The Head of the State focuses the attention at priority directions of the Government’s activity during the session of the Cabinet of Ministers

President of Turkmenistan Gurbanguly Berdimuhamedov held regular session of the cabinet of Ministers where topical issues of the state life were reviewed and reports of the Government’s members were listened.

First, the floor was given to Deputy Chairman of the Cabinet of Ministers B. Hojamammedov who reported on the work carried out by supervised departments as well as on fulfilment of the assignments given previously by the Head of the State.

President Gurbanguly Berdimuhamedov noted the necessity to undertake regular monitoring of all branches as well as to develop specific measures for further improvement of the activity of supervised structures.

Deputy Chairman of the Cabinet of Ministers Ya. Kakayev reported on the course of realization of the “Programme of the Development of Oil and Gas Industry of Turkmenistan until 2030” and large investment projects, which are summoned to improve production potential of domestic fuel and energy complex.

President Gurbanguly Berdimuhamedov gave instruction to the Vice-premier on improvement of the outcomes of work of branch departments of oil and gas industry. It was mentioned that the utmost attention has to be paid to introduction of scientific achievements, innovative technologies into exploration, drilling and development of hydrocarbon deposits, attraction of foreign investments to large infrastructural projects including those for development of the Caspian fields, diversification of natural gas supplies to the world markets, construction of modern gas chemical complexes, which produce wide spectrum of production.

Deputy Chairman of the Cabinet of ministers R. Bazarov reported on the course of seasonal agricultural works. Currently, care for the winter crops is undertaken in the regions. It includes irrigation of new crops and mineral fertilizing. Preparation of the equipment and arable lands to the spring sowing campaign is carried out.

The vice-premier also reported on the situation in livestock farming field including on the work undertaken for increase and improvement of productivity of the livestock, satisfaction of the population needs for meat and dairy production.

Having pointed at the necessity of further increase of high quality food production in the country for complete saturation of the internal market and export as well, the President of Turkmenistan addressed the Vice-premier with number of specific instructions regarding to establishment of modern livestock complexes and agrarian enterprises provided with advanced technologies in the regions.

After, Deputy Chairman of the Cabinet of Ministers B. Ereshov reported on the activity of the branches under his supervision, the measures undertaken for increase of production infrastructure including in chemical industry. The information on the outcomes of working trip to Garlyk minning complex for production of potassium fertilizers, which is built in Koytendag etrap of Lebap velayat, was given.

The construction of the complex is carried out in accordance with the Agreement signed between the State Concern “Turkmenhimiya” and “Belgorhimprom” OJSC of the Republic of Belarus. During the trip, the reasons of delaying of the construction of the facility were studied and analysed in details. In particular, violations in supply of necessary materials to the contractors as well as in access to the information on the facilities were revealed. It was complained to the General Contractor.

Additional resources of domestic enterprises were attracted to the realization of the project, number of workers increased and necessary construction material were procured at internal market.

Belarusian side promised to finish al works on surface facilities to February 1 and on underground facilities by February 20, 2017 and fully complete the object by March 31.

President Gurbanguly Berdimuhamedov highlighted the importance of completion on time of the construction of new industrial giant of Turkmenistan – the mining and processing complex for production of potassium fertilizers and required to hold under strict control the course of construction and timely putting into operation of this strategic important facility of national economy.

After, the floor was given to deputy Chairman of the Cabinet of Ministers, Executive Secretary of the Office of the President of Turkmenistan and the Cabinet of Ministers of the country Sh. Durdyliyev who gave report on large-scale measures undertaken for urban planning of the capital, construction of new roads, bridges, reconstruction and modernization of living houses, green planting and development of the territories.

President Gurbanguly Berdimuhamedov highlighted the importance of active work for urban planning of the main city of the country.

Deputy Cairman of the Cabinet of Ministers B. Atdayev reported on the activity of the Union of Industrialists and Entrepreneurs for construction of new enterprises as well as on privatization of the state production facilities, their equipping and setting the production of competitive goods. The utmost attention is paid to increase of production powers for processing of domestic materials.

In this regards, the proposal for material provision of privatized textile enterprises, which were put up for auction organized by the Ministry of Economy and Development, was presented for review to the Head of the State. These are Turkmenabat moulded fabric factory and the second workshop of Tejen cotton-spinning factory. The volumes of cotton fibre and lint, which are necessary for utilization of production outputs, are proposed to be purchased at the State Raw Materials and Commodity Exchange for national currency.

The Vice-premier also reported on the work undertaken for construction of new sugar production enterprise. 15 hectares land plot in Serdar etrap of Balkan velayat for construction of the plant for production of 120 thousand tons of sugar per year was given to the “Hyzmatdashlar” OJSC, which is the member of the Union of the Industrialists and Entrepreneurs of Turkmenistan. Currently, all project works are accomplished and the foundation of the future facility, which will be provided with high technology European equipment, is under construction. All construction and assembly works are planned to be completed in 2018.

Having approved the proposals, the Head of the State emphasized the necessity to continue stimulation of business initiatives of domestic industrialists, having given instructions to the Vice-premier to establish the conditions for efficient activity of small and medium enterprises.

Deputy Chairman of the Cabinet of Ministers S. Satlykov reported on the measures undertaken for subscription to foreign press production.

Having noted the necessity of study of science and technical achievements of foreign countries in different spheres of economy, education, medicine and other, the Head of the State signed relative Resolution on the subscription for foreign publishing for the first half of 2017.

Deputy Chairperson of the Cabinet of Ministers G. Mammedova presented Draft Resolution on establishment of the fund for protection and improvement of historical and cultural monuments of Turkmenistan for review to the Head of the State.

Having highlighted that preservation of historical and cultural heritage including the monuments of history and culture of Turkmen people is one of the most important aspects of the state policy and requires special attention of all structures responsible for this work, President Gurbanguly Berdimuhamedov signed the document and gave relative instructions to the Vice-premier.

Deputy Chairman of the Cabinet of Ministers S. Toyliyev , reporting on the situation in the structures under his supervision, informed on the work for implementation of “The State Programme of the State Youth Policy in Turkmenistan for 2015 – 2020” and the Action Plan for its realization.

The objective for establishment of the Centre of Young Scientists at the Academy of the Sciences of the country and Magtumguly Youth Organization was defined. The draft resolution, stipulating the establishment of this centre, which is summoned to promote the formation of new generation of young domestic scientists, attraction of the youth to scientific, technical and research activity, was prepared for its solution.

The Head of the State noted the importance of undertaking of steadfast measures for further improvement of the system of education of young scientific personnel, having addressed the Vice-premier with number of relative instructions regarding the establishment of the Centre of Young Scientists and organization of its work.

Addressing the Vice-premiers S. Toyliyev and Sh. Durdyliyev, the Head of the State stressed the attention on the necessity of consolidation of facilities and equipment base of the National Institute of Sport and Tourism. Speaking of this, President Gurbanguly Berdimuhamedov mentioned the currency to announce an international tender for construction of the building of new faculties of the institute where proper work for detection and training of sportsmen, who in the future would be able to participate in Olympic level competition and achieve high results on scientific base, would be carried out.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov, reporting on the activity of the MFA, informed on the subject related to chairing of the Conference of the Energy Charter by Turkmenistan in 2017.

As is known, the Head of the State gave utterance to the proposal of establishment of international legal framework for provision of energy security during the 62nd session of the UN General Assembly in 2007. In this regards, in 2008 and 2013, the UN adopted special resolutions for reliable and stable transit of energy carriers to the world markets, which included the main principles and approaches to the development of constructive partnership in this sphere.

Currently, broad international dialog is established by the initiative of the President of Turkmenistan, which considers the range of issues related to energy security. Steadily developing the cooperation with largest international organizations, our country repeatedly was the place for multilateral meetings and forums, which agenda included topical aspects of energy cooperation.

Being an active member of international relations, neutral Turkmenistan makes deserving contribution to the development of cooperation in energy sector proposing important initiatives in this direction. By the outcomes of the Conference of the Energy Charter in Tokyo on November 22 – 26 of this year, our country was unanimously elected to chair this Conference in 2017. Following this, the Plan of events proposed in Turkmenistan and abroad in 2017 was developed for fulfilment of the obligations. The project of the Resolution for establishment of relative organizational committee was drafted for conduct of these events on high level and presented for review to the Head of the State.

President Gurbanguly Berdimuhamedov mentioned that neutral Turkmenistan would continue taking most active part in constructive solution of the issues of strategic significance in the context of provision of global peace, prosperity and sustainable development.

Cooperation of Turkmenistan with competent international organizations and structures, built on equal and long-term basis, is also summoned to serve these purposes. Speaking of this, the Head of the State signed the presented document and requested to undertake all necessary measures for provision of high level of chairing of our country at the Conference of the Energy Charter.

After, the Vice-premier, the Head of the MFA reported on the chairing of Turkmenistan in the International Fund for Saving the Aral Sea in 2017 – 2019.

In this context, the currency of the initiatives of the President of Turkmenistan for efficient solution of topical regional and global issues where ecological aspect occupies special place, was highlighted.

Due to the chairing of our country in the International Fund for Saving the Aral Sea, the draft Resolution for solution of organizational and other issues was developed and introduced for review to the Head of the State.

President Gurbanguly Berdimuhamedov highlighted the priority of the objectives related to environment protection, careful use of natural, including water, resources, reduction of the risks related to the climate change, implementation of green innovative technologies and general provision of ecological safety, which are paid with great attention in our country.

Speaking from the positions of broad international cooperation in this sphere. Neutral Turkmenistan proposes specific initiatives, realizes large projects and undertakes actual measures for the development of balanced solutions, paying great attention to the subjects of the saving of the Aral Sea and improvement of social and ecological environment in its basin. To continue the subject, having dwelt of the key targets of the forthcoming of chairing of Turkmenistan in the International Fund for Saving of the Aral Sea, the Head of the State signed the above-mentioned Resolution and instructed Vice-premiers R. Meredov and R.Bazarov to undertake necessary work in this direction.

Some other issues of the state life, on which appropriate decisions were taken, were reviewed during the session of the Cabinet of Ministers.
