First, Secretary of the State Security Council, Minister of National Security Ya. Berdiyev reported on the situation in his organization, practical measures for provision of law and order in the country in the context of the objectives outlined in the Military Doctrine. The information about the work for solution of social protection of military personnel has been presented.
Having listened to the report, the President highlighted special importance of stability and order in the society. Having noted that it is necessary to hold under control the creation of proper social, living and working conditions in this service as well as in all military and law enforcement agencies, the Head of the State gave specific assignments.
The Supreme Commander of the Armed Forces addressed the Secretary of the State Security Council with number of orders related to the protection of the interests of the country, which are an integral condition of successful implementation of the programmes of Turkmenistan development.
After, Minister of Interior I. Mulikov reported on the work performed by the departments of the Ministry in the first quarter as well as on fulfilment of the assignments for prevention of road and transport accident and compliance with fire safety rules.
Summing up the report, the President highlighted the importance of new methods in the activity of the Ministry of Interior. Propaganda of the principles of healthy life style as well as the activities aimed at the reduction of accidents on the roads, provision of fire safety mode were outlined among the main vectors of work. Having noted the necessity of strict control of timely fulfilment of the State Programme of combating against economic crimes, the Supreme Commander of the Armed Forces addressed the Minister with number of orders.
Having focused on the issues of proper regulation of transport traffic in the capital and regions, the President highlighted that traffic safety on the roads is the main time requirement. The Head of the State noted that special vehicles have been given for provision of passenger transportation, however the facts of illegal provision of this service by the drivers without relative license have been fund out.
Having no right to do such activity, they violate traffic safety rules, which leads road accident and emergency situation, the Head of turkmenistan continued, having expressed discontent with the level of work carried out by the Ministry of Interior in this direction. Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov reprimanded Minister of Interior for unsatisfactory performance of his duties and shortfalls admitted in his work and gave last warning to correct admitted shortcomings as soon as possible.
Minister of defence B. Gundogdiyev reported on the results of activity for three months of the year in the context of the assignments of the Head of the state on strengthening of defensive capability of the country, creation of proper conditions for service of the Motherland defenders and their proper living.
The report about the fulfilment of the provisions of the Order of the Supreme Commander of the Armed Forces on discharge military personnel from the Armed Forces and other military divisions and on regular enrolment of the citizens of the country to military services has been presented.
Having focused on the utmost objectives of the Military Doctrine, which has defensive character, the Head of the State noted that it is necessary to take integrated measures for further improvement of National Army. Improvement of qualification of officers, organization of tactical drills and activities for military and patriotic education are priority directions of the Ministry, the Head of the State continued, having ordered the Minister to hold under control the provision of military discipline in the structural division under his command.
Chairman of the Supreme Court G. Halliyev reported on the work for improvement of judicial system for the period under review.
Having listened to the report, the Supreme Commander of the Armed Forces noted that activity of judicial authorities has to be based on perspective objectives under socially oriented policy of Turkmenistan.
Having pointed out the necessity of further improvement of judicial system and strict control of the compliance with the law of the verdicts made by the courts, the Head of the State ordered the Head of the Supreme Court with relative assignments.
Prosecutor General B. Atdayev reported on the activity of his department for three months f 2019 and measures for control of strict compliance of the country’s laws.
Having focused on the provision of the supremacy of the law, protection of constitutional rights and freedoms of people and citizens as well as interests of society and state, the President noted that personnel of this department has to solve set objectives perfectly and honestly.
At the same time, special emphasis has been laid upon the necessity of responsible approach to the inspection in different branches of national economy.
After, the Head of the State Border Guard Service Sh. Durdiyev reported on the activity of his structure for January – March this year on protection of land sea borders of the country. the information on construction of new and overall reconstruction of existing facilities of border outposts has also been presented within the report.
Summing up the report, the Supreme Commander of the armed Forces ordered to improve theoretical and combat training of the personnel of Border Guard Service and to enhance the conditions for productive service, proper living and rest of the soldiers.
The President continued that provision of border outposts with latest technical equipment is very important in efficient organization of work of border guard divisions. In this context, the Head of the Service was requested to approach the solution of the issues related to the improvement of the activity of the divisions under his command with full responsibility.
After, Chairman of the State Customs Service A. Osmanov reported on the outcomes of work of his department for the first quarter of the year and on the course of technical rearmament of structural divisions.
The role of Turkmenistan as an important hub of transport and transit corridors of Eurasian continent is growing, the Supreme Commander of the Armed Forces Gurbanguly Berdimuhamedov noted. It was highlighted that this factor requires big responsibility and efficient use of advance equipment, which is available at the customs checkpoints, from the personnel of the Service.
It is necessary to hold under control the improvement of professional training of the personnel and to select them more thoroughly, the Head of the State said, having addressed the Head of the Service with number of orders.
In the last years, our country becomes the centre of international events, which results in the growth of number of foreign partners every year. In this regard, the importance of integrated measures for implementation of the objectives given to the State Customs Service has been highlighted.
Minister of Justice B. Muhammedov reported on the outcomes of analysis of existing legislation and preparation of proposals for improvement of regulatory and legal acts.
Having listened to the report, the President highlighted that all laws have to meet modern demands and universal standards of international law. Synthesis of positive world practice and fundamental principles of national legislation are important components of legal reform, Turkmen leader noted.
Chairman of the State Migration Service M. Gurdov reported on practical measures taken from the beginning of the year for regulation of the entry of foreign guests to the country.
Activity of all departments of the Service has to be aimed at the provision of strict registration of foreign citizens coming to the country on business and tourism, the Supreme Commanded of the Armed Forces said. Having focused on number of current objectives of the Service, the President ordered to provide the conditions for migration procedures meeting international standards.
Summing up the outcomes of work carried out by security forces in January – March 2019, the Supreme Commander of the Armed Forces of the country pointed out the importance of coordinated activity of military and law enforcement structures.
Our state would always pay attention to further strengthening of equipment and facility base of security forces, the President highlighted.
Number of other subjects, on which relative decisions were made, has been reviewed at the session of the State Security Council. In the end of the session, President, Supreme Commander of the Armed Forces of the country Gurbanguly Berdimuhamedov wished the participants strong health and success in service.
