The memorial complex was built in the capital of Turkmenistan - Ashgabat in commemoration of our heroes who sacrificed their lives on the battlefields of all the wars and in memory of our compatriots who died in the Ashgabat earthquake in 1948.
In accordance with the Decree of the President of Turkmenistan and taking into consideration the petitions of citizens, including war and labour veterans, the commemorative dates in memory of those fallen in the Battle of Geoktepe and the terrible Ashgabat earthquake of 1948 are combined and observed as the Memorial Day on October 6.

The document establishes that the following remarkable dates are to be observed in Turkmenistan without providing a day off (if they fall on working days):

8) Turkmen Carpet Day - the last Sunday in May;
9) International Children's Day - June 1;
10) World Environment Day - June 5;
11) Day of Textile Workers - the first Sunday in June;
12) Science Day - June 12;
13) Day of Cultural and Art Workers - June 27;
14) Galla Bairamy - the third Sunday in June;
15) Day of Health and Medical Industry Workers - July 21;
16) Day of Frontier Guards - August 11;
17) Turkmen Melon Day - the second Sunday in August;
18) Knowledge and Students Day - September 1;
19) Day of Power Engineers - the second Saturday of September;
20) International Day of Older Persons - October 1;
21) Day of Naval Forces - October 9;
22) Galla Bairamy- the last Sunday in November;
23) Good Neighbourliness Day - the first Sunday in December;

In case the remarkable dates mentioned in Paragraph 1 of this Decree fall on another holidays, one of them can be moved in accordance with the act of the President of Turkmenistan.

In order to immortalize the heroic deeds of our glorious ancestors, commemorate national heroes who died on the battlefields of the Battle of Geokdepe and compatriots who died in the 1941-1945 Great Patriotic War and sacrificed their lives in other battles for the welfare of the Turkmen land and commemorate victims of the Ashgabat earthquake of 1948, the President signed the Decree authorizing to name the memorial complex built on the west of Bikrova Raod in Ashgabat as Halk hakydasy memorial complex.
In accordance with the document the monuments which are part of Halk hakydasy memorial complex are to be named: the monument to victims of the Ashgabat earthquake as Ruhy tagzym, the monument to the those fallen in the 1941-1945 Great Patriotic War as Baky şöhrat and other battles for the Motherland and the monument, depicting the mother and the sons bowing their heads, as Milletiň ogullary.
