The fact that Dashoguz was selected as cultural capital of the CIS – 2016 in the Year of Respect of Heritage and transformation of the Motherland gains special meaning under realization of our country policy, which aimed at enhancement of spiritual and intellectual potential of the nation, care protection, comprehensive study and increase of its spiritual and cultural values and traditions.
One of the priorities of Turkmenistan policy in international humanitarian cooperation is the development of efficient coordination with the CIS countries. In this relation, it is remarkable that it is already second Turkmen city that acquired the status of cultural capital of the Commonwealth and got opportunity to attract the attention of scientific and cultural intellectuals to its ancient history and rich national culture, to demonstrate modern achievements in this sphere. As is known, this status was delegated to Mary in 2012 where different activities promoting the development of cultural dialog throughout the Commonwealth countries and strengthening of friendship ties of fraternal people took place with great success.
The status of cultural capital of the Commonwealth gives excellent opportunity to demonstrate richness and variety of Turkmen culture and all of those that describe national identity. Like previously Mary, Dashoguz received this prestigious title owing to the greatest historical and cultural heritage.
Dashoguz is administrative centre of the Northern region of the country and harmonically combines modern infrastructure with careful treatment of historical monuments, which are under permanent attention of scientists of the world. It seems as if the past and the present are merged here in single stream allowing to be convinced in equality and value of common cultural heritage and to sense visually the importance of one of the ancient centres of world civilization.
As is known, vast and great state of Kunyaurgench Turkmens has been prospered in the northern region of our country in XII – XIII centuries where great thinkers, outstanding talented architects used to live and create, famous Sufis and theologians used to preach. The names of such bright individuals as Nadjmeddin Kubra and Mahmud Zamahshary, Abu Reyhan Biruni and Avicenna, Mahmyt Palvan, Nurmuhammet Andalib, Abdylla Shabende, Gurbanaly Magrupy, who made considerable distribution into development of world science and culture and multiplied the glory of Turkmen people, are very well known. Intersection of many roads and one of the main route of the Great Silk route used to be run there.
Kunyaurgench that left indelible trace in the history of world civilization and mausoleum of great Pir Nadjmeddin Kubra with adjoin necropolis “360”, which indicates holy persons buried there, are located on the territory of the velayat.
The monuments remained until our days and united in the State historical and cultural sanctuary “Kunyaurgench”, which recognized by the UNESCO as object of world cultural heritage, remind on former splendour of Kunyaurgench architecture.
There are also mausoleum of patrons of singers and musicians of the East Ashyk Aydyn and the mosque built in his honour, which is a place of pilgrimage of art people. It is remarkable that unique monument of national musical instrument – dutar, is erected near the monument of great Pir.
However, the award of Dashoguz, which history is more than 400 years, the status of cultural capital of the Commonwealth is not only the tribute to its historical heritage. Dashoguz is dynamically developing modern city with original architectural design and eventful cultural life. Tens of social and cultural facilities have been built and are continued to be put into operation in new historical age.
Ruhiyet Palace, State Music and Drama Theatre named after N. Andalyb, local History Museum, velayat library, Wedding Marriage Palace, beautiful white marble mosque built in best traditions of national architecture with use of ornaments of historical monuments located on the territory of the region are the hallmarks of the city and due pride of Dashoguz citizens.
Processing large recreational opportunities, Dashoguz velayat is one of the popular tourist routes. Cultural values carefully preserved here and national traditions inherited from ancestors find their reflection in development of crafts, music and visual arts what is important factor of international humanitarian cooperation.
The vivid samples of it are Friendship festival of Turkmen and Uzbek people in 2012, large international scientific conferences, Week of Culture and International exhibition of visual, applied and decorative art, concert of foreign performers. In November 2015, International Scientific Conference “Dialog of Cultures along the Great Silk Road”, which united the scientists from 37 countries, was held by the initiative of president of Turkmenistan Gurbanguly Berdimuhamedov in Ashgabat and Kunyaurgench.
Along with this, the Programme of events “Cultural capital of the Commonwealth – 2016” gives excellent opportunity to the city to make its cultural life more dynamic and full of content, to demonstrate historical and cultural wealth of our country and to attract more tourists.
In the second half of the current year, Dashoguz will host several other events as cultural capital of the Commonwealth. Exhibition of printing production of the CIS countries is planned to be held in Ashgabat and Dashoguz under XI International Book Fair “Book is the way toward cooperation and progress” traditionally taking place in the capital in September. Theoretical and practical conference “Role of libraries in careful preservation and propaganda of ancient heritage of the peoples” with participation the directors of state and national libraries of the CIS will be also organized. International Scientific Forum dedicated to importance of Turkmen epic “Gyorogly” and its place in world culture is planned for the beginning of November.
While being associated member of the Commonwealth of Independent States, Turkmenistan indeed demonstrates its adherence to open and equal dialog under this interstate formation what completely corresponds with priorities of foreign policy strategy of President Gurbanguly Berdimuhamedov, which oriented on development of constructive international cooperation in the interests of universal peace, prosperity and progress.
