Today, President Serdar Berdimuhamedov held a regular online meeting of the Cabinet of Ministers to consider drafts of documents and discuss a number of important issues of state life.

Passing to the agenda of the meeting, the head of Turkmenistan gave the floor to Chairwoman of the Mejlis of the Milli Gengesh G.Mammedova, who informed on the current legislation activities.

As was noted, people warmly supported a historical proposal set forward by Chairman of the Khalk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov on transformation of the national parliament into a single-chamber parliamentary system and creation of the Khalk Maslakhaty of Turkmenistan. 

Proceeding from it, a working group was set up at the constitutional commission for development and generalization of proposals in connection with making amendments and additions to the Constitution of Turkmenistan. Proposals received from citizens are studied and discussed in detail. Preparation of bills to be discussed in the joint meeting of the Khalk Maslakhaty and Mejlis of the Milli Gengesh of Turkmenistan with participation of representatives of society also goes on. 

In places with a view of explanation and promotion of significance of constitutional reforms and the upcoming joint meeting, meetings with participation of deputies of the Mejlis, representatives of political parties and large pubic organizations were held. Appearance of relevant representatives in mass media, including on TV and radio programs on these issues were also organized and articles of social and political importance were published.

Deputy-Chairman of the Khalk Maslakhaty of the Milli Gengesh K.Babaev informed on the planned work and preparation for the upcoming joint meeting of the Khalk Maslakhaty and Mejlis of the Milli Gengesh of Turkmenistan on January 21, 2023 with participation of representatives of society.

The plan and schedule of work of the joint meeting were developed. At meetings of the organizing group, issues included in the agenda of the forum are discussed. The relevant work is carried out jointly with the Milli Gengesh, government of the country, ministries and departments, local self-governing authorities and public organizations.

Chairman of the Khalk Maslakhaty of the Milli Gengesh Gurbanguly Berdimuhamedov made a working trip to Arkadag city of Akhal velayat on January 15, 2023 where he was familiarized with the course of construction as well as the design of the main mosque to be built in the administration centre of the region and held a working meeting there. At present, preparation for a stone-laying ceremony of the main mosque of Akhal velayat planned or January 20 of the current year with participation of representatives of elders as well as events envisaged within the framework of this date is carried out. 

Further, Deputy-Chairman of the Cabinet Kh.Geldimyradov reported on the work carried out by institutions of the financial and economic complex with a view of fulfilment of priority goals set before the given sphere.

Practical steps taken by subordinate institutions for improvement of a number of legal acts regulating activity of various sectors of economy become a separate topic of the report. In this connection, relevant documents developed and preliminarily agreed in an established order with profile structures for approval by the resolution of the President of Turkmenistan were also reported. 

Having heard the report, head of the state Serdar Berdimuhamedov made an emphasis on importance of ensuring successful implementation of state and national programs aimed at further socio-economic development of the fatherland. Having signed the relevant resolution and having sent it online to the Deputy-Chairman of the Cabinet, the President of the country instructed him to keep fulfilment of planned work by ministries and departmental sectors timely and accurately under a control. 

Further, Deputy-Chairman of the Cabinet Sh.Abdrahmanov reported on the state of affairs in the fuel and energy complex, in particular, in Türkmennebit State Concern under his supervision. 

It was informed that at present, the State Concern takes proper measures for development of licensed marine blocks in the Turkmen sector of the Caspian sea and realization of technologically complicated projects. 

Having summed up the report, President Serdar Berdimuhamedov underlined necessity of steadfast implementation of programs of development of the fuel and energy complex aimed at strengthening of its industrial and export potential, modernization of sectorial infrastructure on the basis of application of innovative technologies and advanced solutions, further diversification of the sector and increase in the volume of production of oil products demanded in the world markets as well as import replacing goods. In this connection, the head of the state gave the Deputy-Chairman of the Cabinet relevant instructions.

Deputy-Chairman of the Cabinet Ch. Purchekov reported on the activity of subordinate structures.

As was pointed out, as a result of conduction of researches, it was established that there is a possibility of obtaining iron oxide at the deposits of “Çagyl” and its use as raw material for production in plants by dressing iron ores of deposits in Turkmenbashi etrap of Balkan velayat.

In this connection, it is planned to hold an international tender for selection of a consulting company for confirmation of existing reserves of iron ores of the given deposit, development of feasibility study of the project.

Having summed up the report, President Serdar Berdimuhamedov noted necessity to study in detail relevant issues and further development of local raw resources, which are used in production of import replacing goods. Having underlined significance of activity in the given area, the head of the state instructed the Deputy-Chairman of the Cabinet to continue work on this area.

Deputy-Chairman of the Cabinet B.Atdayev reported on steps taken for further development of textile industry and regular work of textile enterprises at full capacity.

Measures for supply of subordinate enterprises with manufacturing resources by the Ministry of Textile Industry were informed.

Having heard the report, President Serdar Berdimuhamedov underlined that in the modern epoch, Turkmen textile steadily increases its competitiveness not only in local markets but also abroad. Its speaks of the results of accelerated development of the profile industry on the basis of advanced technologies, application of the best local and international practice. Having drawn the attention to the work of sectoral enterprises at full capacity, including at the expense of supply of high quality raw materials, the head of the state gave the Deputy-Chairman of the Cabinet concrete instructions.

Information on the activity of the Ministry of Trade and Foreign Economic Relations aimed at application of advanced methods and well-thought strategies in facilitation and support of local producers in participation in international exhibitions and business forums taking into account modern requirements was also delivered.

Having summed up the report, President Serdar Berdimuhamedov underlined that in the Era of Revival of the New Epoch of the Powerful State a large-scale work is carried out to strengthen economic and export potential of Turkmenistan and expand cooperation with foreign countries.

Having outlined further intensification of mutually beneficial relations with foreign business partners as main areas of foreign policy of the fatherland, the head of the state gave the Deputy-Chairman of the Cabinet relevant instructions.

Deputy-Charwoman of the Cabinet M.Mammedova reported on preparation for organization of Days of culture of the Islamic Republic of Iran in Turkmenistan.

For participation in the cultural event, planned for February 12–14 of the current year, a representative delegation of workers of culture and art of the friendly country will arrive in Ashgabat. On its margins, a concert and exhibition of applied and decorative art of the brotherly country, master classes and meetings of artists of two countries and a show of Iranian films will be held. Guests will be presented with a cultural program including excursions to museums and sights of the Turkmen capital.

Having heard the report, President Serdar Berdimuhamedov pointed out that one of the priority areas of interstate cooperation, along with development of trade and economic links, is the deepening of cultural relations.

Having expressed confidence that the upcoming Days of culture of the Islamic Republic of Iran in Turkmenistan will serve the all-round strengthening of fruitful bilateral relations based on age-old traditions of friendship and good neighbourhood and meeting interests of peoples of both countries, the head of the state instructed her to ensure a high level of organization and conduction of the cultural event and gave the Deputy-Charwoman of the Cabinet concrete instructions.

Deputy-Chairman of the Cabinet N.Amannepesov reported on online international scientific practical conferences to be held in higher educational institutions of the country. 

So, in commemoration of the year “The happy youth with Arkadag Serdar”  conferences are planned to be held in the Oguz khan Engineering  Technology University on February 15-16, in Yagshygeldi Kakayev  International Oil and Gas University on February 24, in the Institute of Economy and Management on April 26 and in the Institute of Telecommunications and Informatics on March 15.

Students, professors, teachers and young scientists of higher educational institutions of Japan, Republic of Korea, Romania, Germany, Singapore, China, India, Bulgaria, Poland, Russia, Turkiye, Azerbaijan, Kazahstan, Uzbekistan and other countries are expected to participate in them.

Having summed up the report, President Serdar Berdimuhamedov made an emphasis on importance of steps taken for establishment of close cooperation with leading foreign higher educational establishments and education and research centres with a view of exchange of experience in spheres of science, education and innovative technologies as well as familiarization of world community with scientific activities conducted in priority areas in our country. 

Having marked that representative international forums called to further display achievements of national science at the world level and by that to facilitate the raise of authority of the fatherland open great opportunities open for it, the head of the state instructed the Deputy-Chairman of the Cabinet to hold all planned events at high organizational level.

Deputy-Chairman of the Cabinet, Minster of Foreign Affairs R.Meredov reported on preparation for the official visit of Chairman of the Government of the Russian Federation Mikhail Mishustin to Turkmenistan planned for January 19-20.

As was marked, relations between our countries bear a strategic character and are developed successfully both in bilateral and multilateral formats within the framework of international organizations and structures. A solid contractual and legal basis of Turkmen-Russian cooperation was developed and today it includes 320 documents signed at different levels.

It was underlined that a new impulse was given for development of the constructive interstate dialogue during the official visit of the President of Turkmenistan to the Russian Federation held in the past year. Agreements reached by the outcome of high-level talks in Moscow laid a basis for further strengthening of mutually beneficial partnership and enrichment of its content.

In development of bilateral trade and economic cooperation and implementation of its potential, a significant role is given to the joint interstate commission. In December, past year in Moscow, its 12th meeting was held and by its outcome, 15 documents were signed.

The cultural and humanitarian sphere plays an important part in the intergovernmental relations. Here as visual example of fruitful interaction in the sphere of education, one can cite the joint Turkmen-Russian school named after A.S.Pushkin in Ashgabat as well as a the secondary school named after Magtymguly built at the initiative of the Turkmen side in the Astrakhan oblast of the Russian Federation. At present, due work is carried out to construct a new building for the Russian Drama Theatre named after A.S.Pushkin in Ashgabat and establishment of the Turkmen-Russian university.

Having summed up the report, President Serdar Berdimuhamedov underlined a high level of the traditionally friendly, good neighbourhood, constructive interstate dialogue based on the strategic partnership.

Having developed upon the topic of trade and economic cooperation, the head of Turkmenistan pointed out that it covers a wide range of areas and displays a positive dynamics and testifies to the steady growth of mutual trade turnover. An efficient character is also typical of partnership with largest regions and subjects of the Russian Federation, which maintain direct business links. 

An inseparable part of the Turkmen-Russian relations is the cultural and humanitarian sphere, which possesses a great rich fruitful experience of joint work.

Having summed up the said, the head of the state instructed the Deputy-Chairman of the Cabinet, head of foreign office to ensure a high organizational level of preparation for the visit of the Chairman of the Government of the Russian Federation and as a whole for events planned within the framework of arrival of the delegation of the Russian Federation in our country. As President Serdar Berdimuhamedov underlined, all planned meetings and talks as well as documents to be signed should be aimed at achievement of concrete results and facilitate optimal realization of existing enormous potential of cooperation that meets common interests.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M.Chakyev reported that within the framework of socio-economic reforms improvement of documents regulating activities of the transport and communications complex of the country inn accordance with requirements of time is carried out. 

In this connection, for consideration of the head of the state was submitted the draft of a relevant resolution.

Having heard the report, President Serdar Berdimuhamedov underlined that in the modern epoch national aviation plays an important role in development of the transport complex.

Having signed the submitted resolution and having sent it online to the head of the Agency, the head of Turkmenistan instructed him to ensure proper fulfilment of provisions of the given document.

Further, during the report, information on the work carried out by Türkmenaragatnaşyk Agency to further develop the digitals economy, innovation technologies, including modernization of the electronic system of state services in the country was delivered. It was informed that in connection with launch of national portals and applications, necessity of adoption of program measures for technical and organizational support of realized projects and use of their potential was studied.

Having summed up the report, head of the state Serdar Berdimuhamedov noted significance of activity of Türkmenaragatnaşyk Agency to ensure operation of intellectual networks, including regulation and expansion of national network space and a range of internet services.

Having underlined importance of coordination of all processes for introduction of digital technologies, optimal involvement of existing potential at a qualitatively new level, the President of Turkmenistan instructed the head of the Agency to continue work on this given area.

Having summed up the meeting, the head of the state pointed out that today a number of topical issues were considered and documents aimed at development of sectors of national economy were adopted.

Having concluded the online meeting of the Cabinet of Ministers, President of Turkmenistan Serdar Berdimuhamedov wished its participants sound health, family wellbeing and great successes in their work for the benefit of further progress of our sovereign fatherland.
