Early in the morning, the Head of the State came to the place of the session where he received report of Secretary of the State Security Council, Minister of National Security Ya. Berdiyev on the readiness for the session.
The President looked around the samples of new combat equipment, having highlighted the state would continue taking necessary measures for improvement of equipment and facilities base of military and law enforcement structures.
Having opened the session, the Supreme Commander of the country gave floor to Secretary of the State Security Council Ya. Berdiyev who reported on the work of the structure under his command for nine months of the year and integrated measures for support of stable social and political climate in Turkmenistan.
Having focused on the main aspects of Military Doctrine, the Head of the State highlighted that military and law enforcement agencies have to take practical measures for successful fulfilment of responsible objectives. Timely implementation of the plans of development and improvement of activity of the Armed Forces of the country according to time demand have been outlined among perspective directions of work. In this context, President Gurbanguly Berdimuhamedov ordered to improve combat training and professional level of military personnel of all divisions of security forces.
Minister of Interior I. Mulikov reported on the outcomes of work for January – September and on the measures taken under the month of traffic safety. Information about activity for prevention of road traffic accidents and provision of fire safety in all regions of the country was given.
Having noted the importance of coordinated activities of all structural divisions of the Ministry, Turkmen leader ordered to pay utmost attention to proper organization of work of fire department. Ensuring the compliance to traffic regulations is one of the main objectives of the Ministry, the President highlighted.
Defence Minister B. Gundogdiyev reported on the outcomes of work of the structure for three quarters of the year, fulfilment of the assignments for improvement of defence capabilities of the country and professionalism of military personnel given by the Supreme Commander of the Armed Forces.
The Head of the State highlighted that improvement of activity of the Ministry is the main vector of the reforms in military sphere. At the same time, special attention has to be paid to modernization of equipment and facilities base of all armed forces, Turkmen leader continued, having ordered to take integrated measures for support of combat readiness and improvement of personnel potential of National Army.
Chairman of the Supreme Court G. Halliyev reported about activity for proper organization of judicial procedures as well as for training of qualified specialists of the department for designated period.
Summing up the report, President Gurbanguly Berdimuhamedov noted that measures in this direction have to develop efficient existing judicial system, which main objective is to protect the rights and legal interests of Turkmenistan citizens. In this regard, the President addressed the Head of the Supreme Court with number of specific orders.
Prosecutor General B. Atdayev reported on work of the structure under his supervision from the beginning of the year and fulfilment of the assignments of the Head of the State.
Having highlighted the necessity to continue the improvement of activity of this authority, the Supreme Commander of the Armed Forces of the country ordered to hold under control the compliance of the legislation.
Head of the State Border Guard Service Sh. Durdiyev reported on the situation at the state border of Turkmenistan as well as on the results of work of the department for 9 months of 2018 and conditions made for service of the Motherland defenders.
Provision of integrity of the borders of the country is one of the main requirements, President Gurbanguly Berdimuhamedov highlighted, having ordered to carry out the work for improvement of physical and combat training of military personnel on proper level.
Chairman of the State Custom Service A. Osmanov reported on the outcomes of work for the period under review as well as on fulfilment of the assignments given by the President of Turkmenistan on improvement of activity of the department.
Having listened to the report, the Head of the State made special mention of the importance of introduction of advanced international practice and modern technologies. It is necessary to pay special attention to the movement of goods and transport across the custom border of Turkmenistan, the Head of the State highlighted, having ordered to hold under permanent control all relevant procedures.
Minister of JJustice B. Muhammedov reported on the outcomes of activity for nine months as well as on the measures taken for development of existing legal base, proposals on amendments and addendums of legal acts.
President Gurbanguly Berdimuhamedov noted that legislation support of progressive reforms in the country is one of priority objectives of the ministry. Improvement of legal education of the population is among topical direction of the activity of this structure, the Leader of the Nation noted, having addressed the Head of the departments with number of orders.
Chairman of the State Migration Service M. Gurdov reported on the work for solution set objectives for the period under review.
Summing up the report, the Supreme Commander of the Armed Forces of the country focused the attention of the Head of the Service on priority objectives of this structure. Taking into account growing number of foreign citizens coming to Turkmenistan, the President highlighted pristine fulfilment of the duties and systematic improvement of activity of the Service among the main requirements.
Director of the State Service for Combating Economic Crimes M. Hudaykuliyev reported on the outcomes of work of the structure under his supervision for January – September this year, implementation of anti-corruption programme and fulfilment of the assignments of the President of Turkmenistan.
The main objective of the strategy in this sphere lays in development and practical implementation of steadfast measures for elimination of the causes that generate this negative occurrence, the Head of the State noted, having addressed the Head of the Service with number of particular assignments.
Other subjects, on which relevant decisions were taken, have been reviewed at the session of the State Security Council.
At the end of the session, President of Turkmenistan, Supreme Commander of the Armed Forces of the country Army General Gurbanguly Berdimuhamedov wished success in work to all participants and left the place of event.
