Today, the twenty-second meeting of the Mejlis of the sixth convocation was held online and it considered and adopted a number of laws developed in accordance with the priorities of the state policy of President of Turkmenistan Serdar Berdimuhamedov and a comprehensive program to modernize the legislative and legal framework of the country.
Representatives of ministries and departments, as well as mass media were invited to participate in the meeting.
Deputies considered draft Laws "On the Mejlis of Turkmenistan", "On accession to the International Convention on the Harmonized System for the Description and Coding of Goods, adopted in the city of Brussels and amended by the Protocol."
During discussion of the bill “On the Mejlis of Turkmenistan", it was noted that the given document was prepared in connection with adoption of the Constitutional Law of Turkmenistan “On introduction of amendments and additions to the Constitution of Turkmenistan” of January 21, 2023 according to initiatives of Hero-Arkadag Gurbanguly Berdimuhamedov on creation of the Khalk Maslakhaty of Turkmenistan, abolition of the Milli Gengesh and its transformation into the unicameral Mejlis. Experts of profile ministries and departments participated in development of the document.
It was emphasized that the draft law "On the Mejlis of Turkmenistan" determines the organization of the activities of this representative body exercising legislative power, the tasks, and powers of its structures and the status of deputies.
According to the document, the Mejlis consists of 125 deputies elected based on general, equal and direct suffrage at by ballot stations with approximately equal number of voters. A deputy of the Mejlis can be a citizen of Turkmenistan, who has reached the age of twenty five and has lived within previous ten years constantly in the country. The term of appointment of deputies of the Mejlis - five years. Activity of the Mejlis of Turkmenistan is carried out according to the Constitution of Turkmenistan, the present Law and other standard legal acts.
It was underlined that adoption of the new law is of great importance in formation of optimum legal base for work of the Mejlis according to realities of the time and also for modernisation of legal base of the country as a whole.
During consideration of the draft law “On accession to the International Convention on the Harmonized System for the Description and Coding of Goods, adopted in the city of Brussels and amended by the Protocol" its urgency in the plan for development of international trade on the basis of modern technologies and digital system by Turkmenistan was confirmed.
Speakers noted that accession to the Convention, which includes 160 states-participants, will allow our country to carry out foreign trade relations on the basis of the conventional norms of international law, mutual trust and reliable partnership.
Besides, deputies considered bills: “On amendments to some legislative acts of Turkmenistan”; “On amendments and additions to the Law of Turkmenistan “On shared-equity construction of residential buildings and other real estate objects"; "On introduction of amendments and additions to the Law of Turkmenistan “On town-planning activity"; " On introduction of amendments and additions to the Law of Turkmenistan “On licensing of separate types of activity”.
It was underlined that improvement of given documents is carried out according to the Constitution of Turkmenistan and “Program for the Revival of the New Epoch of the Powerful State: The National Program for Socio-Economic Development of Turkmenistan in 2022-2052”, and also on expansion of legal possibilities for perfection of activity of profile spheres.
The draft legislative acts submitted for consideration at the regular meeting of the Mejlis of Turkmenistan of the sixth convocation were unanimously approved and adopted.
At the end, deputies expressed confidence that legal documents set forth above, having supplemented the system of legislation of independent neutral Turkmenistan in force, will provide necessary positive conditions for further successful realisation of large scale social and economic and democratic transformations aimed at forward development of all spheres of life of the fatherland under the leadership of President Serdar Berdimuhamedov.
