A meeting with the research assistant of the Institute of applied mathematics named after M.V.Keldysh of the Russian Academy of Sciences Igor Molotov was held at the Institute of seismology and atmosphere physics of Academy of Sciences of Turkmenistan. The purpose of his visit was studying of possibilities of cooperation in the field of supervision over space objects by means of astronomical telescopes.

As it is known, near Ashgabat, on Dushak-Erekdag mountain, at the height of 2400 meters above the sea level, there is an astronomical observatory disposing three telescopes with mirrors of big diameter. At that, exactly our Turkmen observatory is one of the best in the world from the point of view of carrying out of astronomical supervision: up to 2 thousand 100 hours per year.

Optical telescopes can provide split-hair accuracy of forecasts and parameters’ measurements of space vehicles orbits, asteroids, comets, space garbage, etc. Development of galactic space gives a lot of advantages for further development of a terrestrial civilization. It is a stable relation, a weather forecast, global navigation, monitoring of useful resources, dangerous space events, scientific researches etc. At the same time as was specified by I.Molotov, "viability" of near-Earth space environment in many respects depends on realities of its use. The quantity of near-Earth space objects every year increases - now there are about 25 thousand of them. According to available data, their total number is approached to 500 thousand as of today!

Therefore, it is not surprising that conditions in near-Earth space environment have become a subject of steadfast attention of many organizations, including United Nations Organization. All states strive to have their own means of monitoring of space or access to independent sources of information, one of which is the Russian Scientific network of optical tools for astrometric and photometric observations (SNOT АPO). The experts command of given scientific project had developed effective and economic technology of supervision over space garbage with use of small automated survey telescopes and their serial production has been approved.

As of today, the SNOT АPO appears as the basic supplier of measuring information for Roscosmos system, in particular, for “Automated prevention system of dangerous situations in near-Earth space environment (APSDS NES)”. SNOT АPO is the biggest similar network in the world. 35 observatories from 15 countries cooperate with it, having adjusted supervision by means of 84 telescopes in total. The solid list of partners - observatories of Uzbekistan (Kitab and Maydanak), Kazakhstan (Tien Shan), Tajikistan (Gissar and Sanglok), Mongolia (Huraltogot), Georgia (Abastumani), Armenia (Byurakan) etc.

At the Institute of Applied Mathematics named after M.V. Keldysh of the Russian Academy of Sciences, it was created the service of forecasts of dangerous space events in high orbits. Here, every day, it is realized the analysis of the positional measurements, being delivered from SNOT АPO, as well as updated the databank of measurements and orbits, studied the orbital evolution of objects, conducted the forecasting, estimation of parameters of dangerous approaching and other researches.

- Taking into account that Turkmenistan also has own satellite on a geostationary orbit – “Turkmen Alem 52°E”, we are ready together with your specialists and scientists to participate in maintenance of its safety, calculate exact forecasts of dangerous approaching with fragments of space garbage. - Igor Molotov has told. - In this respect, it is very important to renew the work of unique observatory of Turkmenistan - Dushak-Erekdag.

It is significant that astronomical climate of the Turkmen observatory has no analogues in the CIS countries by quantity of observant nights and atmosphere quality. The observatory has three rather large telescopes (1 m, 80 cm and 50 cm) which need modernization. Participation of own observatory in activities on “Turkmen Alem 52°E” space vehicle safety will allow to raise quality of forecasts considerably. These measurements also can be claimed for support of operation of other satellites in region. In this case, the National space agency of Turkmenistan can participate in database creation on space objects in the region and enter into Interagency coordinating committee on space garbage (IADC).

For the fast renewal of Dushak-Erekdag observatory operation the Russian Scientific network of optical tools for astronomical and photometric supervision is ready to transfer to Turkmenistan the automated survey telescope complete with necessary equipment and software, as well as to carry out training of experts. We offer the assistance also in modernization of existing telescopes of observatory.

As of asteroid-comet dangers, it is relatively a new problem put before humanity, and that is why one of important points of interaction of Turkmen and foreign scientists in this direction can be timely detection, specification of orbits of heavenly bodies, research, search of new asteroids and comets, as well as studying of their physical properties.

Turkmen experts also count on perspective cooperation with the Russian colleagues, whose offer has rather interested them: it meets demands of both - Academy of Sciences of Turkmenistan as a whole, and, in particular, of the Institute of seismology and atmosphere physics and the laboratory of modern geodynamics and atmosphere physics created in its structure.
