From 26 September to 1 October 2026, the Fifteenth United Nations Congress on Crime Prevention and Criminal Justice was held in Abu Dhabi. The Congress, convened once every five years, brought together representatives from dozens of countries around the world, including ministers of justice and interior. Turkmenistan was represented by a delegation headed by the Deputy Prosecutor General of Turkmenistan. About this reports MFA of Turkmenistan.  

Speaking during the high-level segment, the head of the Turkmen delegation expressed appreciation to the United Nations Office on Drugs and Crime (UNODC) and the Emirati side for organizing the Congress, noting that the national policy of Turkmenistan is based on the rule of law and the prioritization of crime prevention. It was emphasized that the Prosecutor General’s Office of Turkmenistan serves as the central authority for combating human trafficking and corruption, as well as for international legal assistance in criminal matters. The National Action Plans of Turkmenistan on Combating Human Trafficking and Corruption for 2025–2029, approved by the President of Turkmenistan, were presented.

Particular attention was paid to the modernization of criminal legislation and combating crime in the digital environment. The head of the delegation reaffirmed Turkmenistan’s commitment to the UN conventions against transnational organized crime and corruption, and noted close cooperation with UNODC and the Eurasian Group (EAG).

The main outcome of the Congress was the adoption of the Abu Dhabi Declaration, which sets out priorities for international cooperation in the field of crime prevention and criminal justice for the next five years. The document covers combating organized crime and cybercrime, the responsible use of artificial intelligence, protection of victims, asset recovery and the fight against corruption. The “Pledge4Justice” initiative was launched to support its implementation.
