The Parliament introduces the Law on the basis of Turkmenistan transport policy and the Law on State regulation of agricultural development

Second session of the Mejlis of Turkmenistan took place on June 9 where number of new laws and regulations have been enacted. Members of the Government, heads of profile ministries and departments and representatives of mass media were invited to participate in the session.

According to the agenda, the draft Law on the basis Turkmenistan transport policy was brought out to review by the parliamentarians. It was mentioned that our country pays utmost attention to realization of transport and transit potential as important factor supporting successful solution of the objectives of the industrialization and diversification of national economy, development of fruitful international cooperation in these spheres.

For this purpose, the country makes transport infrastructure meeting international standards, builds highways, transnational railroads, railway stations and airports and buys modern equipment. Network of international transport communications the East – West and the North – South including maritime, air, railway and road communication opening big perspectives for activation of beneficial regional and interregional trade and economic relations in Eurasian continent is formed up gradually. It is brightly indicated by the opening of Turkmenbashy International Seaport.

In general, all of these supports our country to be important transport hub of the region and large international logistic centre today.

In this context, new Law has current significance as it outlines the basis of transport policy and regulation of transport activity in Turkmenistan. Introduction of international legal documents adopted in transport spheres, active involvement of Turkmenistan transport system in international transport cooperation, practical implementation of certain projects and plans aimed at its development and expansion and formation of unified multimodal transport and transit systems and corridors for efficient use of transit capabilities of the country are the main objectives in this sphere.

Interested exchange of the opinions took place during discussion of the Draft Law of Turkmenistan of the State regulation of agricultural development. The deputies highlighted that comprehensive development of agricultural complex, which is to provide food security of the country, satisfy the demand of the population on basic and industrial goods and to enhance the export potential of national economy, is one of the strategic vectors of the State policy.

The state renders comprehensive support to agricultural producers, which is expressed in big investments used for technical rearmament and modernization of production infrastructure of plant cultivation, poultry, meat and dairy livestock farming, food and other branches of agricultural sector. Specific measures are taken in the improvement of water supply and soil reclamation of agricultural fields, improvement of land fertility and implementation of advanced agricultural technologies. Special attention is paid to rational use of water and land resources, development of agrarian science, selection, wide implementation of innovations, latest scientific and technical developments, advanced methods of management and marketing, solution of social issues in rural areas and many other.

In this regard, new Law is very important as it defines legal, economic, social and organizational basis of the state regulation of agricultural development in Turkmenistan. Hence, the document outlines the main purposes and mechanisms of the implementation of the State programme of agricultural development covering the main directions of the development of agricultural and silvicultural, food and goods productions.

Improvement of the competiveness of agricultural complex, provision of stable development of agricultural territories, occupancy of the population, formation of new economic relations in the rural areas, creation of favourable investment climate, competitive environment for different economic entities, etc. are among the main objectives of the state regulation of the agriculture.

The deputies also reviewed the Draft Laws on amendments and addendums of the Law of Turkmenistan on justice authorities of Turkmenistan, on amendments and addendums of the Criminal Procedure Code of Turkmenistan, on amendments and addendums of the Law of Turkmenistan on legal acts, on amendments and addendums of the Criminal Code of Turkmenistan, amendments and addendums of the Law of Turkmenistan on Military Duty and Service, amendments and addendums of the Law of Turkmenistan on Internal Affairs authorities of Turkmenistan, amendments and addendums of the Law of Turkmenistan on Court, on amendments and addendums of the Law of Turkmenistan on the Public Prosecution Service of Turkmenistan, on , on amendments and addendums of the Law of Turkmenistan on organization of meetings, demonstrations and other mass public events, on amendments and addendums of the Custom Code of Turkmenistan, on amendments and addendums of the Tax Code of Turkmenistan, on amendments and addendums of some legal acts of Turkmenistan, on amendments and addendums of the Law of Turkmenistan on State guarantees of child’s rights, on amendments and addendums of the Code of social protection of the population of Turkmenistan, on amendments and addendums of the Family Code of Turkmenistan, on amendments and addendums of the Sanitary Code of Turkmenistan, on amendments and addendums of the Labour Code of Turkmenistan, on amendments and addendums of the Law of Turkmenistan on radio frequency spectrum, on amendments and addendums of the Law of Turkmenistan on outer space activities, on amendments and addendums of the Law of Turkmenistan on advertisement, on amendments and addendums of the Law of Turkmenistan on communication, on amendments and addendums of the Law of Turkmenistan on mass media, on amendments and addendums of the Law of Turkmenistan on physical training culture and sports, on amendments and addendums of the Law of Turkmenistan on education, on amendments and addendums of the Law of Turkmenistan on ecological expertise, on amendments and addendums of the Law of Turkmenistan on migration.

During the session of the Parliament, the Ombudsman has informed on the work performed for the provision of human rights in the country and on the fulfilment of international obligation in this field.

Draft Resolutions of the Mejlis on Ratification of the Agreement on Extradition between Turkmenistan and United Arab Emirates, on Ratification of the Agreement on mutual legal aid on criminal cases between Turkmenistan and United Arab Emirates, on Ratification of the Agreement between the Government of Turkmenistan and the Government of United Arab Emirates on fight against terrorism, organized crime, combat illicit trafficking of narcotic drugs, psychotropic substances and their precursor as well as other criminal activities, on the accession to Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation, on accession to the Protocol supplementary to the Convention for the Suppression of Unlawful Seizure of Aircrafts, on Establishment of inter-parliamentary friendship groups between the Mejlis of Turkmenistan and parliaments of foreign states.

Some of the Resolutions of the Mejlis of Turkmenistan have also been amended. In addition, plans of law-making activity of the Mejlis of Turkmenistan in 2018 and 2018 – 2022 have been discussed and adopted.

Draft laws brought out for review at the session of the Mejlis were unanimously approved and adopted.
