compared with the same period of the past year increased by 10 percent, and foreign trade turnover - 8 percent.
Following the results of five months, the plan for the revenues part of the State budget was executed by 102,3 percent, and expenditures part - 97,3 percent.
During the accounting period, in the state institutions financed at the expense of the budget and self-financing, salaries as well pensions, welfare payments and scholarships of student were paid in due time.
As compared with the similar period of the past year in the specified period, the volume of capital investments made at the expense of all sources of financing, increased by 5,1 percent.
He also reported on the work carried out in the January-May period of 2026 within the realisation of the national rural redevelopment program, including construction of different projects.
Summing up the report, President Serdar Berdimuhamedov underlined the importance of steps taken with a view of social and economic development of the country, sustainable increase of standards of living of citizens, perfection of activity of economic, financial and bank complexes.
The head of the state also instructed him to take necessary measures for maintenance of the rate of increase of GDP at the target level until the end of the year.
Further, Deputy-Chairman of the Cabinet G.Agajanov reported on results of the work implemented in the country in the January-May period of 2026 to increase oil and gas production, to expand routes of their deliveries to the world market.
As he informed, the plan for oil production was fulfilled by 107,6 percent by "Türkmennebit" State Concern.
In the specified period, the plan for oil refining at oil refining factories was fulfilled by 104,6 percent.
The plan for gasoline manufacture was executed by 110 percent, diesel fuel - 110,4 percent, lubricant oils - 124,1 percent, liquefied gas - 111,4 percent.
The plan for production of natural and accompanying gas was realized by 106,6 percent.
Summing up the report, President Serdar Berdimuhamedov pointed out the significance of maintenance of rates of activities on increase in production of natural gas and oil, wide introduction of modern technologies in the fuel and energy complex. At the same time, the head of the state underlined the necessity to hold the measures aimed at use of full capacities of manufactures in the centre of attention.
He also instructed the Deputy-Chairman of the Cabinet to raise the efficiency of prospecting and drilling activities.
Deputy-Chairman of the Cabinet T.Atahallyev reported on the outcome of the activity in the subordinate sphere for the January-May period of the current year as well as on the course of seasonal agrarian campaigns in velayats.
First of all, the Deputy-Chairman of the Cabinet on behalf of workers of the agricultural complex warmly congratulated President Serdar Berdimuhamedov and Hero-Arkadag on World Environment Day and wished sound health, longevity and successes in his activity in interests of society and the state.
Further, the Deputy-Chairman of the Cabinet reported on results of the work carried out in the sector. So, the rate of increase of manufacture in agriculture was equal as compared to the similar period of the past year, to 109,7 percent. By the Ministry of Agriculture, this indicator made up 105,4 percent, by the Ministry of Environmental Protection - 100,6 percent, by the State Water Economy Committee - 103,3 percent, by Türkmenpagta State Concern - 102,5 percent, by «Türkmengallaönümleri» State association - 120,1 percent, by «Türkmenobahyzmat» State Association - 100,7 percent, by State Food Processing Industry Association - 120 percent, by State Cattle Breeding and Poultry Industry Association - 101,6 percent and by «Türkmen atlary» State Association - 107,5 percent. The plan for investments was executed by 145, 2 percent.
Besides it, with the blessing of President Serdar Berdimuhamedova and thanks to the support rendered to manufacturers of agricultural production, in Akhal, Lebap and Mary velayats the wheat harvesting was given a well-organized start. At present, necessary measures are taken to complete the campaign in short terms. In addition, in Balkan and Dashoguz velayats, the appropriate preparation is carried out for the beginning of the grain-harvesting season on June 10.
At the same time, in cotton fields, interrow cultivation, application of mineral fertilizers, thinning and vegetative watering proceed. Everything necessary for gathering the crop of spring potato and vegetables is carried out.
Having heard the report, President Serdar Berdimuhamedov pointed out that the primary goals of agricultural branch consist in optimum involvement of its industrial potential and increase of productivity of crops.
Speaking of it, the head of the state gave instructions on the further effective realisation of measures in the field, to maintenance of timely fulfilment of agricultural activities in the agricultural fields and ensure a strict control over wheat harvest in the harvest season.
Then, Deputy-Chairman of the Cabinet B.Annamammedov reported on results of the activity in the construction and industrial sectors for the January-May period of 2026.
As he informed, the plan for production and work for the specified period was executed by the complex by 130,1 percent.
This indicator by the Ministry of Construction and Architecture made up 106,3 percent, by the Ministry of Industry and Construction Materials - 126,7 percent and by the Ministry of Energy - 107,5 percent.
The plan for work by the Ministry of Motor Roads was fulfilled by 110,6 percent, by "Türkmenhimiýa" State Concern - 152,7 percent and by the khyakimlik of Ashgabat city - 130,1 percent.
Summing up the report, President Serdar Berdimuhamedov underlined the importance of the further adoption of measures to ensure the proper functioning of enterprises of the complex, uninterrupted power supply of internal consumers, and the strengthening of control over construction and maintenance of roads.
Besides it, the Deputy-Chairman of the Cabinet was instructed to hold the construction of new buildings to be opened in the current year according to the established schedule in the centre of unrelenting attention.
Further, Deputy-Chairman of the Cabinet N.Atagulyev reported on results of the work of the subordinate ministries and departments and the private sector for five months of this year.
By the Ministry of Trade and Foreign Economic Relations as compared with the similar period of the past year, the rate of increase of trade turnover made up 109,6 percent, productions - 100,8 percent.
The rate of increase of production by the Ministry of Textile Industry as compared to the same period of the past year reached 106,3 percent, in particular, release of cotton yarn and fabrics accordingly - 102,7 percent and 101,2 percent, tanning products - 103,6 percent.
The plan for production by «Türkmenhaly» State Association was executed by 107 percent.
The State Commodity and Raw Materials Exchange for the accounting period held 120 trading sessions and registered 12 thousand 543 contracts.
The rate of increase on the work executed by the Chamber of Commerce and Industry for the January-May period of 2026, made up 109,1 percent. 11 exhibitions and 5 conferences were held in the considered period.
By the Union of Industrialists and Entrepreneurs, the rate of increase of manufacture of agricultural and food production reached 107,2 percent, industrial goods- 107,3 percent.
Having heard the report, President Serdar Berdimuhamedov drew the attention to necessities to keep control over the supply of home markets and shops of the country with food and other goods, and consecutive perfection of productions in profile enterprises of the complex.
The head of the state instructed him to continue realisation of measures to increase in the volume and assortment of textile products and increase of their quality.
Further, Deputy-Chairwoman of the Cabinet B.Seyidova reported on results of the activity of subordinate spheres for the January-May period of the current year.
As she reported, during the considered period, various cultural actions and celebrations on the occasion of the motto of 2026 «Independent neutral Turkmenistan - the homeland of purposeful winged racers», 35th anniversary of independence of our fatherland and holidays of the national calendar were carried out.
In commemoration of Constitution Day and National Flag of Turkmenistan, the festive concert of workers of culture and art was organised. Final rounds of the competition «Çalsana, bagşy!» took place in Arkadag and Ashgabat cities, Akhal and Balkan velayats and cultural events on the occasion of the Gurban bayramy were held. Days of opera of TURKSOPY were also held at high level.
Turkmen specialists took part in international cultural actions, including international festivals, seminars and exhibitions.
Thanks to efforts of Hero-Arkadag and the head of the state, creative figures and representatives of mass media of our country participated in in the Tashkent (Republic of Uzbekistan) open championship of Asia «Pearl of the East» and the conference organised in its frameworks «the Akhal-teke racer - a symbol of friendship of people». The group of national horse games «Galkynyş» successfully acted at the VIII festival of culture of ethnic sports in Istanbul.
She also informed on the work carried out during the considered period by the Turkmen state publishing service, «Türkmenfilm» Association named after Oguzhan, mass media, libraries, museums and theatres.
Summing up the report, President Serdar Berdimuhamedov underlined the significance of appropriate preparation and high-level organization of the actions planned for June of this year, and regular perfection of the activity of the sphere of culture.
Besides it, the Deputy-Chairwoman of the Cabinet was instructed to take necessary measures for all-round study and popularisation of historical monuments among the youth.
Further, Deputy-Chairman of the Cabinet B.Mammedov reported on results of the activity of subordinated structures for the January-May period of the current year.
As he informed, during the considered period, work on modernisation of the education system continued, advanced methods of teaching were widely applied. Schoolchildren and student youth took part in the international subject competitions, including in the Internet Olympiads and won 871 medals as a whole. The international Olympiads, scientific-practical conferences were held and well-organizational measures were taken to prepare for the season of summer holidays of children.
During the accounting period, reforms on increase of the scientific potential of the country continued. 116 persons were admitted as a whole into the postgraduate study, scientific degree courses and 31 doctor's and candidate dissertations were defended.
In the January-May period of 2026, consecutive steps were also taken to introduce of advanced methods of prevention and therapy in medical practice. At the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care, various operations and treatment of sick children were performed.
At the same time, the National strategy of development of the scientific-medical diplomacy in Turkmenistan for 2026-2052 and National strategy on prevention of non-contagious diseases and combat against them in Turkmenistan for 2026-2030 were approved.
During the considered period, realisation of the measures aimed development of physical culture and sports, preparation of professional sportsmen proceeded. Turkmen athletes, having shown good results at the international competitions, won in total 301 medals.
Having heard the report, President Serdar Berdimuhamedov noted the importance of appropriate adjustment of activity of spheres of science, education, public health services and sports.
In the given context, the head of the state instructed him to continue work on encouragement of the talented youth into science, education and new technologies, perfection of activity of establishments of public health services, and active attraction of the younger generation in practice of sports.
Deputy-Chairman of the Cabinet, Minister for Foreign Affairs R.Meredov reported on results of the activity of the Ministry of Foreign Affairs for five months of the current year.
He marked that in the specified period, with a view of implementation of the foreign policy of the President of Turkmenistan, fulfilment of target goals on promotion of bilateral and multilateral relations of our neutral fatherland with the countries of the world and international organisations, the Ministry for Foreign Affairs carried out corresponding work.
As known, in development of international cooperation, a priority significance is given to visits and summits. In this connection, he informed that visits of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag were organised: on February 16-19 to the United States of America, on March 18-19 to the People’s Republic of China, on April 8-9 to the Austrian Republic, on May 13-14 to the Republic of Tatarstan of the Russian Federation, on May 16-17 to the United Kingdom Great Britain and Northern Ireland.
On April 21-22 of the current year, the working visit of the President of Turkmenistan to the Republic of Kazakhstan was also organized for participation in the Regional Ecological Summit and in the next meeting of the Council of heads of states-founders of the International Fund for Saving the Aral Sea.
Development of interaction with authoritative international organisations acts as one of the key areas of the foreign policy strategy of our country. In this connection, within the visit to the Austrian Republic, Hero-Arkadag held meetings with the General Director of the International Atomic Energy Agency, the General Director of the United Nations Industrial Development Organization, UN Under Secretary-General of the United Nations.
Besides it, the visits of Director General of the Food and Agriculture Organisation of the United Nations to Turkmenistan on January 21-23 and the Secretary General of Conference on Interaction and Confidence-Building Measures in Asia on March 17-19 took place respectively.
In addition, within the presidency of Turkmenistan in the CIS in 2026, meetings of various councils and commissions, sessions and other actions were held. So, on May 22 in the capital, the meeting of the Council of heads of the governments of the CIS took place and for participation in it, heads of the governments of states of the Commonwealth arrived in our country.
During the accounting period, through the Ministry of Foreign Affairs, Turkmenistan was visited by 293 foreign delegations, at the same time 528 local delegations were sent abroad.
In the January-May period of this year, 216 online meetings of various levels took place.
Besides it, in the specified period, in Turkmenistan together with foreign states and international organisations 909 official negotiations and meetings were held.
The contract-legal basis of international relations of our country was replenished with 60 documents.
He reported that the corresponding work is carried out to hold political consultations in the area of foreign policy departments. So, during the considered period, bilateral political consultations at the level of Ministers of Foreign Affairs of Turkmenistan and the Austrian Republic, United Arab Emirates, United Kingdom Great Britain and Northern Ireland, People’s Republic of China as well as with the State Secretary of the United States of America took place.
In addition, during the accounting period, negotiations with the Secretary General of the United Nations, the Chairman of the 80th session of the General Assembly of the United Nations, President of the European Bank for Reconstruction and Development, the Secretary General of the International Maritime Organization, Executive Secretary of the Comprehensive Nuclear-Test-Ban Treaty Organization were carried on.
Along with it, in the January-May period of 2026, consultations of foreign policy departments of the Republic of India, Kingdom of Morocco, the Russian Federation, Federal Republic of Germany, Republic of Zimbabwe, the Azerbaijan Republic, Republic of Uganda, Republic of Korea, Republic of Armenia, Byelorussia and Kingdom of Cambodia took place.
Development of diplomatic relations through embassies of the foreign states acts as one of the important areas of the foreign policy activity of neutral Turkmenistan.
Systematic steps are also taken to strengthen relations with countries of the Near East. In the given context, he informed that during the accounting period, in Turkmenistan the diplomatic representatives of the Republic of Iraq was opened and started to work.
In the January-May period of 2026, credentials of Ambassadors Plenipotentiary and Extraordinary of the Republic of Chad, Republic of Indonesia, the Italian Republic, Republic of Korea, the Argentina Republic and the Arabian Republic of Egypt to Turkmenistan were received.
At the same time, Ambassadors Plenipotentiary and Extraordinary of Turkmenistan to the Kingdom of Thailand and the United States of America, and permanent representatives of our country at the United Nations Organization and the Islamic Cooperation Organization handed credentials and they officially started execution of their duties.
Summing up the report, President Serdar Berdimuhamedov noticed that the foreign policy pursued by independent neutral Turkmenistan answers the goals of general well-being.
In this connection, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to continue work on promotion of cooperation with world countries in trade and economic, cultural-humanitarian and scientific-education spheres, and expansion of constructive interaction with authoritative international and regional organisations.
Further, Deputy-Chairman of the Cabinet B.Annayev reported on results of the activity of subordinate spheres for the January-May period of 2026.
As he informed, the rate of increase on the fulfilled work and rendered services in the transport-communication complex reached 114,2 percent.
As compared with the similar period of the past year, the rate of increase of cargo transportation by means of automobile, railway, air, sea and river transport made up 101,5 percent, and passenger transportation - 103 percent.
For the accounting period, the rate of increase in services in the Ministry of Railway Transport reached 106,8 percent, Ministry of Motor Transport - 122,7 percent, Public Service «Türkmenhowaýollary» - 117,4 percent, Public Service of Marine and River Transport - 104,9 percent and Ministry of Communications - 115,3 percent.
Having heard the report, President Serdar Berdimuhamedov pointed out the necessity of regular perfection of activity of the transport-communication complex for optimum solution of target goals.
In that regard, the head of the state instructed the Deputy-Chairman of the Cabinet to make an efficient use of the transport-transit potential of the country, to give particular attention to increase in volumes of international cargo transportation and modernisation of the material and technical basis of the profile institutions.
Then, addressing members of the Cabinet, President Serdar Berdimuhamedov with satisfaction stated the successful implementation of programs of development of the country, effective realisation of reforms in all branches of economy and consecutive modernisation of industrial sectors.
As the head of the state noted, the rate of increase of GDP, which in the specified period made up 6,3 percent, remains stable.
President Serdar Berdimuhamedov also underlined that in the country, construction of large industrial projects, new settlements, apartment houses, schools, kindergartens and other constructions proceeds.
In this context, the head of Turkmenistan emphasised the importance of the further development of branches of economy according to the adopted state programs, unrelenting control over fulfilment of the work planned in the given sphere.
At the meeting, a number of other issues of state life, on which corresponding decisions were made, were also considered.
Concluding the online meeting of the Cabinet of Ministers, President Serdar Berdimuhamedov wished its participants sound health, family well-being and big successes in their work for prosperity of our sovereign fatherland.
