The agenda of the session included the objectives of social and economic development of the country and large-scale reformation programmes in the regions. Seasonal agricultural works and preparation to the events on occasion of Kurban Bayramy and Turkmenistan Independence Day have been also discussed.
First, the Head of the State called Hyakim of Ashgabat Sh. Durdiliyev who reported on the situation in the capital, measures for its urban planning organizational work on new academic year and celebration of Kurban Bayramy. It was also reported about the preparation to winter season, condition of heating systems of schools, kindergartens and living houses. Information on the facilities under construction, which are planned to be opened on occasion of the Independence Day and on events timed to that date, has also been presented.
The Hyakim also reported on the fulfilment of the assignments given by the Head of the State on handing over living houses of the Olympic village under the authority of the ministries and departments.
Having listened to the report, the President signed the Resolution on devolution of living houses of the Olympic village under authority of the ministries and departments. Having focused that all necessary conditions have to be made for people moving to new houses, the President of Turkmenistan ordered to make shopping centre out of two-storey building, which used to the café – central catering facility for the sportsmen during 2017 Asian Games. It would be logical to name new shopping centre “Beden Sagdynlygy”. The Head of the State noted the appropriateness to make grocery store on the ground floor and household consumer goods shop on the first floor. In addition, the Hyakim was ordered to make relative work on provision of the population with car parking.
Addressing the Head of the capital administration, President Gurbanguly Berdimuhamedov requested to hold the urban planning of the main city of the country under permanent control and to increase the rates of works on modernization of road and transport infrastructure.
The Head of the State also gave instructions on high-level organization of coming celebration events, having mentioned the importance of the protection and enrichment of spiritual and cultural traditions and values of Turkmen nation.
At the same time, the Head of the State requested to make all necessary works for the beginning of new academic year and winter season.
Next, Hyakim of Ahal Velayat was called, who reported on the situation in the region, integrated measures for the start of seasonal agricultural campaigns – the cotton harvesting and winter crops sowing.
The Hyakim also informed on coming new academic year, readiness of educational facilities to winter season. The attention in the report has also been paid to the organization of Kurban Bayramy celebration events and opening of new facilities in the region timed to the Independence Day.
Having focused on the solution of the objectives of agricultural industry of the region, President Gurbanguly Berdimuhamedov highlighted the necessity of timely measures on quality care of the cotton, provision of uninterrupted work of reception and ginning facilities, equipment and transport during harvesting.
The Head of the State ordered to prepare properly to the wheat sowing, having focused on the necessity of compliance with agrotechnical requirements on ploughing and planning of the fields, preparation of seeding material for this campaign.
Having expressed the interest in the situation on construction sites, the President of Turkmenistan ordered to control the quality of works at the facilities and their timely commissioning. The necessity of the provision of high-level organization of Kurban Bayramy events as well as new educational year has been noted.
The President requested to prepare to winter season in advance and to provide proper operational condition of heating systems in schools, kindergartens and living houses.
After, Hyakim of Balkan Velayat Ya. Gylyjov reported on the activities in the region for organization of seasonal agricultural campaigns, in particular the wheat sowing and cultivation of winter beetroot. In addition, the Hyakim informed about the preparation to new academic year, works for repair of heating systems in pre-school and educational facilities and living houses.
It was also reported about the measures for organization of Kurban Bayramy celebration as well as on preparation of the events on occasion of the Independence Day as well as about new facilities planned to be put into operation on occasion of this remarkable date.
Having listened to the report, the head of the State noted the necessity of the provision of full readiness of the fields, machines and specialized equipment, quality seeding material for the wheat sowing to receive good yield in the future. The President of Turkmenistan focused on the importance of efficient care of the fields under the beetroot in set agrotechnical period, having given certain instructions to the Hyakim on this account.
The President noted the necessity to hold the issues related to the celebration of coming remarkable dates, organization of the events on occasion of the start of new school year under strict control.
Video conference session was continued by the report of the Hyakim of Dashoguz Velayat M. Bayramguliyev who reported on the situation in the region, measures for organization of coming cotton harvest season, readiness of harvesters and transport, reception and ginning facilities as well as current care of the cotton. It was also informed on the works at the rice fields according to agrotechnical requirements.
The Hyakim informed the President about the preparation to new educational year and measures taken in advance for winter season. The information about the events timed to Kurban Bayramy as well as new facilities planned to be opened on occasion of the coming anniversary of the country’s independence.
Having listened to the report, the Head of Turkmenistan addressed the Hyakim with the number of assignments for preparation to the cotton harvest, having noted that the issues of provision with necessary harvesting and transport equipment have to be under permanent attention. The President of Turkmenistan gave orders on the compliance with agrotechnical standards and periods for the care of the rice fields.
The President made requests on organized events planned on occasion of new educational year.
Having highlighted the importance of timely and qualitative construction of the facilities, President Gurbanguly Berdimuhamedov focused on the facilities, which are planned to be put into operation on occasion of the Independence Day. In this context, the Hyakim was addressed with the orders on organization of the events in honour of this remarkable date.
The Head of the State also requested to provide proper preparation to winter season, having paid special attention to the provision of uninterrupted heat supply of social facilities and to hold these subjects under control.
After, the President called Hyakim of Lebap Velayat T. Atahalliyev who reported on the subjects of the agenda, measures for further steadfast social and economic development of the region, situation in agricultural complex, preparation to the celebration of coming remarkable events and the start of new school year.
Having highlighted the importance of the objectives of agricultural sector of the region, the President requested to take proper measures for the improvement of its profitability, creation of all conditions for productive work of the farmers as well as for integrated preparation to the cotton harvest in order to collect all cotton from the fields in optimum period.
President Gurbanguly Berdimuhamedov gave necessary instructions on coordinated organization of coming wheat sowing. The significance of rice as an important grain crop, the necessity of the measures for the care of the rice fields in set agricultural period in order to provide the harvest in planned volumes were also highlighted.
The Head of the State ordered to hold under permanent control the objectives of the organization of the events in the region timed to coming celebration dates and preparation to winter season.
After, Hyakim of Mary Velayat D. Annaberdiyev reported on the situation in the region, measures for the increment of the rates of current agricultural works as well as on the preparation to the cotton harvest and the wheat sowing and care of winter beetroot.
Information about planned activities on occasion of Kurban Bayramy and other remarkable events as well as the start of new educational year has been presented. It was also informed on the preparation to winter season, provision of timely opening of new facilities planned to be put into operation on occasion of the Independence Day of the country.
The Head of the State requested to establish efficient cooperation of all structural division of agricultural complex in the region during important seasonal agricultural campaigns and provide high level of preparation to the cotton harvest and the wheat sowing according to agrotechnical standards and full involvement of necessary equipment and transport.
President Gurbanguly Berdimuhamedov noted that it is necessary to hold the issues of the readiness of heating systems to winter season under unremitting control in the velayat and in the country in general, having provided their uninterrupted operation, timely maintenance of the facilities of social infrastructure.
Having highlighted the necessity of high-level organization of coming celebration events, the Head of the State focused on the provision of the construction of the facilities under planned schedule, which are to be opened on occasion of the Independence Day of Turkmenistan and gave the number of specific instructions to the Hyakim.
After, the Head of the State called Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev. The vice-premier reported on seasonal field works in the country including the preparation to the cotton harvest season and winter crops sowing.
Activities for care of the cotton crops including inter-row cultivation, nitrogen fertilizer feeding, prevention of diseases of the plants and pest control have been organized in all region.
Having listened to the report, the Head of the State addressed the Vice-premier with the number of assignments on organization of agricultural works and their strict compliance with agrotechnical requirements, having noted that the provision of the cotton harvest campaign and winter crops sowing with necessary equipment and resources has to be under control.
In the end of the session, President Gurbanguly Berdimuhamedov highlighted the importance of set objectives for social and economic development of the regions and the capital, quality agricultural campaigns and organized preparation to Kurban Bayramy and the anniversary of Turkmenistan independence as well as to new educational year. The Head of the State wished great success in work to all participants of the session.
