Mutually beneficial partnership, constructive dialogue on the international scene, realisation of joint projects - priority vectors based on principles of positive neutrality of the foreign policy strategy of President Serdar Berdimuhamedov, which shows conformity both to national interests, and long-term objectives of the world community aimed at maintenance of general stability and security.
Results of the working visit of the President of Turkmenistan to the Kirghiz Republic, made on July 31 also attest to the fact. In its framework, President Serdar Berdimuhamedov took part in the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic.
The open, trustful time-tested dialogue of old friends and reliable partners- so one can characterise modern interstate relations of Turkmenistan with countries of Central Asia and Azerbaijan, based on strong pillars of centuries-old friendship, cultural generality and spiritual affinity of fraternal people. Showing invariable adherence to these traditions, our independent neutral fatherland under new historical conditions builds up a constructive model of interaction, called to bring out cooperation to a qualitatively new level in political, trade and economic and humanitarian spheres.
In that connection, one should point out that in 2021 in the Avaza national tourist zone the Consultative meeting of heads of states of Central Asia was successfully held and in October of the current year, our country will host the Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic. In the given context, one should underline that the far-sighted initiative of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero Arkadag on inclusion of Azerbaijan in the regional dialogue stimulated to creation of a qualitatively new format of interstate interaction.
At the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic, which was held Cholpon-Ata city (the Kirghiz Republic), President Serdar Berdimuhamedov expressed conviction that the new six-sided mechanism of interstate interaction will promote further rapprochement of our people and countries, the strengthening of brotherly bonds and give additional dynamics and prospect to cooperation with use of increased joint potential.
The head of the state informed that Turkmenistan has prepared and sent to the countries-participants the draft of the agenda of the meeting, which includes five mainstreams. In particular, exchange of opinions on topical regional and international issues of peace, stability and security, the further strengthening of political-diplomatic interaction of countries of Central Asia and the Azerbaijan Republic, the deepening of trade and economic partnership, expansion of cooperation in the energy sphere, development of sustainable transport-logistical corridors, joint efforts on preservation of the environment and adaptation to climate change, rational use of water resources of the rivers Amu Darya and Syr-Darya, coordination of efforts in the sphere of restoration of the Aral sea, development of cultural, educational and scientific communications, expansion of exchange of students and the youth.
Having expressed confidence that, as before, the countries of Central Asia and Azerbaijan will take an interested and responsible approach to the organisation and conduction of such international meetings, the President of Turkmenistan once again expressed his gratitude to all heads of the states for the constructive spirit in cooperation.
On completion of speeches, the signing of the «Cholpon-Ata declaration took place following the results of the informal Consultative meeting of heads of states of Central Asia and the Azerbaijan Republic».
Thus, results of the working visit of President Serdar Berdimuhamedov to the Kirghiz Republic marked a new landmark in the level of relations between states of Central Asia and Azerbaijan and confirmed an active participation of Turkmenistan in development of co-ordinated solution of general issues within the given format.
Today, the permanent neutrality of Turkmenistan is distinctly realised by the world community as an important factor of maintenance of geopolitical balance, security and stability in Central Asia and on the planet as a whole. More than ever on the international scene the authority of the Turkmen state acting with a number of progressive initiatives, taken in the interest of universal peace, well-being and progress is high.
So, at the next meeting of the Government following the results of seven months of year, which was held on August 1, Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on the good news arrived from the headquarters of the United Nations Organization in New York.
As he informed, on July 24 of the current year, during the 106th plenary meeting of the 80th session of the General Assembly of the United Nations, the Resolution «Year of International Law, 2028», proposed by Turkmenistan was unanimously adopted. It has served a clear acknowledgement of full conformity of initiatives put forward by President Serdar Berdimuhamedov to present realities, and a broad support of our country in strengthening law, justice and importance of rights in the international relations.
The Deputy-Chairman of the Cabinet, Minister of Foreign Affairs submitted for consideration of the President of the country a number of the proposals prepared with a view of practical realisation of positions of the Resolution adopted by the General Assembly of the United Nations, proclaiming 2028 as the Year of International Law and explanation of the content of the international initiative of Turkmenistan in this sphere.
As he marked, realisation of the presented proposals are urged to become a powerful contribution to successful implementation of initiatives of the President of Turkmenistan, conventional norms aimed at strengthening principles of international law, increase in the role of the Charter of the United Nations Organization in the international relations and development of culture of peace, trust and mutual understanding.
Having approved the proposals prepared on the Resolution, the head of the state instructed the Deputy-Chairman of the Cabinet, Minister of Foreign Affairs to carry out due work.
- We will also further develop fruitful cooperation with the United Nations, - President Serdar Berdimuhamedov said and warmly congratulated participants of the meeting on adoption of the important Resolution «Year of International Law, 2028».
At the meeting of the Cabinet of Ministers, results of the work for seven months of the year were summed up. Summing up the reports, the head of the state noted the significance of further modernisation of the national legislation, consecutive perfection of activity of economic, financial-bank, trading complexes, spheres of transport and communications, increase in capacities of the fuel and energy complex, construction and industrial sector, agricultural branch, increase in private manufacture.
The special attention was given to realisation of effective activity in the scientific-educational sphere, in the area of public health services and sports. At the same time, am emphasis was made on the necessity of adoption of productive measures for improvement of the quality of teaching and consecutive modernisation of medicine.
President Serdar Berdimuhamedov underlined the importance of organisation of the activity of the sphere of culture according to requirements of the time, the further development of international cooperation in this area, realisation of practical steps to popularise national cultural values in the world and prepare for festive actions and celebrations which will be held before the State tribune on the occasion of the 35th anniversary of independence of our fatherland at high level.
It was with satisfaction stated that in the specified period, the rate of increase of GDP was stably kept at 6,3 percent.
The head of the state especially noticed that in the country, construction of large industrial facilities, new settlements, apartment houses, schools, kindergartens and other constructions proceeds. The President of Turkmenistan also underlined the necessity of effective work to realise the adopted programs with a view of further development of our fatherland.
In the business chronicle of the past seven-day week – the working meeting with participation of the Minister of Agriculture and khyakims of velayats, which the head of the state held on July 27. Its agenda included agro-technical standards, pest control, appropriate preparation for the wheat sowing campaign, timely settlement of accounts between manufacturers of ak bugday and cotton and the service organisations, qualitative fulfilment of civil work at projects according to the National rural redevelopment program and issues connected with the course of seasonal agricultural campaigns, such as care of cotton fields taking into account requirements.
Among events of international significance, one should notice that the past week President Serdar Berdimuhamedov received Minister of Roads and Urban Development of the Islamic Republic of Iran, Minister of Roads and Urban Development of the Islamic Republic of Iran Farzaneh Sadegh Malvajerd and Ms. Odile Renaud-Basso, the head of the European Bank for Reconstruction and Development (EBRD), who was visiting our country.
As was underlined during the meeting of the President of the country with the Minister of Roads and Urban Development of Iran, kind relations between two countries are based on the generality of historical and cultural values originating from the depth of history. Trade and economic relations serve as important links in interstate relations. Iran occupies one of in the leading positions in the foreign trade turnover of Turkmenistan.
The effective and mutually beneficial partnership in fuel and energy and transport-communication sectors, construction and agriculture develops. Contacts between representatives of the private sector grow more actively as well.
In this context, the key role of the Joint intergovernmental commission on economic cooperation in expansion of Turkmen-Iranian interaction was marked.
During the meeting of President Serdar Berdimuhamedov with head of the European Bank for Reconstruction and Development Ms. Odile Renaud-Basso, an invariable interest of the European Bank for Reconstruction and Development in development of cooperation with our country was confirmed.
As was underlined, in the context of the foreign policy activity, Turkmenistan structurally co-operates with the authoritative international organisations, in particular with financial and bank structures.
Having noticed that during the visit of Ms. Odile Renaud-Basso to Ashgabat negotiations on bank, financial, energy spheres, preservation of the environment, rational use of water resources and transport-logistical system of Turkmenistan will take place, President Serdar Berdimuhamedov expressed confidence that they will stimulate to expansion of partnership and will bring out it to a qualitatively new level.
On July 29, on the instructions of President Serdar Berdimuhamedov, the Mejlis of the country received the credentials of the newly appointed Ambassador Extraordinary and Plenipotentiary of the People's Democratic Republic of Algeria to Turkmenistan, Boumediene Guennad.
During the meeting, the Ambassador Extraordinary and Plenipotentiary of the friendly country was acquainted with the structure of the national parliament, adopted measures on all-round perfection of legislative basis of our state, and basic areas of its home and foreign policy.
As was marked, under the far-sighted leadership of President Serdar Berdimuhamedov independent neutral Turkmenistan successfully puts into practice the creative initiatives aimed at expansion of international cooperation, the strengthening of universal peace and stability. In the given context, the interest of our fatherland in promotion of cooperation with foreign states, including with the countries of the African continent was underlined.
Within discussion of this theme, the interested exchange of opinions on the strengthening of prospects and friendship between Turkmenistan and Algeria took place.
In the review, one should notice that on July 31, in the Centre of public organisations of the country the conference «Khalk Maslakhaty of Turkmenistan – a perfect sample of democracy and unity» took place. Organised together with the Khalk Maslakhaty, Mejlis and public organisations, the event was devoted to preparation for a representative forum – an important political event in the life of our fatherland, proceeding from the valuable advice and goals on conduction of the meeting of the Khalk Maslakhaty of Turkmenistan at high level, put by Hero-Arkadag, Arkadagly Hero Serdar.
Inclusion of the Khalk Maslakhaty in the structure of the government of Turkmenistan thanks to efforts of Hero-Arkadag clearly attested to demonstration of the fact that this body serves as a national model of governing of the country and democracy. Having turned into one of effective structures of civil society, the Khalk Maslakhaty during the new historical epoch has strengthened the positions as the main political body brightly expressing unity of the state and people, coherence of the purposes and generality of sights in ways of development.
It was noticed that the historical meeting of the Khalk Maslakhaty of Turkmenistan, which will take place on September 23, 2026 in the Palace «Maslahat köşgi» in Ashgabat city, will serve as a triumph of state independence, unity, coherence and an important event in the life of the country.
In this connection, speakers assured that guided by the valuable advice of Hero-Arkadag and the adopted decisions of Arkadagly Hero Serdar on conduction of the meeting of the Khalk Maslakhaty of Turkmenistan, will use their best efforts for the organisation of the national forum at high level.
Among the landmark events of the past week – the meeting of National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag with young people - participants of the Group of national horse games «Galkynyş». Hero-Arkadag blessed them for successful performances at forthcoming international competitions.
According to the Resolution, signed by President Serdar Berdimuhamedov, the Organizational state committee on preparation for the events connected with participation of the high level delegation of our country in the World championship in equestrian sport and beauty contest of Akhal-teke horses in the Kingdom of the Netherlands was created. Hero-Arkadag holds a large-scale activity developed in the given area under constant control. Key reference points in preparation for the international actions are valuable recommendations of the National Leader of the Turkmen people on corresponding issues.
Efforts of Hero-Arkadag on development of national horse breeding and equestrian sport, and an exemplary model, wise manuals and councils of the National Leader of the Turkmen people, concerning references with racers, inspire our young compatriots into achievement of great victories. The care of the youth – a pledge of the bright future of our independent neutral fatherland. During the meeting, Hero-Arkadag, speaking of the significance of the book by Arkadagly Hero Serdar «Youth - the support of the Motherland », realisation of the youth policy, emphasised that in our state for younger generation all conditions are created.
At the same time, Hero-Arkadag wished that members of the Group of national horse games «Galkynyş» amazed the whole world with new performances in the international events and execution of difficult tricks.
Having expressed deep gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for possibilities created at the state level and shown fatherly care, members of the Group assured that with honour they would justify their trust and achieve new victories at forthcoming international competitions and by that will bring a worthy contribution to international recognition and augmentation of Akhal-teke horses.
One should point out that, according to the instruction of the President of Turkmenistan, the vice-president of Organizational state committee, Deputy-Chairman of the Cabinet T.Atahallyev together with committee-men with a view of high level preparation for the international actions made a working visit to Kronenberg city of the Kingdom of the Netherlands.
The special attention was given to the issues connected with a choice of the venue of corresponding action and its registration in national style, the organisation of meetings with local horse breeders and the international experts who conduct scientific researches in the given direction. As was marked, on this platform according to modern standards, elements of design of international competitions will be placed, the places of arrangements of corresponding inscriptions were defined.
It is another acknowledgement of the all-round efforts undertaken by the state for organised action of Turkmen teams, participating in the World championship in equestrian sport and beauty contest among Akhal-teke horses.
Thus, events of the past week have confirmed again the foresight of the strategy of President Serdar Berdimuhamedov in achieving goals of the state policy aimed at development of fruitful international cooperation, prosperity, general well-being of our fatherland.
