Order of formation of representative chamber of the People’s Council proposed

Structures of the People’s Council as a representative chamber of National Council, which composition is 56 people, has been reviewed at the session of the Constitution Commission of Turkmenistan.

“It is necessary to point out in the Main Law that equal number, namely eight people, are elected from each velayat and Ashgabat to the People’s Council by secret voting at relative sessions of the People’s Councils of the velayats and Ashgabat for provision of interests of the state and society”, - President Gurbanguly Berdimuhamedov said. From his side, the President of Turkmenistan will appoint eight people from the citizens with rich life experience who are respected and have special merits in the government and social activity to this structure.

Such formation of the structures of the People’s Council will support expansion of authorities and improvement of prestige of the People’s Councils of the velayats and Ashgabat, strengthening of their role in Turkmen society as powerful local representative authorities, which are entitled to form the structure of the People’s Council.

It is also proposed to mention in the Draft Constitution that citizen of Turkmenistan who is more than 30 years old, having high education and permanently living in the country for the last 10 years can be elected and appointed as the member of the People’s Council for 5 year period.

Regarding the Mejlis of Turkmenistan, the old constitutional standards on number of deputies and their office period (5 years) remain the same.

At the same time, it is proposed to make amendments in the Main Law on non-admission of election of the same person to both chambers of National Parliament.
