I set the main objective for myself to undertake the range of measures aimed at provision of prosperity of independent neutral Turkmenistan in the third millennium.
This is great honour and dignity to take all efforts and implement great deeds for the sake of happy and prosperous life of native people and interests of our country.
Successful implementation of this programme will provide turning of Turkmenistan into the country where happiest people lives, further unity of different level of our society and better life of native people.
Development of specific decisions, taking advice from the people and wise elders, is one of the greatest democratic values inherited form our ancestors. In my policy, I was always following this principle inherited from the ancestors and I am willing to strictly adhere to it in the future.
Throughout the centuries covered with glory, we, taking advice of the respected elders, made a lot for the people. In the future, wlaking side by side with our courageous citizens, we will implement grandiose ideas what will increase the authority of the state and our hardworking people will achieve high goals.
We steadily move forward along the way entrusted by our ancestors. Having opened wide road to the developed world for current generation of Turkmen people, we would bring our beautiful Motherland to the level of the leading countries. We have all opportunities for that.
The great thinker Magtumguly Fragi noted that the one who is given with blessed destiny, he manages everything and I am firmly confident that all achievements for the sake of people and the country in our state would be successful.
Making our beautiful Motherland as a country of stability, happiness and prosperity, construction of white marble villages and cities in our land, achievement of high levels in all directions, bringing of life level of native people to the highest world standards are the essence of national programmes.
As it was exactly defined by the great thinker Magtumguly Fragi – “If merited man is given with the prosperity then he will find support of the people” and we, having united with all citizens, living in harmony, we have to revive for establishment of happy future.
For successful implementation of the adopted programmes, I set following targets for myself:
- We would consolidate the fundamentals of eternal and unbreakable Turkmen state, considerably increase its economic potential. We would improve social and living conditions of our happy citizens, we will bring spiritual perfectness and revival of the nation to higher level;
- Having achieved high working production in industry, agriculture and entrepreneurship, we would implement economic mechanisms of further increase of export volumes of competitive Turkmen production to international markets and bring the income per capita to the level of the leading countries;
- Establishing the conditions, which would open broad opportunities for the development of science and education, culture and humanitarian sphere and resting on rich national spiritual and cultural heritage, we would achieve that Turkmen people would become known in the world as the people who creates and builds.
- We would consolidate social protection of our people and in this context, we would steadily improve the legislation in accordance with modern demands. Also, according to the State programme “Health”, we would provide medical service of our citizens on the level of developed states. We would continue the work for construction of health houses, health protection centres, hospitals and recreational complexes;
- We would steadily and successfully implement National programme for development of rural areas. We would improve the conditions of arable lands. Following the principles of our ancestors, who proved that the drop of water is a piece of gold, and highly valued water, we would provide rational use of water resources of the country and build irrigation facilities for efficient use of water. We would undertake all necessary measures for provision of arable lands with water. We would implement most advanced technology in water management branch of the country;
- We would built comfortable settlements along the collectors going to the Turkmen Lake make large sowing areas of halophytes – the plants, which bear tasty fruits in salinized soil, along these waterways.
- In accordance with the adopted programmes, we would pay special attention to the development of industrial branches of the country, establishment of electronic industry, and making our country as industrially developed state;
- We would establish good social and living conditions for our citizens living in the cities and etraps and will undertake all measures to make the roads and lightening, to establish the conditions in the rural areas, which do not yield to the cities.
- We would reconstruct intercity and rural roads and bridges and arrange the work of passenger buses between the settlements;
- Having established the centres for public services of the population in the settlements, we would arrange the work of modern saunas, sport grounds for children and youth, health, cinema and concert centres, crafts workshops and vehicle service centres;
- We would provide steadfast income of the population;
- We would pay great attention to increase of salaries, pensions, student scholarships and government allowances as well as to the provision of social benefits to the citizens;
- We would undertake all measures for provision of the employment of the citizens of the country, especially the youth, for obtaining of modern education;
- We would continue building comfort living houses, educational, sport, sanatorium and recreational centres, social and cultural facilities;
- We would continue to render material support to the families and, having allocated necessary funds aimed at solution of social and living issues of every family, we would support successful solution of the issues of the family, which is an initial cell of the society, as well as solution of the issues related to maternity and child protection;
- We are targeting the development of tourism in accordance with international standards. The fundamental transformation of health and recreation system would also be the important direction of work in this direction in our state;
- We would implement further improvement of political system of our society. We would improve local administration executive structures and democratization of the public life;
- We would establish favourable conditions for the development of entrepreneurship in industry and agriculture;
- To provide the market with cheap and accessible food products, we would implement necessary measures aimed at increase of livestock and poultry, at production of big volumes of agricultural goods;
- We would improve work efficiency of elected representative bodies of local administration – velayat, etrap and cities people’s councils and would increase the role of Gengeshys, the local administration bodies, in social and political system;
- We would continue establishing all necessary conditions for the improvement of work of new parties;
- In close cooperation with international organizations, we would continue fighting against international terrorism, extremism, transboundary organized crime, illegal drug trafficking and bribery;
- We would strengthen the power of National Army, Navy and Air Forces, Border Guards Forces, which protect the frontier of the Motherland. We would improve the work of law enforcement agencies and provide steadfast re-equipment of the Armed Forces with modern armament and improvement of social and living conditions of military personnel;
- We would pay special attention to formation of new generation of personnel and specialists who perfectly know all modern communication and multimedia technologies;
- To use national resources for provision of prosperous life of the citizens, we would arrange comprehensive processing of hydrocarbons based on modern technologies. We would produce such high quality goods as petrol, polypropylene, liquefied, which are on high demand in the world;
- We would take all efforts for the V Asian Indoor and Martial Arts Games demonstrate to the world that Turkmenistan is a country with high authority in international sport arena;
- We would continue improving the work of communication and TV and radio broadcasting as well as would launch new satellites, which would work for national economy, to the space;
- Developing National tourist zone “ Avaza” on ecological friendly Caspian Coast, we would make it as one of the famous centre for the tourism and health recreation;
- For efficient use of alternative sources of energy, the sun and the wind, we would support the development of this sphere;
- Taking into account that Turkmenistan has wonderful climate and natural conditions for research of the space, we wold build an observatory centre equipped with different telescopes for the observations made by Turkmen and foreign specialists and provided with all necessary living space and working cabinets;
- We would start the work for establishment the recreational centres along the banks of beautiful Turkmen rivers for those who like to travel by boats and spend time with families. In other words, we would make green zones every 40-50 kilometres along the rivers;
- We would make all conditions for tourism of Turkmen and foreign travellers in numerous recreational centres built by Turkmen constructors in the gorges of the Kopetdag, Koytendag and Sumbar, in sanctuary places of Badhyz, along the banks of the Amudarya, Murgab and Karakum rivers;
- We would start the construction of comfort recreational zones, the chayhanas (tea house) in the shade of the gardens, original campsites with motels and garages at every 40-50 kilometres of the roads leading to the velayats’ centres;
- Combining our current achievements with rich traditions inherited by our generation from the glorious state established by the Oguzs, we would come to the great spiritual revival and would go forward with confidence to new achievements;
Making a paradise out of our country, inherited from the ancestors, we would rest upon the intellectual and spiritual potential of native people.

The biography of Gurbanguly Myalikgulyevich Berdimuhamedov
Gurbanguly Myalikgulyevich Berdimuhamedov was born on June 29, 1957 in Babarap village of Gyoktepe Etrap of Ahal velayat of Turkmenistan.
The President of Turkmenistan graduated from Turkmen State Medical University in 1979.
From 1979 to 1997, Gurbanguly Myalikgulyevich Berdimuhamedov worked in different positions in the system of the Ministry of Public Health and Medical Industry of Turkmenistan. He occupied such positions as the lecturer, the associate professor of therapeutic dentistry department, the dean of stomatology faculty of the Turkmen Sate Medical University, the Director of the Dental Centre of the Ministry of Public Health and Medical Industry of Turkmenistan. The President received the doctorate thesis. He was awarded the doctorate in medicinal science and economy and is the professor and academician of the Academy of Sciences of Turkmenistan.
In December 1997, Gurbanguly Myalikgulyevich Berdimuhamedov was appointed as the Minister of Public Health and medical Industry of Turkmenistan. Later, along with current position he was the General Director of Ashgabat International Medical Centre and acting Director of Turkmen State Medical University.
In April 2001, Gurbanguly Berdimuhamedov was appointed as Deputy Chairman of the Cabinet of Ministers of Turkmenistan.
From December 21, 2006 by the decision of the State Security Council of Turkmenistan, he was acting President of Turkmenistan and Supreme Commander of the Armed Forces of Turkmenistan.
On February 11, 2007, during national referendum, Gurbanguly Berdimuhamedov was elected as President of Turkmenistan out of six candidates.
On February 14, 2007, during the XIX session of Halk Maslahaty of Turkmenistan, Gurbanguly Myalikgulyevich Berdimuhamedov was officially inaugurated as President of Turkmenistan.
On October 25, 2011, President of Turkmenistan Gurbanguly Berdimuhamedov was awarded with the title of the Hero of Turkmenistan.
