Dear Compatriots!
Esteemed Electorate!
Recently, the Central Commission for elections and referendums in Turkmenistan registered me as a candidate for Turkmenistan Presidential Election. Today, I would like to familiarize you with the programme that I am going to implement as the President of independent neutral Turkmenistan in case of my election.
Here is the main objectives, which have to be solved for implementation of the programme:
- We will consolidate the foundation of stable Turkmen State and increase its economic potential;
- We will introduce economic measures of increase of export volumes of competitive production of industry, agriculture and entrepreneurship to foreign markets. We will increase the income per capita to the level of the leading states;
- Following the motto “Education of the generation is a strong Motherland!”, we will open wide way for the development of science, education and humanitarian sphere;
- “The Culture is a soul of the people!” therefore, resting on our rich cultural and spiritual heritage, we will demonstrate art and creative spirit of our people to the world;
- We will improve social security of the population. Following the principle “The Health of the People is wealth of the country!” and in accordance with the State Programme «Saglyk», we will provide medical services according to increased requirements. We will continue construction of health houses and medical centres, hospitals and recreation centres;
- We will steadily implement National village programme. We will improve the conditions of the areas under crops. We will achieve rational use of water resources, every drop of which is like a piece of gold;
- We will build villages and settlements with all conditions along the collectors leading to the Altyn Asyr Turkmen Lake. Areas for farming will appear on the banks of these water mains;
- According to the adopted programmes, we will pay special attention to establishment of electronic industry and turn our country into industrially developed state;
- We will provide high social and living conditions to the citizens in the cities and etraps. We will establish the conditions in the rural areas, which do not yield the cities;
- We will open public service centres in the settlements, where we will arrange the work of relevant workshops and crafts and open automobile repair shops;
- We will secure systematic income of the population. We will hold in the centre of attention the increment of salaries, pensions and state allowances, students scholarships as well as other social and living benefits;
- We will undertake necessary measures for provision of the employment of the citizens, especially the youth, for obtaining of modern education;
- We will continue construction of living houses of high comfort, educational and sport centres and other social and cultural facilities;
- We will concentrate the funds necessary for pecuniary support of the family, which is the base of our society, for solution of social and living problems;
- We will continue supporting successful solution of fundamental objectives of the protection of maternity and childhood;
- We will modernize the activity of political system of our society. We will improve the local administration and continue democratization of social life;
- We will achieve the work efficiency of elected representative bodies of local administration – velayat, etrap and cities people’s councils. We will increase the role of Gengeshys, the local administration bodies, in social and political system;
- We will continue providing all necessary conditions for the improvement of work of new parties;
- We will establish favourable conditions for further development of entrepreneurship;
- We will increase the number of livestock and poultry for achievement of the abundance and low prices on food products;
- Together with international organizations, we will continue to fight against international terrorism, extremism, transboundary organized crime, illegal drug trafficking, bribery;
- We will increase the power of National Army, Navy, Air Forces and Border Guard. We will improve the activity of law enforcement agencies We will steadily improve social and living conditions of military personnel and their families;
- We will pay special attention to training of the specialists, who will perfectly master modern communication and multi media technologies;
- To use national resources for provision of prosperous life of the citizens, we will arrange comprehensive processing of hydrocarbons based on modern technologies. We will produce such high quality goods as petrol, polypropylene, liquefied gas and oil, which are on high demand in the world;
- We will take all efforts for successful conduct of the V Asian Indoor and martial Arts Games in Ashgabat in 2017;
- We will continue to launch communication satellites, which will allow making better communication and TV and radio broadcasting and serve the requirement of national economy;
- We will establish modern centre of observatories for study of the space;
- We will support the development of efficient use of alternative energy sources, the sun and wind;
- We will make National tourist zone “Avaza” on ecological friendly coast of the Caspian Sea as one of the prestigious world centre of recreation and health improvement;
- We will build recreational centres with all conditions for tourism and rest of the people in fertile gorges of the Kopetdag and Koytendag, in the Sumbar, the Amudarya, the Murgab and the Karakum river’s valleys, on the Badhyz planes.
- We will build comfort recreational zones, the chayhanas (tea house) in the shade of the gardens, original campsites with motels and garages every 40-50 kilometres of the roads leading to the velayats’ centres;
- Thus, we will enrich the cultural heritage, traditions and customs inherited from our ancestors. We will achieve great spiritual revival and confidently follow toward new heights of the progress – forward, forward and forward!
