International partnership to promote democratic progress

The preparations for the presidential election scheduled in Turkmenistan for February 12, 2012 were a focus of the meeting with the members of the delegation of the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) led by Beata Martin-Rozumilowicz, OSCE/ODIHR Head of Election Department which took place at the Mejlis of Turkmenistan.

The meeting agenda focused on promising areas for cooperation in the context of the ongoing large-scale reform processes aimed particularly at strengthening the democratic foundations of the state and society. It was noted that the firm regulatory framework regulating all spheres of social relations had been built in Turkmenistan during the years of independence. New laws setting up the base for the modernization of all branches of national law, including constitutional, diplomatic, civil, criminal, economic, have been drafted and adopted in Turkmenistan for this period.

The guests were briefed on the national election legislation which reflects key provisions of existing international standards in this sphere and the activities carried out by the Mejlis at this stage of the election campaign.

It was underlined that Turkmenistan and OSCE attached considerable significance to promoting effective partnership. The sides were unanimous that the existing format of cooperation facilitated a lively exchange of views and open discussion of critical issues based on mutual understanding and respect. Collaboration in the sphere of human rights and freedoms, development of democratic institutions and civil society were defined as key fields of cooperation.

Reaffirming that Turkmenistan and the OSCE stood ready to foster the constructive dialogue, the meeting participants considered the approaches to furthering cooperation in the context of the ongoing and new joint projects and programmes.

The delegation of the OSCE Office for Democratic Institutions and Human Rights (OSCE/ODIHR) held a meeting at the Central Commission for Elections and Referenda in Turkmenistan.

During the presentations on the progress in the election campaign and innovations applied in this process, the specialists of the Commission for Elections and Referenda informed that 2278 polling stations were opened in Turkmenistan, of them 29 were opened in foreign countries. The fact that experts from the European states and authoritative international organisations along with national observers will monitor the presidential elections evidences the openness and readiness of Turkmenistan for equal constructive partnership. The necessary measures are taken to hold the election campaigning in an atmosphere of freedom and transparency so that all candidates can freely present their election programmes and all voters can get acquainted with the candidates’ election pledges, discuss them and make a conscious choice.

On that day the delegation of the authoritative international organisation held a number of meetings at the ministries and departments and news agencies where they were informed of the preparations for the presidential elections and the work on media coverage of this important political event.

During the visit to Turkmenistan the guests will hold the meetings at the Ministry of Foreign Affairs, the Turkmen National Institute for Democracy and Human Rights under the President of Turkmenistan and local public organisations are scheduled.
