The second meeting in the run-up to an international ministerial conference on Afghanistan due in Kabul, the Islamic Republic of Afghanistan on June 14, 2012 took place at the conference hall of the Ministry of Foreign Affairs of Turkmenistan in Ashgabat on April 18.
Delegations from 15 courtiers and 14 observer-countries, including delegations representing Islamic Republic of Afghanistan, the US, Russia, UK, Federal Republic of Germany, Republic of India, Islamic Republic of Iran, Republic of Kazakhstan, People’s Republic of China, United Arab Emirates, Islamic Republic of Pakistan, Saudi Arabia, USA, Republic of Tajikistan, Republic of Turkey, Republic of Uzbekistan, Republic of France, Japan, Azerbaijan, as well as delegations representing ten international and regional organizations, including the UN, EU, NATO, OSCE and UNAMA took part in the conference. The heads of the diplomatic missions accredited in Turkmenistan, as well as Turkmen and foreign journalists were invited to attend the meeting.
The meeting agenda focused on the issues related to implementation of the concept of regional cooperation in the sphere of security with the aim to settle the situation in Afghanistan. Particular attention was paid to the draft of the Kabul Declaration to be adopted in the capital of Afghanistan based on the outcomes of the International conference.
It was noted that reestablishment of peace and stability in Afghanistan was a key factor for the whole system of safety and sustainable development in the Central Asian region and even the wider scale. In this regard the meeting participants underlined the particular role of Turkmenistan that possessed huge economic and resource potential.
The Turkmen state serves a key partner while implementing regional and interregional programmes under the aegis of leading international structures, and, first of all, the United Nations. In this regard, the creative initiatives put forward by the Turkmen leader from the UN high rostrum representing the principled position of Turkmenistan addressing the Afghan issues are of particular significance.
As is known, the approaches and practical steps taken by the Turkmen side to settle the situation in Afghanistan are based on the adherence to settle the current problems through the peaceful and diplomatic methods and means. One of the most constructive steps in this regard is development of an efficient format of the international dialogue to address these problems.
The invariable position of our country concerning the neighbouring country is expressed in assistance provided to the fraternal people of Afghanistan in building peaceful, social and economic infrastructure. Based on such a conceptual view, Turkmenistan successively widens its trading and economic relations with Afghanistan and implements the significant projects in such important spheres as energy sector, transport and communications.
On behalf of the Government of Afghanistan, Deputy Minister of Foreign Affairs of the Islamic Republic of Afghanistan Mr. Jawed Ludin expressed deep gratitude to President of Turkmenistan Gurbanguly Berdimuhamedov and the people of Turkmenistan for the fraternal solidarity and active support in the peaceful development of the neighbouring state.
The meeting participants exchanged their views on the important aspects for collaboration aimed at developing the process of regular political consultations between Afghanistan and its close and remote neighbours, searching for coordinated solutions on various regional issues, and, in particular, related to the Afghan problems.
It was noted that the peaceful settlement of the Afghan problem had a specific economic content and supposed implementation of large-scale tasks of the strategic character promoting successful integration
In conclusion the meeting participants underlined the role of this representative forum in the further increasing of the constructive partnership satisfying the goals of the universal wellbeing, sustainable development and progress in the region and the whole world as well.
