Today, President Gurbanguly Berdimuhamedov held a working meeting with Chairwoman of the Mejlis Milli Gengesh G. Mammedova and Deputy Chairman of the Halk Maslakhaty Milli Gengesh K. Babayev, considering issues related to the preparation for the extraordinary meeting of the Halk Maslakhaty Milli Gengesh.
The President of Turkmenistan, opening the meeting, emphasized that an important event was approaching - an extraordinary meeting of the Halk Maslakhaty Milli Gengesh. As the leader of the nation noted, one of his main issues is the definition of the main directions for the development of our independent state for 2022-2052.
Chairwoman of the Mejlis G. Mammedova and Deputy Chairman of the Halk Maslakhaty K. Babayev informed about the measures taken to organize an extraordinary meeting of the Halk Maslakhaty Milli Gengesh. Preparatory work was launched together with the sectoral departments and relevant ministries, as well as the hyakimliks of the velayats and the city of Ashgabat.
The Leader of the Nation stressed that it is necessary to make important decisions on the comprehensive development of our country for the next 30 years and instructed to conduct coordinated activities together with the Ministry of Finance and Economy and other sectoral departments.
We bear a huge responsibility for the fate of our independent state, for the future of generations. That is why we face such great challenges today. We must determine and approve the main directions for the development of the state and its institutions for the next 30 years, the head of Turkmenistan emphasized.
In this regard, the President of the country continued, we decided to listen to the speeches and proposals of the representatives of the people.
The leader of the nation outlined use of all means for further stable development of the economy to be among the most important priorities for further implementation of the progressive state policy. In order to develop the non-state sector and transfer the economy to market relations, we also provide for broad support for entrepreneurship, the head of state said.
As emphasized, the work on the implementation of large international and regional investment projects and large-scale reforms will be systematically continued.
We must also support the monitoring of transformations in manufacturing sectors, widely introduce the achievements of science and innovation.
In order to further intensify the development of the market, we must stabilize and modernize it, increasing efforts to expand the policy of openness, the leader of the nation said.
The head of state noted that the priority in this matter is to improve the living conditions of people, as well as to achieve stabilization of the macroeconomic state. In light of the requirements of times, it is necessary to systematically improve the legislation and amend the Constitution of Turkmenistan.
President Gurbanguly Berdimuhamedov noted the need, together with the Ministry of Finance and Economy and sectoral departments, to determine the main directions for the development of Turkmenistan for the next 30 years.
Work should be carried out jointly with local bodies of representative power and self-government, providing them with organizational and methodological assistance on issues related to the agenda of the extraordinary meeting of the Halk Maslakhaty Milli Gengesh of Turkmenistan, the head of state said.
As the leader of the nation emphasized, it is necessary to work on explaining the role of the extraordinary meeting of the Halk Maslakhaty Milli Gengesh in the public and political life of the state, promoting the national democratic path of the country's development.
The Mejlis Milli Gengesh needs to continue work on further modernization of the legislative and legal framework of the country. In these matters, one should take into account the positive experience of the advanced states of the world, as well as the generally recognized norms of international law.
President Gurbanguly Berdimuhamedov focused on the fact that this year marks the 30th anniversary of the adoption of the Constitution of Turkmenistan. In this regard, it is necessary to carry out a set of measures to widely popularize the content and norms of the Basic Law, as well as the ongoing great work to protect human rights and freedoms.
Together with the Ministry of Foreign Affairs, it is important to prepare well for the Inter-Parliamentary Forum of Central Asian countries and the Russian Federation scheduled for May this year and, within its framework, the Dialogue of Women from Central Asia and Russia. The preparation of the draft agenda of the Inter-Parliamentary Forum should be carried out jointly with the Government of the country, the head of state said.
Fruitful work should be continued to strengthen and develop ties with the parliaments of different countries and authoritative international organizations, the participation of members of the Halk Maslakhaty in the activities of inter-parliamentary commissions and friendship groups.
The Leader of the Nation noted that the process of modernizing the national legislation should be carried out in close cooperation with the Government, ministries and sectoral departments, scientific institutions, public associations, higher educational institutions, to establish participation in this activity of working groups from representatives of these structures.
Also, systematic work should be carried out jointly with political parties and public organizations to popularize the achievements of the Fatherland over the years of independence.
Our sovereign state, implementing the policy “The State is for the person!”, demonstrates constant concern for increasing the well-being of its citizens, strengthening social security. Great progress is also being made in the work carried out in the field of ecology.
Such successful steps are clearly manifested in the implementation of the policy of “open doors” and the principles of neutrality.
Large-scale measures have been taken to introduce a digital system, know-how in all areas of the country's life and, in this context, in the field of mastering modern technologies by young people.
The head of state made a special emphasis on youth policy issues. As it was noted, the younger generation - our future, following the principles of a healthy lifestyle, should regularly go in for sports and physical education, appreciate work. Here it is appropriate to use the advice of our wise elders. The President of the country stressed that it is necessary to reach an understanding among young people that they are the future of our sacred Motherland.
The head of state expressed confidence that the new development programs of the country would allow to resolve the issues of a significant increase in GDP, which would eventually lead to a significant and qualitative increase in the standard of living of the people.
