Session of the Cabinet of Ministers of Turkmenistan takes place

President Gurbanguly Berdimuhamedov held regular session of the Cabinet of Ministers where implementation of national programmes of social and economic development and other topical issues of the state life have been reviewed.

Having announced the agenda, the President gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the work for Joint Action Plan of the Government of Turkmenistan and the UNDP on development of Voluntary National Review of the achievement of the Sustainable Development Goals in the country.

According to the activities of the Plan, it is stimulated to establish the platform of actions between the Ministry of Finances and Economy of Turkmenistan and the UNDP, which are the coordinating structures of SDGs. Relative draft document has been developed in the context of fulfilment of the objectives on implementation of the SDGs. It planned to complete this project until 31 December 2020.

Summing up the report, the Head of the State noted that Turkmenistan was one of the first countries to adapt the SDGs on national level and carries out this work on integrated basis. Basic criteria and indicators of the Goals are applied at the development and fulfilment of the state transformation of long-term programmes and strategies, which are to provide steadfast social and economic development of the country and high level of life of people.

Current positive experience of our country raise great interest of the world community. Having joined important Convention and documents of the UN, neutral Turkmenistan invariably follows undertaken obligations.

Having requested to continue steadfast work in this direction including the formation of necessary base for efficient implementation of the SDGs, the Head of the State highlighted that taking active participation in total efforts for the achievement of the Sustainable Development Goals declared by the UN, our state make significant contribution to the improvement of fruitful cooperation for peace and progress in global scale.

Deputy Chairman of the Cabinet of Ministers M. Meredov reported on the situation in different sectors of fuel and energy complex, work for strengthening of equipment and facilities base of the industry and measures for improvement of the activity of the structures under his supervision.

Having listened to the report, the President focused on the main aspects of the implementation of energy strategy of Turkmenistan and addressed the Vice-premier with the assignments on modernization and diversification of oil and gas industry and strengthening of the export potential of the branch.

Deputy Chairman of the Cabinet of Ministers K. Durdymyradov reported on the situation in the branches of the sphere under his supervision, measures for the improvement of production potential of industrial facilities. Information about the work in textile industry was presented within the report.

In this context, the President highlighted the importance of innovative development of textile branch under integrated industrialization of the country. This sector of national economy has huge economic potential and is one of the key directions of national processing industry, the Head of the State said focusing on the decision on rapid transition of textile industry to full processing of all cotton fibre produced in the country.

The importance of cooperation in the implementation of big investment projects with leading foreign companies, which are experienced in advanced industrial technologies, has also been noted.

Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the work in the sphere under his supervision, in particular at combined cycle power station operating at the territory of Mary State Power Station.

The Vice-premier informed that it is not only the gas but also the steam, which are used as a fuel for production of the electricity at the power station provided with high technology equipment. Power output of the station is 1,574 MWt. It has four 263.25 MWt gas turbines as well as two 260.5 MWt steam turbines from General Electrics. Combination of two types of units provides the production of additional energy. The power station is completely automated, which provides efficient control of all technological process from control room.

In this regard, the Head of the State highlighted the importance of bringing the power plant to full operational capacity, which would provide stable provision of growing local demands in electricity as well as increasing the export y existing and new routes.

It was highlighted that diversification of energy routes and creation of new multi optional infrastructure are the priorities in the implementation of energy cooperation. Having highlighted that at present moment, uninterrupted and guaranteed access to the sources of energy received the world importance, the Head of the State noted that constructive initiatives of our country for provision of global energy security are aimed at the achievement of this goal.

President Gurbanguly Berdimuhamedov also highlighted that use of the latest energy saving and environmentally friendly technologies is one of the main objectives during implementation of profile projects and addressed the Vice-premier with specific assignments on this account.

thereafter, Deputy Chairman of the Cabinet of Ministers D. Amangeldiyev reported on the measures for construction of apartment buildings, school and shopping centre in Ashgabat. The Vice-premier presented the projects, drawing and models of living estates in Mir 7 micro district as well as along H. Yasavi Street to the Head of the State.

Having listened to the report, the President requested the Vice-premier to hold under permanent control the implementation of large-scale urban construction programme in Ashgabat, fulfilment of the plan of construction of social and living facilities in the cities and villages of the country, uninterrupted operation of urban engineering and technical systems and to provide coordinated work of municipal services.

Having studied the projects, President Gurbanguly Berdimuhamedov made number of specific recommendations and gave instructions on construction of living facilities, planning of adjoining territories and integrated approach to the solution of relative issues to the Vice-premier.

Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov reported on the situation in trade, economic complex and entrepreneurship sphere and on the measures for increment of production capacities in import substitution sector.

In particular, it was informed that representatives of the Union of Industrialists and Entrepreneurs carry out the construction of the facilities for production of vegetable oils. For example, «Gündogar akymy» and «Kämilligiň gözbaşy» business entities build the plants for production of environmentally friendly sunflower oil. In combination, these facilities will produce 24,000 tons of this product per year. Opening of the industrial facilities is planned in the next year.

It is also planned to expand cultivated areas for sunflower and to sew 5,000 hectares of land with this agricultural crop under integrated programme of increment of the agricultural production .

Summing up the report, President Gurbanguly Berdimuhamedov mentioned the importance of rapid construction of import substitutive facilities for production of high quality and competitive goods in the country. Special attention has to be paid to the provision of food security in this direction, which support the achievement of the Sustainable Development Goals, Turkmen leader highlighted.

Having approved the proposal on production of sunflower oil in Turkmenistan taking into account natural and climate conditions of our country and advanced developments in agrarian sector, the Head of the State focused on the importance of selection of the most acceptable species of this crop.

Deputy Chairman of the Cabinet of Ministers M. Chakiyev who is in charge of transport and communication sphere, reported on the preparation to International Transport Conference planned to be held in Avaza National tourist zone on November 28.

It was informed that participation of the specialists from many countries including the representatives of transport companies, profile ministries and departments, international organizations and mass media is expected in the work of the forum.

Work of the sections “The Role of Interstate Cooperation in Activation of Transit and Transport Corridors”, “Role of Logistic Companies in Development of Transit and Transport Corridors”, “Infrastructure and Transport Capabilities” and “Multimodal Transportation and Turnover” is planned together with plenary sessions. In addition, the exhibition will be organized.

Having listened to the report, President Gurbanguly Berdimuhamedov highlighted that Turkmenistan makes deserving contribution to the development of the cooperation in transport sphere on global level. Being the supporter of bilateral and multilateral cooperation, our country regularly raises the subject that are very important for current and future generation on different levels.

Having signed relative Resolution on conduct of the forum, which is to demonstrate the potential of national transport system and to be the open ground for discussion of topical subjects of the cooperation in this sphere, the Head of the State ordered the Vice-premier to provide high organizational level of the conference.

Thereafter, the floor was given to Deputy Chairman of the Cabinet of Ministers B. Abdiyeva who reported on the work for improvement of national tourism industry.

At present, the State Committee for Tourism supervises seven government and 16 private tourist agencies, which activity is aimed at the introduction of national values and tourism capabilities of the country to Turkmenistan citizens and foreign guests.

2018, which is held under slogan “Turkmenistan – the Heart of the Great Silk Road” gave an opportunity to take a new look at historical and cultural heritage of Turkmen nation and to activate the work for development of local and foreign tourism.

Internet resources especially the websites of the State Committee for Tourism, government and private travel agencies are widely used for the popularization of tourist capabilities of our country abroad and development of the tourism. The work in this direction is carried out together with National Department of Turkmenistan for Protection, Study and Restoration of Historical and Cultural Monuments.

Presentation of our state at big international exhibitions, conferences, seminars, sessions of intergovernmental committees on economic cooperation, which provide the business part with meetings and talks together with visual and presentation component, is one efficient forms of activity for promotion of national tourism services in foreign markets. Negotiations on bilateral cooperation in these spheres were held this year with the heads of big tourist companies of China, Japan, Germany and Spain.

Together with renewal of the content of tourist routes, the work on improvement of service culture is continued in the branch. At present, the training courses for tourist guides, who will receive international certificates upon the completion, are held with the participation of the specialists of the United Nations Educational, Scientific and Cultural Organization (UNESCO) and the World Federation of Tourist Guide Associations (WFTGA).

Talks between the State Committee for Tourism and the Eastern and Central Asia Department of Japanese International Cooperation Agency on activation of the relations between tourist industries of two countries took place in Ashgabat of November 15 in Ashgabat under the 17thMinisterial Conference of the CAREC. Japanese side proposed to continue the courses held under the cooperation in Central Asia + Japan programme, having paid special attention to the tourism as well as to organize the meeting of the representatives of tourism agencies in their country.

It is planned to continue the work on gradual expansion of the routes for internal and entrance tourism stipulating the development of individual tourism. Organizational work for inclusion of digital tourism to the Programme of country development in 2019 – 2025 is carried out according to the request of the President.

Having listened to the report, President Gurbanguly Berdimuhamedov focused on the improvement of national tourism sphere taking into account the innovations in this sphere. It was highlighted that creation of modern tourism infrastructure is one of the main directions of development of international cooperation, attraction of innovative technologies and integrated modernization of national economy. This industry is thought to be one of the most profitable in the world, Turkmen leader said, having noted that together with unique historical monuments and cultural facilities, our country has wide recreational capabilities, which are necessary to be used in full scale. Special attention has to be paid to the popularization of the Silk Road, organization of tours to unique monuments located in the territory of our country along the route of this ancient caravan road.

In this context, the President requested to analyse the work in tourism sphere again, having paid special attention to the training of profile specialists and managers. The Head of the State highlighted the necessity of work both based on the cooperation with foreign tourist companies and on wide use of the capabilities of international forums for demonstration of the tourism potential of Turkmenistan and exchange of practice.

After, the report on current activity in educational, science and, health protection and sport sphere, measures for improvement of equipment and facilities base of the spheres, construction of new schools and kindergartens was presented by Deputy Chairman of the Cabinet of Ministers P. Agamyradov.

Summing up the report, President Gurbanguly Berdimuhamedov highlighted the necessity of integrated solution of the objectives of the development of educational, science, health protection, sport and archiving spheres.

Focusing on the aspects of the improvement of the system of educational institutions, upbringing of physically fit and educated young generation of Turkmenistan citizens, the Head of the State highlighted the importance to take into account the physical proximity of the facilities to living estates during the construction of secondary schools and pre-school facilities.

Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on seasonal field works and reforms in agriculture.

Summing up the report, President Gurbanguly Berdimuhamedov addressed the Vice-premier with number of specific assignments related to the growth of agricultural production volumes including by improvement of production of agricultural crops.

At the same time, the importance of activation of agrarian reforms, wide introduction of new forms of management, attraction of private sector to agricultural production and comprehensive support of the entrepreneurship has been highlighted.

The Head of the State ordered to increase the attention of the managers of the sphere to the completion of cotton harvest campaign, provision of proper care of the winter crops and preparation to coming sowing campaign.

Chairperson of the Mejlis G. Mammedova informed on the activity of National Parliament. At present, the preparation to planned regular session of the Mejlis is carried out. It was mentioned that the work for development of international cooperation including inter-Parliamentary dialog is carried out for study and introduction of advanced practices in national law enforcement practice.

Having listened to the information, the President noted the importance of dynamic legislation activity of National Parliament subjected to practical interests of the society and aimed at successful realization of socially oriented Government course.

The Head of the State highlighted that the main objectives of the deputies is to represent the interests of the population and make positive influence on the situation at sites asserting the sanctity of legal human rights.

Number of other important subjects, on which relevant decisions were made, has also been reviewed at the session of the Cabinet of Ministers.
