Priorities of humanitarian cooperation in the CIS are discussed in Astana

XIII Forum of scientific and creative intelligentsia of the CIS states that brought together the delegates of Armenia, Belarus, Kyrgyzstan, Moldova, Russian federation, Tajikistan, Turkmenistan and Uzbekistan has completed its work in the capital of Kazakhstan. It included prominent scientific, cultural, education executives. Heads of the ministries and departments of the Commonwealth states, representatives of interstate structures, international organizations and non-governmental associations.

Discussion of the main directions of the expansion of humanitarian cooperation has been discussed on the second day of the forum. Specific steps for the improvement of the dialog on the Commonwealth space were outlined and opportunities of the realization of the number of near future joint programmes and plans were reviewed. In addition, the participants of the meeting shared the information about the achievements of their countries in humanitarian sphere, exchanged the practice in solution of topical issues of the present, made proposals on the ways of development of the partnership for the sake of future generations.

The role of cultural exchanges establishing and supporting has been mentioned at the sectional sessions “Astana: Successful practice of establishment and development of cultural institutes”, “Year of the CIS culture: Cooperation in development”, “Humanization of education: History and perspectives” “Future generation: Succession and innovations”. In this context, it was said about the importance of the regular organization of joint festivals, exhibitions, contests in literature and art sphere as well as educational and scientific events.

During the presentation, representatives of Turkmen side introduced the priorities of the policy of President Gurbanguly Berdimuhamedov, which includes the reformation and modernization of science, education and culture as the most important factors of social and economic development and prosperity. Today, Turkmenistan has formed efficient system of protection and popularization of tangible and intangible cultural heritage, the biggest part of which has the world importance.

At the same time, favourable conditions for support and stimulation of talented youth are made, international cooperation in youth affairs including the realization of scientific and research projects with implementation of innovations and advanced methods in this direction is developed. As it was highlighted, Turkmenistan plans to expand humanitarian dialog with all interested states by exchange, study and implementation of progressive practice in different spheres.

The participants mentioned in their speeches that efficient cultural partnership supposes direct contacts between cultural institutions, art associations and famous individuals. At the same time, it was said about the necessity of the establishment and development of productive relations between the CIS educational centres by the exchange of specialists, scientists, lecturers, students and literature.

Proposals on activation of joint activity aimed at the improvement of the dialog of the cultures, protection of historical heritage and implementation of bilateral projects under the CIS have been made during the plenary session.

By unanimous opinion of the delegates, further formation of single cultural, information and education space, protection of old spiritual relations between the nations, search for more flexible and efficient forms of the partnership remain as the main objective. Special role is given to the realization of the programmes under the CIS Council for humanitarian cooperation and the CIS Interstate Fund of Humanitarian Cooperation.

The forum resulted in the Resolution summing up the practice and results of joint events, outlined priority directions of future cooperation. Special attention has been paid to the measures for the formation of unified digital space of knowledge based on national electronic archives in various branches and spheres of creative activity, educational platforms, digitized book, archive and museums funds, scientific, cultural and historical heritage of the CIS.

The document highlights the necessity of the development of new mechanisms and channels of cooperation between the countries. At the same time, the importance of the support of the cooperation for comprehensive study of the languages, cultures, history and national traditions of the partner states as well as exchange of practice of the formation of media culture of the students in the conditions of modern information community has been noted.

Taking into account the decision of the Council of the heads of the CIS states on the declaration of 2019 as the Year of the Book of the Resolutions, it was recommended to pay special attention to joint social and important projects and events in book publications, exchange and translations, popularization of reading and support of Russian language as intercultural communication means in the CIS. It was also proposed to use existing experience for the development of the programmes of support of children and youth reading.
