The Central Commission for Election and Referenda held a regular meeting. Its agenda focused on the preparations for the February 12 presidential election. The members of the Central Commission, working groups of the Central Commission, chairmen of velayat and Ashgabat election commissions, the heads of the Observer Mission of the Commonwealth of Independent States, national observers and journalists participated in the meeting.
As is known, the first two crucial stages of the presidential election campaign – the nomination and registration of presidential candidates conducted in strict compliance with the laws of Turkmenistan completed. Currently, the presidential candidates are holding the meetings in the constituencies and their authorized representatives are meeting with the electorates to get them acquainted with the candidates’ biographies and key provisions of their election programmes. In accordance with the national laws and international law standards the presidential candidates and their authorized representatives have the equal rights and opportunities to meet with the electorates and appear on television and radio and print media. The Observer Mission of the Commonwealth of Independent States, who arrived in Ashgabat at the invitation of the Turkmen side to observe the February 12 presidential election, started its work in Turkmenistan last week.
The meeting agenda focused on several organizational issues regarding the early voting. In accordance with to the Law of Turkmenistan on the Election of the President of Turkmenistan citizens of Turkmenistan who will not be at the place of residence on the day of the presidential election, may vote at the polling station from 12 till 4 pm at the place of their permanent residence within10 days prior to the official date of the election.
The chairmen of election commissions reported on the measures taken in the regions and Ashgabat to prepare for and hold presidential election in a timely and proper manner. It was noted that the plan of activities to hold the presidential election campaign approved by the Central Commission had been fulfilled.
2,307 polling stations were opened, 194 of them in etraps of Ashgabat, 343 in Ahal Velayat, 251 in Balkan Velayat, 445 – in Dashoguz Velayat, 523 in Lebap Velayat, 522 in Mary Velayat and 29 at the diplomatic representations of Turkmenistan in foreign countries. Polling stations are supplied with necessary equipment and devices, including transparent ballot boxes, reference and methodological materials, booklets, brochures with the texts of statutory and legal acts, leaflets in Turkmen and Russian.
The electoral registers were completed. It contains 2.987.324 million citizens eligible to vote, 302.684 of them in Ashgabat, 446.331 in Ahal Velayat, 248.697 in Balkan Velayat, 640.120 in Dashoguz Velayat, 646.007 in Lebap Velayat and 703.485 in Mary Velayat.
The training seminars on international practices were conducted for members of the election commissions. The chairmen of the election committees reported on the readiness for the election.
Thus, the important social and political campaign that started in Turkmenistan three months ago is coming to an end. On February 12, 2012, the presidential elections will demonstrate the scope and scale of the democratic changes taking place in Turkmenistan and the determination of the Turkmen people to move forward along the path of progress and constructive endeavours.
