Today President Gurbanguly Berdimuhamedov has held the regular online meeting of the Cabinet of Ministers in which priority issues of the state policy and drafts of several documents were considered.
Opening the meeting, the leader of the nation gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova who informed on the activity of the legislative body of the country to strengthen the legal basis of large-scale social and economic transformations carried out in Turkmenistan.
Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev who took the floor then, informed on the work carried out according to the tasks set by the President of Turkmenistan at the meeting of the Khalk Maslakhaty of the Milli Gengesh which took place on October 13 as well as legal support of the realised socially-focused government programs, strengthening of legislative basis of the country. Together with deputies of the Mejlis, experts of the corresponding ministries and sectoral departments laws in force are monitored and bills of new laws are developed.
Then Deputy-Chairman of the Cabinet, Minister of Foreign Affairs R.Meredov reported on preparation for the state visit of the President of the Republic of Kazakhstan to Turkmenistan, planned for October 24-25.
President Gurbanguly Berdimuhamedov gave the Deputy-Chairman, head the Ministry of Foreign Affairs concrete commissions on maintenance of high organizational level of preparation for the state visit of the President of the Republic Kazakhstan to our country, called to enter the next important chapter in the history of traditionally friendly, good-neighbourhood Turkmen-Kazakhstan relations.
During the meeting, the head of the state signed the Resolution on the approval of the National program of Turkmenistan on the Aral for 2021-2025, and also the Decree on sending the delegation of Turkmenistan to the city of Teheran of the Islamic Republic of Iran for participation in political consultations between foreign policy departments of two countries. Having sent documents online, the leader of the nation gave the Deputy-Chairman, Minister of Foreign Affairs the commission to carry out the corresponding work in these directions.
Passing to consideration of the issues which were put on the agenda, the leader of the nation heard the report of Deputy-Chairman of the Cabinet S.Berdimuhamedov on the state of affairs in the sphere he supervises and also the measures undertaken with a view to adopt new legal acts and improve regulatory legal acts in force for increase of efficiency of activity of branches of economy.
According to the Budgetary Code, rules of areas for allocation of credits were expanded in the document, its conditions were improved, and also according to the legislation of Turkmenistan the maximum amount of the credit funds, allocated to the borrower within the limits of one project was defined.
In this connection, for consideration of the leader of the nation the draft of the Resolution on approval of the Procedure of allocation of investments from funds of the Stabilization Fund was presented.
Having signed the resolution and having sent it to the Deputy-Chairman online, the head of Turkmenistan disposed to keep control over the target expense of funds of the Stabilization Fund.
Then Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on preparation for the XXVI International Conference «Oil and gas of Turkmenistan - 2021», planned to be held in Ashkhabad on October 27-28. As was informed, at present representatives of about 100 companies, international organisations and the largest banks from 32 countries expressed a desire to take part online in the forum.
Within the limits of conference, the exchange of opinions on topical issues of development of cooperation in the oil and gas sphere and realisation of joint investment projects will take place. One of its sessions, devoted to the theme of low carbon energy, is planned to be organised by a spacebridge from the World's Fair «EXPO-2020», passing in the city of Dubai (United Arab Emirates). Thereupon for consideration of the head of the state, the draft of the Program of the International conference was presented.
Further, Deputy Chairman of the Cabinet E.Orazgeldiyev reported on the state of affairs in the sphere he supervises and realisation of the state strategy aimed at transformation of the country into the blossoming garden and maintenance of ecological well-being.
Reporting on undertaken practical steps in the given area, Deputy Chairman informed that according to the corresponding Resolution and on the occasion of the glorious 30th anniversary of independence of our Fatherland in the Year «Turkmenistan – Homeland of peace and trust» ministries and sectoral departments, khyakimliks of regions and Ashkhabad city 30 million saplings are planned to be planted. By the spring of the current year, more than 15 million saplings were planted and appropriate preparation for the autumn tree planting campaigns now is carried out.
Deputy-Chairman of the Cabinet Ch. Purchekov reported on preparation for commissioning of a new high-voltage transmission line Akhal-Balkan, being the first stage of the project on creation of a ring power supply system in the country. With a view of realisation of this large-scale project, the necessary equipment, materials and motor vehicles have been bought.
Works on laying of the high voltage transmission line by the route Akhal-Balkan have been carried out by domestic power engineers. The corresponding plan was developed conduction of the actions at the high organizational level on the occasion of the commissioning of the new power transmission line.
Measures being taken will serve improvement of quality of power supply of cities and villages, solution of standing important issues of social and economic development, and also expansion of export possibilities of the country, President Gurbanguly Berdimuhamedov continued his word, having given the Deputy-Chairman a number of concrete instructions on strengthening of control over the work conducted in the given direction.
Deputy-Chairman of the Cabinet Ch. Gylyjov reported on the practical steps undertaken to maintain the high level of participation of our country in the World Expo 2025, which will be held on the Yumeshima, an artificial island in Osaka of Japan under the motto «we create a society of the future for our life». Earlier, Turkmenistan was represented in a number of "EXPO", and now successfully shows potential of our country in the city of Dubai (United Arab Emirates).
The Deputy-Chairman submitted the leader of the nation the proposal on creation of corresponding Organizing committee and appointment of the responsible representative of Turkmenistan for conduction of necessary work together with the Organizing committee of the World Expo 2025.
Today the society is on the threshold of new discoveries in the sphere of creation of the future for our life, therefore participation of our country in the World Expo 2025 will open wide prospects for demonstration of export possibilities, promotion of mutually beneficial cooperation with all interested parties, the leader of the nation stated.
Further, Deputy-Chairman of the Cabinet M.Mammedova reported on the work of institutions that she supervises preparation for forthcoming holidays and celebrations on the occasion of commissioning of new social projects.
Deputy-Chairman of the Cabinet S.Toyliev reported on the measures undertaken to bring in conformity the Provisions regulating activity of the state professional educational institutions with realities of time.
The Deputy-Chairman informed that together with a number of the ministries and departments, Mejlis of the Milli Gengesh drafts of Provisions «On state professional educational institutions», «On state secondary professional educational institutions», «On state higher professional educational institutions» have been developed. Standards were brought in the contents of these documents and the rules regulating legal, organizational bases of relations and management in professional educational system, defining principles of state policy, modern requirements made from educational programs of professional education.
Having approved the presented Provisions on state professional educational institutions and having signed the corresponding Resolution, the leader of the nation sent it online to Deputy-Chairman and gave him a number of concrete instructions.
Then Deputy-Chairman of the Cabinet, Secretary of the State Security Council Ch. Amanov reported on practical steps undertaken to introduce the advanced methods of work and digital technologies in military and law enforcement bodies. As was informed, for the purpose of further perfection of activity of power structures it was proposed to transform in an electronic format departmental printing editions of the Ministry of Defence «Milli goşun», Ministry of Internal Affairs «Asudalygyň goragynda», State Border Service «Serhet abat - döwlet abat».
It is necessary to place the materials opening the essence and value of the Military doctrine having especially defensive character of the country, acquainting with history of military art of Turkmen people, the transformations which are carried out now in the given sphere, corresponding regulatory legal acts, and also activities to improve principles of healthy way of life, observance of traffic regulations and fire safety on the websites of military and law enforcement bodies, the head of the state noted, having given the Deputy-Chairman, Secretary of the State Security Council a number of concrete commissions.
Director General of Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported on formation of the Turkmen side of the Turkmen-Uzbek commission on development of transport-transit service.
The information on systematic work carried out by agencies of the transport-communication complex to increase goods turnover and the maximum use of transit potential of the country also sounded. So, for January-September the international cargo transportation by rail has made up 6, 1 million tons, including export and import of cargoes with the Republic of Uzbekistan has made up 885,6 thousand tons.
For January-September, 2021 the territory of our country was crossed by 7485 foreign automobile cargo trailers and semitrailers, including through frontier checkpoints with Uzbekistan - 2914 cargo vehicles, and 2046 lorries were imported.
In the given context, the great value is given to regular contacts, including within the limits of the Joint Turkmen-Uzbek commission on trade and economic, scientific, technical, and cultural cooperation, and also meetings of representatives of business circles of both states.
The head of the state made a special accent on the strategic value of the transport routes connecting our countries. Having underlined the topicality of realisation of joint large-scale infrastructural projects, including those on building of new transport-transit corridors, the President of Turkmenistan approved the presented proposals. Having noted the importance of adoption of corresponding measures for the purpose of increase in the transit railway and automobile cargo transportation, and also increases in the long term volumes of transit cargo transportation with other neighbouring countries, leader of the nation Gurbanguly Berdimuhamedov gave the Chairman of the Agency a number of concrete commissions.
At the meeting of the Government of Turkmenistan, some other issues of state life on which corresponding decisions were made, were also considered. The leader of the nation also signed a number of the documents, called to provide the further development of branches of economy.
Concluding the meeting of the Cabinet, President Gurbanguly Berdimuhamedov wished all its participants sound health, well-being and big successes in their work for the benefit of prosperity of our sovereign Fatherland.
