The national and international mechanisms on protection of rights of people with disabilities were discussed in Turkmenistan

Within the framework of implementation of the joint project of the Institute of State, Law and Democracy of Turkmenistan and United Nations Development Program “Assistance in implementation of the National Human Rights Action Plan of Turkmenistan for 2021 – 2025” the online seminar on national and international mechanisms on protection of rights of the people with disabilities was held in Turkmenistan.

The representatives of various ministries and departments, law enforcement agencies, the Office of the Ombudsman, lawyer associations of Turkmenistan and public organizations participated in the event, held in the Information centers on human rights in Ashgabat and regions of the country.

The participants were made aware of the respective legal acts and international instruments controlling the protection of rights of people with disabilities

In the recent decades the rights of people with disabilities are a subject of the noninterrupted attention from UN and other international organizations. This is confirmed by the creation in many states of legislation on the protection of the rights of persons with disabilities and mechanisms for its implementation.

The first comprehensive document setting out the legal obligations of states to promote and protect the rights of persons with disabilities became the Convention on the Rights of Persons with Disabilities adopted by the United Nations General Assembly on 13 December 2006.

«The Convention on the Rights of Persons with Disabilities is not just a document for people with disabilities themselves. Its principles and guidelines help all of humanity by helping us fight isolation and segregation and demonstrate, like the Sustainable Development Goals, that tackling the problems of those most in need is the key to ensuring that no one is left behind», – stated in one of her statements the High Commissioner for Human Rights, Michelle Bachelet

The document clearly defined the social development aspect, necessity of the societies to cover everyone without exception and to absorb individual differences.

The discussion of the online seminar is focused also on the issue on increasing potential of youth with disabilities. The rights of youth with disabilities are ensured by the Convention on the Rights of Persons with Disabilities, adopted in 2006, and are affirmed in a number of other instruments, such as the Universal Declaration of Human
Rights, International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights and Convention on the Rights of the Child.

The human rights create an important condition for the sustainable development. In this regard, the Agenda for 2030 recognizes that the governments achieve better results for the benefit of all, without exception, people, where the inclusive economic systems develop with broad participation of citizens and society.

It should be noted that Turkmenistan officially adopted all 17 Sustainable development goals and adapted them to the national plans and strategies of the socio-economic development. The country remains a consistent adherent of the ideas of building peaceful societies by protecting human rights and human dignity.
