The Agro Industrial Complex’s structural unit is a single system that can respond flexibly to current realities and to effectively resolve major challenges set by the leader of the Nation for producers and agricultural science with regard to the policy of import substitution and export orientation. The structures of Ministry of Agriculture and Water Resources of Turkmenistan, each in its specialization contributes towards a high level of agro-reclamation measures. The work of agricultural departments are held by two major administration units, one of which is Production which is dealing with seed production, vegetable growing and livestock, and the other one determines the business strategy of the activities of agriculture institutions of science and education in the field of training of specialists in Agro Industrial Complex.
Research Institute under Ministry of Agriculture gathered together experienced specialists in the field of improved methods of breeding and cotton’s seed production, grain, melons and gourds. As explained in the Department of Science and Education of the Department of Agrarian Reform and the study of international experience of the Ministry of Agriculture and Water Resources of Turkmenistan, Scientific Research Institute runs in three main areas: selective breeding, seed production and improved agricultural techniques of cultivation of various crops, including the testing of innovative technologies in land reclamation. The Institute is developing a new direction – evaluation of the effectiveness of work, introduction of new technologies, joint projects, and the training of scientific personnel.
Managers and farmers of all areas of Agro Industrial Complex are prepared in four professional schools at the agricultural high schools - Agricultural Institute, located in the city of Dashoguz, the Turkmen Agricultural University. These schools prepare mid-level professionals in dozens of directions.
Experts in science and educagtion are developing a program of training specialists for the food industry, laying the foundation for the successful development of the industry, are involved in the development of methodological guidelines, as well as evaluate the profitability and environmental safety with the aim to implement projects of both national, with the involvement of foreign partners in the field of agriculture and water resources.
The regional research centers under the ministry carries out seed and selection breeding and research, including agricultural technique to breed new varieties of crops. They are in close contact with the 37-th specialized seed farms of the country engaged in the cultivation of agricultural production of high reproductions, mainly cotton and wheat.
In the near future, these centers will work on production of quality seeds of vegetable and melon crops for domestic agricultural producers. As emphasized, the work carries out the agriculture in the country in accordance with national law, with no use of GMO technology.
