Independent neutral Turkmenistan has entered the third millennium. It should be noted that along with the dynamic development of its economy, the selfconsciousness of each citizen of the country has grown. Therefore, my main mandate to you will be to improve further the electoral system.
We live in the modern epoch, therefore we could follow the example of other states. As for instance, we could switch over to the electronic system of election, when citizens cast ballots for electors. These electors then in turn cast electoral votes for candidates. I am just providing an example, indeed, there are a variety of methods that means that the work of the Central Election Commission should be further improved.
At all times, the Turkmen people has respectfully treated its history. Moreover, the Turkmens have always followed the democratic principles bequeathed by ancestors. I mention this in my works.
There are some wise sayings, including “People’s strength is the power of mudflow”, “A robe tailored together will not be skimpy”, “People’s voice is the voice of the truth”, “You must measure seven times before you start cutting”. Therefore, the elections of khans, rchins, mirabs in ancient times were based on democratic principles – elections were held at the competitive basis, openly and publicly. The worthiest candidates were elected, whereas all members of a society had equal rights.
In my turn, I would like to express gratitude to all members of the Democratic Party and native people of the country for nominating me for the post of the President of Turkmenistan.
Recently, we have held the Elders’ Council in Ashgabat. We adopted important, historically significant laws. Based on the new edition of the Constitution, the Mejlis adopted a number of resolutions and laws on the 2017 presidential elections.
Moreover, we can clearly see that the social and political culture of our modern society is growing. I am happy with the fact that for the first time the members of three parries – the Democratic Party of Turkmenistan, the Party of Industrialists and Entrepreneurs of Turkmenistan and the Agrarian Party of Turkmenistan nominated their candidates for the presidential elections. The elections, which will be held in the atmosphere of transparency, publicity and equality, will become an important political event for all of us.
I wish all of you, the members of the Central Election Commission great success in holding the forthcoming social and political, historically significant event – the elections of the President of Turkmenistan at the high organizational level.
