During the session, the issues of social and economic development of the country, realization of fundamental reforms in agricultural complex, construction of the facilities that are planned to be opened on occasion of the glorious anniversary of the Motherland’s independence have been reviewed.
In the beginning of the session, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev has reported on the fulfilment of assignments given by the Leader of the Nation during his working trip around the capital and inspection of the situation at construction sites of profile facilities built at the work order of International Turkmen Shepherd Dog Association.
During the report, the Vice-premier has presented the samples of the medal, which together with title «Ýylyň türkmen edermen alabaýy» would be awarded to the winner of Turkmen shepherd dog beauty contest, to head of the State Gurbanguly Berdimuhamedov for review.
The medal is made in octagon shape; it is surrounded by words «Ýylyň türkmen edermen alabaýy» on the top and “Year 2021” on the bottom. Picture of Turkmen shepherd dog is placed in the center of the medal.
There is a sign «Halkara türkmen alabaý itleri аssosiasiýasy» and head of Turkmen shepherd dog on the background of the globe – the symbol of the Association on the back side of the medal. The medal is worn on alaja, a traditional braided cord.
The information about work carried out on projects of the exhibition ground of the complex and place of jury tribune according to the instruction of the Head of the State has also been presented.
Having listened to the report, President Gurbanguly Berdimuhamedov has noted that Turkmen shepherd dogs are the heritage of Turkmen nation and occupies an important place in peoples’ life.
Therefore, it is necessary to prepare to the event, which would be held in occasion of Turkmen Shepherd Dog Day, thoroughly, the Head of the State highlighted, having given relative instructions to the Vice-premier for organization of remarkable event on high level.
Having looked through presented projects, the leader of the nation made corrections and remarks regarding to the ground for Turkmen shepherd dog beauty contest.
Having approved the project of the medal, which would be awarded to the winner of «Ýylyň türkmen edermen alabaýy» title, the leader of the nation noted the importance of relevance of the award with international standards and made some remarks on its correction. Certain instructions have been given to the Vice-premier on development of the Provision on the medal.
Further, Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev, who is in charge of the capital, and head of Ashgabat’s Administration Ya. Gylyjov have been called to the working session.
The head of administration has reported on the situation in the capital, construction of facilities and measures for provision of heating of houses, schools and kindergartens as well as supply of electricity to the main city of the country in winter period.
Having asked about the preparation to the 140th anniversary of Ashgabat, President Gurbanguly Berdimuhamedov ordered to prepare the program of celebration of this date.
Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev has reported on work requested by the Head of the State on development of the territory around sculptural composition of Turkmen horse rider with ‘dutar’ on ahalteke horse, which was built in honor of the legendary Shukur-bakhshy.
The Vice-premier has also reported on the construction of facilities of shopping and entertainment center along Teheran Street, which is planned to be opened on occasion of the 30th anniversary of the Motherland’s independence.
Having listened to the report, leader of the nation Gurbanguly Berdimuhamedov focused the attention of Vice-premier Sh. Durdiliyev and head of the capital’s administration Ya. Gylyjov on activation of development and tree planting works at the intersection with Shukur-bakhshy’s sculpture and gave number of instructions for making of all conditions for organization of cultural and public events and turning of this part of the city into popular place.
In this context, the head of the state has pointed out that it cannot be limited by the construction of the facilities only but also it is necessary to achieve efficient targeted use and establishment of high-quality service to the visitors.
The President of the country has highlighted that new complex has to reflect advanced solutions of organization of work of big shopping and entertainment center and it is necessary to use various national patterns in interior design of the facility, which was proposed to be named “Ashgabat”.
The head of the state made corrections of the project related to the emblem of the complex, having given instructions to pay attention to such criteria as aesthetics, compactness and illumination.
Further, addressing Deputy Chairman of the Cabinet of Ministers Sh. Durdiliyev and Head of Ashgabat’s administration Ya. Gylyjov, the leader of the nation Gurbanguly Berdimuhamedov highlighted that Ashgabat has been listed in the Guinness Record Book as a city with the biggest number of white-marble buildings and ordered to hold the events on occasion of the 140th anniversary of the city on high level.
For this purpose, the Head of the State has requested to form up government commission and prepare the plan of celebration of this remarkable date, which has to provide celebration events at the monument “White City of Ashgabat”.
In addition, it is necessary to organize various events of the parks of the city including performances of art masters, exhibitions, to carry out historical and restoration works. The President of the country has also noted the relevance to hold an art contest among art masters on occasion of remarkable date.
It is necessary to make video about Ashgabat, to make opening ceremonies of comfortable residential buildings for the residents of the capital, to organize various sport competitions and horse races in equestrian complexes. Celebration fireworks have to be the main event of the holiday, the Head of the State said.
President Gurbanguly Berdimuhamedov has requested relevant officials to define the composition of the commission and to develop the plan of events timed to the 140th anniversary of Ashgabat, having presented this plan to the Cabinet of Ministers for review as soon as possible.
Further, the working session was continued by Chairman of the Cabinet of Ministers Sh. Durdiliyev and Minister of Health Protection and Medical Industry.
The Vice-premier has reported that works for development of architectural project of International Scientific and Clinical Physiological Center are carried out.
In this regard, the Minister of Health Protection and Medical Industry has reported on the measures for fulfilment of set objectives on construction of this facility and its functional direction.
In future, it is planned to study diseases, which are common in the country and region, including diabetes, upper respiratory tract, blood circulation system and metabolic diseases in International scientific and clinical physiological center. In addition, it would be specialized in study of negative impact of Aral zone on people’s health, healing characteristics of herbs, allergology and immunology, physiology, correct nutrition, physical activity, sport and work as well as in clinical, educational, scientiifc and laboratory works in this direction.
The structure of the center will have scientific and clinical laboratory, reception, physiology and diabetes departments as well as classroom for relative departments of Myrat Garriyev State Medical University and other departments.
The center will have five stores and its area will be 6 hectares. It is planned to build car parking for 240 vehicles. International Scientific and Clinical Physiological Center will study the issues of arid zone and will be a treatment and preventive facility of the country.
Further, Vice-premier Sh. Durdiliyev has reported on another medical facility, which construction is planned in the capital. This is a project of International Health Improving and Rehabilitation Center. It was informed that its location has been thought over according to the request of the leader of the nation.
Minister of Health Protection and Medical Industry N. Amannepesov has reported to President Gurbanguly Berdimuhamedov on realization of this project, goals and functions of this medical facility. In particular, it is planned that 7-store Center will be built on the area of 6 hectares. Car parking for 240 vehicles is planned to be built on its territory.
The structure of International health improving and rehabilitation center will have departments located in special building for rehabilitation of children and adults in in- and out-patient conditions after surgeries as well as after long chronical diseases of cardiovascular, nerve, endocrine, digestive, musculoskeletal and other systems.
Latest technologies of modern medicine will be used in the center for strengthening people’s health without use of medicine. The services will make positive effect on coming to normal live of the patients, who has suffered various diseases, on improvement of life and restoration of workability.
At the same time, the International health improving and rehabilitation center will have all conditions for improvement of knowledge and qualification of doctors.
Having listened to the reports, President Gurbanguly Berdimuhamedov noted the necessity of harmonic combination of new medical centers with building located around, having pointed out the importance of provision of high quality of construction and their timely commissioning.
In addition, the centers have to be provided with modern medical equipment and latest technologies, which meet their operational direction, the leader of the nation highlighted, having given relative instructions on this account. Having approved the projects of the facilities, the head of the state ordered to announce international tender for construction of the centers.
Further, the Minister of Health Protection and Medical Industry has reported on realization of integrated measures on monitoring of the spread and prevention of infectious diseases in the country.
Having highlighted the importance of Sputnik V vaccine registered in Turkmenistan, the Minister informed that work of the Emergency Committee for combating spread of diseases is carried out on systematic base.
Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the importance of further work for combating and prevention of infectious diseases, especially in coming spring and summer seasons and if necessary to enforce preventive measures.
In this context, the Head of Turkmenistan has addressed the Minister of Health Protection and Medical Industry with assignments related to the measures for continuation of registration of medicine and vaccines approved by the WHO.
The head of the state has also given the instruction to provide strict control of compliance with three rules of preventive measures, which include wearing of medical masks, their compliance with medical standards as well as explanatory works among the population.
Having focused on vaccination of Turkmen citizens and Turkmen students who go abroad according to the vaccine used by these states, provision of vaccination certificates by foreign citizens coming to Turkmenistan as well as provision of vaccine to the citizens inside the country, President Gurbanguly Berdimuhamedov addressed number of instructions to relevant officials.
At the same time, the head of Turkmen state has made special mention that it is better to prevent than treat the illness, therefore, the prevention of infections have to the utmost objectives these days.
Further, the head of the state has called Deputy Chairman of the Cabinet of Ministers M. Meredov, who is in charge of Lebap Region, and Head administration of Lebap region Sh. Amangeldiyev. The head of the regional administration has reported on seasonal agricultural works at the fields, work for stable provision of the population with electricity, gas and water.
Having listened to the report, the head of the state has focused on the importance of preparation to spring sowing campaign, including the support of proper conditions of lands for cotton as well as full readiness of agricultural equipment.
In this regard, relative instructions have been given to the head of the administration. In particular, the leader of the nation has pointed out that cotton producers have to be provided with qualitative seeding materials by the beginning of the campaign. Having emphasized that the government takes permanent care of improvement of potential of agricultural sphere, the President of the country has requested to enforce the control of the efficiency of seasonal agricultural works.
Leader of the nation Gurbanguly Berdimuhamedov has ordered the head of the administration to hold under control the preparation of soil for cultivation of spring potato and cucurbitaceous crops as well as provision of seeds, relative equipment and resources.
The Head of Turkmenistan has also pointed out the necessity of permanent control of uninterrupted provision of heating of residential houses, schools and kindergartens, supply of electricity, water and gas to the population of the region.
Further, Deputy Chairman of the Cabinet of Ministers M. Meredov has reported on the outcomes of working trip to Lebap Region, having informed about the situation at construction sites of the facilities, which are planned to be opened on the 30th anniversary of the Motherland’s independence. It includes the building of Türkmeniň ak öýi, modern airport in Kerky, which is designated for service of 100 passengers per hour, and gas turbine power station of Charjew district.
Summing up the report, the President of the country has noted the importance of activation of construction of anniversary facilities, having addressed the Vice-premier and head of administration with instructions for provision of high quality and timely completion.
